About this file
This document is a comments response letter from Forefront Architecture and Engineering dated November 5, 2024, addressing permit #BC-24-0315 for the Haven on Vine Phase 1B FHA modifications project. The letter responds to building and fire division comments received on September 19, 2024, regarding architectural and accessibility modifications for two apartment units. The comments primarily focus on code compliance, including updating building codes (commercial and electrical), providing complete trade drawings, ensuring Fair Housing Accessibility Guidelines are met for door clearances, light switch and outlet locations, and parking space dimensions.
The project involves modifications to existing apartment units to improve accessibility, with specific attention to compliance with various national fire protection (NFPA) and accessibility codes. The response indicates revisions will be made to multiple sheets, including architectural, electrical, mechanical, and life safety plans. Key modifications include designating front entrances as accessible, adjusting door maneuvering clearances, repositioning electrical controls, and ensuring parking spaces meet required dimensions. The project appears to be funded through various sources including Community Development Block Grant (CDBG) funds, with the goal of creating ADA-compliant residential units.

BUILDING DIVISION COMMENTS
1. Referenced building codes are incorrect on sheet A000. Please revise to include the commercial code suite as this application is for apartments which do not fall under the residential code. Be sure to also reference the 2020 NEC as the 2017 NEC is now superseded.
Response: Please see revised cover sheet with the correct code references. Please also see electrical, mechanical, and plumbing sheets for additional code references.
2. Only Architectural sheets have been submitted for review. Please provide the trade drawings which are called out on sheet A000 “Sheet List Table”.
Response: Please see revised submission including all required sheets.
3. The Fair Housing Accessibility Guidelines Requirement 3, Usable doors, states that:
“Section 100.205(c)(2) provides that covered multifamily dwellings with a building entrance on an accessible route shall be designed in such a manner that all the doors designed to allow passage by handicapped persons in wheelchairs.
Guideline :
Section 100.205(c)(2) would apply to doors that are a part of an accessible route in the public and common use areas of multifamily dwellings and to doors into and within individual dwelling units.
On accessible routes in public and common use areas, and for primary entry doors to covered units, doors that comply with ANSI 4.13 would meet this requirement.”
