About this file

This document is a Notice of Intended Action issued by the City of Kissimmee Purchasing Office on December 12, 2024, regarding Invitation for Bid (IFB2024-007) for the Haven on Vine Project. The solicitation involves the renovation of two ADA apartments, which is a Community Development Block Grant (CDBG) funded project. The Evaluation Committee has completed its review and is recommending award of the contract to Miniopolis, LLC, with the recommendation to be submitted to the Commission for final approval.

The project is part of a larger initiative to convert an old hotel into a mixed-use housing development with 40 emergency housing units and 80 apartment units, targeting very low- and moderate-income residents. The specific renovation scope includes demolition of existing two-bedroom apartment interior space to create new ADA-compliant units, involving installation of new plumbing, electrical wiring, HVAC systems, flooring, kitchens, bathrooms, water heaters, fixtures, and appliances. The project is funded through multiple sources including American Rescue Funds, County and City funds, HOME Investment Partnerships dollars, and Community Development Block Grant funds.
