About this file

This is Amendment 0001 to Solicitation 86615426Q00017, issued by the Department of Housing and Urban Development (HUD) on June 25, 2026. The amendment provides clarity on the place of performance for a marketing support services contract, updating Standard Form 1449, Page 4, Item 8 from the government's facility to the contractor's facility. The contract supports HUD's Office of Policy Research (PD&R) in coordinating marketing efforts for five housing surveys: the American Housing Survey (AHS), Rental Housing Finance Survey (RHFS), Survey of Market Absorption of New Apartments (SOMA), Manufactured Homes Survey (MHS), and Survey of Construction (SOC).

The contract requires the contractor to expand the survey user base through targeted marketing of survey data products to various user groups, develop tailored survey data products such as factsheets and infographics for specific user groups, and perform targeted outreach and assistance to current users through published articles about HUD's housing surveys. This is a Firm-Fixed-Price (FFP) sole-source acquisition using Federal Acquisition Regulation (FAR) 12/15 for commercial items. The contract structure consists of one 12-month base period and one 12-month option period, with a period of performance from July 30, 2026 to July 29, 2027. The NAICS Code is 541820 (Public Relations Agencies), and the Product Service Code is B545 (Special Studies/Analysis – Housing/Community Development). Quotations are due electronically by July 17, 2026 at 2:00 PM Eastern Time, directed to Contracting Officer Dwayne E. Gist. The solicitation incorporates numerous FAR and HUDAR clauses addressing employment, labor standards, equal opportunity, whistleblower protections, cybersecurity safeguarding, and facility access requirements, including PIV Card requirements for HUD facility and system access.

Class Deviation from the Federal Acquisition Regulation (FAR) Regarding Section 2 of the Executive Order 14148, “Initial Rescissions of Harmful Executive Orders and Actions,” which revoked Executive Order 14057 and Section 2 of Executive Order 14208, “Ending Procurement and Forced Use of Paper Straws:

System updates may lag policy updates. The system for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in HUD solicitations.

Examples include:

- 52.232-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals- Representation and

- 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services.

Contracting Officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

HUD Deviation: The HUD deviation of Section 2 of Executive Order 14208 removes the requirements related to Executive Order 14057 and eliminates all non-statutory sustainability requirements or preferences in purchases of food service wares, including paper straws. In addition to removing requirements related to Executive Order 14057, the attachment also reflects recent updates to Code of Federal Regulation citations for the U.S. Department of Agriculture’s BioPreferred Program, a statutory purchasing preference program.
