About this file

This document is a Material Specification for Single Phase Pole-Mounted Transformers issued by Northern Wasco County People's Utility District (NWCPUD) dated May 5, 2025. The specification provides detailed technical requirements for single-phase, 60Hz, oil-immersed, self-cooling pole-mounted transformers designed for use in the utility's 12,470/7200Y distribution system. The transformers are intended for power distribution to residential, commercial, industrial, agricultural, and institutional loads, with specific requirements for copper windings, steel core, voltage ratings (120/240, 240/480, or 277 volts), BIL ratings, bushings, grounding, pressure relief, and other technical specifications.

The document outlines a comprehensive procurement process that includes detailed evaluation criteria, with transformer selection based on compliance with standards, purchase order requirements, cost of transformer losses, and product quality. The pricing evaluation includes a formula calculating total cost as the sum of transformer base price (including escalation and oil) and calculated loss costs ($3.50 per kW of core loss and $1.50 per kW of copper loss). The specification requires manufacturers to provide detailed documentation, including an "Exhibit A" data sheet for each transformer rating, and allows for potential rejection of bids that do not fully conform to the specifications. The transformers come with a 12-month from installation or 18-month from delivery warranty, and must be shipped to 2345 River Rd, The Dalles, OR 97058 with specific delivery and packaging requirements.
