About this file

This is a Notice of Intent to Award (NOITA) document issued by North Clackamas School District No. 12 in Oregon for RFP 2526-118, a School Transportation Services Routing and Dispatch System. The district sought comprehensive transportation management software to support operations serving approximately 17,000 students daily across 200 vehicles operating 70 general education routes, 32 specialized routes, and 15 van/type-10 routes. The RFP was issued on October 14, 2025, with proposals due by November 12, 2025, at 2:00 PM Pacific Time. Proposals were received and evaluated using a two-phase scoring methodology totaling 1,500 points across four categories: Project Understanding and Approach (300 points), Security and Technical Requirements (300 points), Firm Experience and Quality of Service (200 points), and Total Cost to the District (400 points). Project demonstrations with finalists were anticipated for December 5, 2025, with the Notice of Intent to Award issued on December 10, 2025. Zum Services, Inc. received the highest evaluation score and the district intends to award the contract upon successful contract negotiations, with anticipated contract commencement on January 19, 2026.

The procurement requires extensive technical and operational capabilities, including GPS tracking, student and parent interfaces, routing optimization, dispatching functionality, safety tracking, and integration with existing district platforms such as Google Workspace and Synergy student information system. Vendors must meet rigorous cybersecurity requirements including multi-factor authentication, compliance with NIST and ISO 27000 series frameworks, and adherence to student data privacy standards. The district demonstrated a commitment to diverse vendor participation by preferring proposals from minority-owned, women-owned, emerging small, and veteran-owned businesses. Insurance coverage with minimum liability limits of $1,000,000 per occurrence is required, along with background checks for employees with potential student contact. Protests of the Notice of Intent to Award must be filed within seven days. No specific contract value is stated in the NOITA, though the procurement documents indicate the district seeks a scalable solution with potential multi-year implementation.
