About this file
The document is a Non-Debarment or Suspension Certification for the Kenton County Airport Board (KCAB) at Cincinnati/Northern Kentucky International Airport. The certification is part of the 2025 Fall Protection Systems Installation project, which involves comprehensive fall protection system installations at three airport facilities: the Stormwater Treatment Plant, Terminal 3 Parking Deck Rotating Beacon, and Concourse A. The project requires contractors to furnish labor, materials, equipment, and supervision to install fall protection systems designed by LJB, Inc., in compliance with OSHA, ANSI, and local code requirements. A mandatory pre-bid meeting is scheduled for Thursday, July 31, 2025, at 10:00 am, with questions due by August 11, 2025, and answers to be posted by August 14, 2025. Sealed bids are due on Thursday, August 21, 2025, at 2:00 pm, with anticipated board approval on September 15, 2025, and contract implementation on October 1, 2025.
The project includes several critical requirements for bidders, including a proposal bond of at least 5% of the total bid amount and demonstration of expertise in fall protection solutions for commercial aviation environments. Contractors must complete multiple certifications, such as Buy American, Equal Employment Opportunity, and Non-Segregated Facilities. The procurement emphasizes Disadvantaged Business Enterprises (DBE) participation, with subcontractors required to be identified. Bidders must provide documentation of safety performance, including DART rates, Workers' Compensation Experience Modification Rates, and recordable incident rates for the past three calendar years. While the total contract value is not explicitly stated, an owner's allowance of $50,000 is included, and the contract duration is 28 weeks from the Notice to Proceed. Contractors must provide performance and labor and material payment bonds, each for 100% of the contract amount, from a surety company authorized to do business in Kentucky and rated at least "A" by Best Insurance Reports. The project is funded by local funds and requires comprehensive compliance with federal and state regulations.
