About this file
This Notice of Award is issued by the City of Orange Beach, Alabama, for Tennis Court Resurfacing and Cabana Installation services at the Orange Beach Tennis Center. The awarded contractor must deliver fully executed contract documents, a Performance Bond, a Labor and Material Bond, a Certificate of Insurance, and copies of required licenses to the City within ten days of the Notice of Award date. The project involves the complete resurfacing of eight tennis courts using the Acrytech Acrylic Surface System, including pressure washing, crack filling and repair, leveling, and application of three coats of acrylic materials, along with the installation of four cabanas with black powder-coated steel frames. The mandatory pre-bid meeting was held on March 16, 2026, and the bid submission deadline was April 2, 2026, at 11:30 a.m. through the City's eProcurement Portal. All work must be completed by August 7, 2026, with liquidated damages of $500 per calendar day assessed for delays exceeding 30 days from the Notice to Proceed. The City will return one fully signed original contract within ten days of receiving the contractor's documentation and will schedule a preconstruction conference at which the contractor must present its proposed work schedule.
The contractor is required to obtain an Alabama General Contractors License and an Orange Beach Business License, maintain comprehensive insurance coverage including Commercial General Liability of at least $1,000,000 each occurrence and $2,000,000 annual aggregate, and provide a one-year guarantee on all labor, materials, and workmanship from final billing. For bids exceeding $50,000, a certified check or bid bond equal to 5% of the bid amount (not to exceed $10,000) is required, and Performance and Labor and Material Bonds equal to 100% and 50% of the contract amount, respectively, are mandatory upon award. The City offers preference to resident bidders located within Baldwin County whose bids are no more than 5% greater than the lowest bid, and building permit fees are waived for qualified contractors. The contractor must comply with the E-Verify program and be licensed in the State of Alabama. Failure to deliver required documents and insurance certificates within the specified timeframe will result in the bid being declared abandoned, the Notice of Award annulled, and the Bid Bond forfeited.
