About this file

This file is a scope of work document for custodial services at the Norway Armory, prepared by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Defense, Veterans and Emergency Management—Military Bureau. The solicitation requests comprehensive janitorial and custodial services for approximately 10,647 square feet of cleanable space, including 2,300 square feet of common areas and 8,347 square feet of drill hall space across two floors. Services encompass daily, weekly, monthly, quarterly, semi-annual, and annual cleaning tasks with detailed specifications for each frequency level. The mandatory walk-through is scheduled for 9:00 a.m. on March 11, 2026, with registration required by noon on March 10, 2026. Written questions must be submitted by noon on Friday, March 13, 2026, through the State of Maine's e-Procurement system, and quotations are due by 4:00 p.m. Eastern Standard Time on March 20, 2026. The initial contract period runs from May 1, 2026, through April 30, 2027, with two optional two-year extension periods available, potentially extending the contract through April 30, 2031.

The contractor must provide all necessary supplies, including paper products meeting recycled content minimums and PFAS-free shower curtains, as well as commercial-grade equipment including HEPA-filtered vacuum cleaners and carpet cleaning equipment with specified PSI and water lift extraction capabilities. Required qualifications include passing federal background checks, maintaining Workers' Compensation insurance and Commercial General Liability and Automobile Liability coverage each at $300,000 per occurrence, and responding to communications within one business day. All work must be performed between 7:30 a.m. and 4:00 p.m. while staff is present. Awards will be made to the lowest-priced compliant bidder, with pricing submitted using the State's designated Excel worksheet format and monthly billing on net 30 payment terms for successfully completed tasks. This procurement is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2. Performance is evaluated monthly using a custodial services evaluation checklist, and three consecutive poor performance evaluations trigger automatic contract termination eligibility, with termination appealable within fifteen calendar days to the Director of the Division of Procurement Services.
