The contractor shall create infographics for HUD American Housing Survey data. The anticipated content is as follows:
14 JulySeptember 20264
a. Expected to be similar in design and length (one page) to the 2019 and 2021 AHS topical infographics available on the AHS website (https://www.census.gov/programs-surveys/ahs/visualizations.html).
b. HUD shall provide general topics for content, but the Contractor shall provide specific content ideas based on the data available within the AHS. A list of AHS variables by survey year can be found in the AHS Codebook (https://www.census.gov/programs-surveys/ahs/tech-documentation/codebooks/ahs-codebook-tool.html) and the survey questionnaires respondents answered can be found in the AHS Items Booklet
(https://www2.census.gov/programs-surveys/ahs/2021/2021%20AHS%20Items%20Booklet.pdf).
The data source for the infographic content is expected to come from manipulations of data queries from the AHS Table Creator (https://www.census.gov/data/data-tools/ahs-table-creator.html). The following webinar discusses how to use the user-friendly AHS Table Creator:
https://www.census.gov/library/video/2019/ahs-table-creator.html. The content should be descriptive and consist of univariate statistics and crosstabulations of variables. The Contractor shall provide suggestions about which statistics resonate most with the public and the preferred way to arrange data within the infographics to appeal to HUD’s target audiences when suggesting specific content ideas.
To ensure quality control and successful delivery of each infographic, the Contractor shall:
a. Ensure its quality control plan includes a process to verify that each statistic extracted from the AHS Table Creator matches what is published online and that statistics calculated from the AHS Table Creator are accurate before its draft infographics are submitted to HUD.
b. Participate in up to three rounds of revisions for each of the infographics, factsheets, and information sheets.
The Contractor shall be responsible for creating publications for HUD and the public in a clear and accessible manner to both technical and non-technical audiences. The infographics are expected to be of publishable quality, and HUD intends to publish several of these infographics on www.huduser.gov and/or on www.census.gov.
However, some infographics may be reserved for HUD’s internal decision-making based on the subject matter.
The Contractor shall not be required to modify or eliminate independent opinions, judgments, conclusions, or views. Where the Contractor’s views do not coincide with HUD’s views, the Contractor shall be required to clearly label these views. HUD may require language inserts to label such independent views. If there is disagreement regarding the adequacy of the data, methodology, calculations, analyses, or other technical elements of the work used to support the independent views of the Contractor, HUD may require the insertion of a clearly labeled HUD dissent (or dissents) in the text of the final approved version of a report. Disapproved infographics shall be resubmitted for review following correction of the cited deficiency. The complete text of an approved infographic shall be submitted in accordance with the instructions https://www.census.gov/programs-surveys/ahs/visualizations.html https://www.census.gov/programs-surveys/ahs/visualizations.html https://www.census.gov/programs-surveys/ahs/tech-documentation/codebooks/ahs-codebook-tool.html https://www.census.gov/programs-surveys/ahs/tech-documentation/codebooks/ahs-codebook-tool.html https://www2.census.gov/programs-surveys/ahs/2021/2021%20AHS%20Items%20Booklet.pdf https://www2.census.gov/programs-surveys/ahs/2021/2021%20AHS%20Items%20Booklet.pdf https://www.census.gov/data/data-tools/ahs-table-creator.html https://www.census.gov/data/data-tools/ahs-table-creator.html https://www.census.gov/library/video/2019/ahs-table-creator.html http://www.huduser.gov/ http://www.census.gov/

“The contents of this infographic are the views of the Contractor and do not necessarily reflect the views or policies of the U.S. Department of Housing and Urban Development or the U.S. Government.”
The Contractor shall ensure that final written infographics submitted to HUD are accessible to persons with disabilities by ensuring all written materials are Section 508 compliant. An element of Section 508 compliance includes the development of alternative text (alt text) to ensure that any graphic, image, or photograph that conveys meaningful information. Additional information regarding 508 compliance and guidance on developing alt-text can be provided by the COR and found on HUD’s website at the following link:
https://www.hud.gov/program_offices/cio/Section_508_At_HUD.
The Contractor shall not publish reports based on these tasks or otherwise disclose the contents of infographics prepared under this contract to the public following the formal submission of an infographic until HUD publishes the infographics, unless the COR has provided written permission to the Contractor. If the Contractor wishes to publish after the infographics are made public, the Contractor shall include a clear notice that the research was performed under a contract with the Office of Policy Development & Research, U.S. Department of Housing and Urban Development. Although these infographics will have been prepared with HUD funds, the Contractor may copyright the layout and design (but not the substantive language, which remains in the public domain.)
