1. INTRODUCTION
This Performance Work Statement (PWS) defines the requirements associated with providing Grounds Maintenance and Pest Control Support Services for NASA Langley Research Center (LaRC), consisting of approximately 298.3 acres with 137 buildings, and NASA resources on the adjacent Langley Air Force Base (LAFB), consisting of approximately 12.23 acres with 6 buildings, located in Hampton, Virginia. The Contractor shall be responsible for the execution of the services included in this PWS.
2. SCOPE OF WORK
The scope of work under this contract is divided into two categories: (1) Sustaining Services for Grounds Maintenance and Pest Control on a Firm Fixed Price (FFP) basis to be included under Contract Line Item Number (CLIN) X001; and (2) Indefinite Delivery Indefinite Quantity (IDIQ) Services for nonrecurring work ordered through the issuance of FFP Task Orders (TOs) or Government’s Purchase Card (P-Card) Orders to be covered under CLIN X002. IDIQ TOs will be issued by written notice of the Contracting Officer (CO). P-Card Orders will be issued by written notice of the Contracting Officer’s Representative (COR). Unless otherwise stated in this PWS, all work is part of the FFP portion on the contract (CLIN X001).
The scope of services will include, but is not limited to, mowing grass; edging; tree and shrub pruning; tree and stump removal; ditch, catch basin; weeding; mulching; leaf gathering;
fertilization; collection and disposal of trash; vegetation cutting and removal; under brushing;
excavation; street sweeping; animal control; snow/ice removal; sidewalk and driveway treatment for winter conditions; debris and grounds cleanup after storm events and the collection and disposal of material; emergency services for Center grounds.
3. DESCRIPTION OF SERVICES
3.1 Sustaining Services Performance Requirements - CLIN X001 FFP
3.1.1 The Contractor shall furnish the following, including but not limited to all management, labor, equipment, vehicles, fuel, tools, supplies, materials, and transportation necessary to perform the effort unless otherwise specified to be provided by the Government in this PWS.
The Contractor shall provide grounds maintenance and pest control services at the levels and frequencies identified in PWS Attachment 1, Grounds Maintenance Plan (GMP) and as specified in this PWS. The Contractor shall be required to perform pest control preventive services outside normal work schedules, as required.
3.1.2 The Contractor shall be responsible to protect the safety and health of LaRC personnel, visitors, and its employees during the performance of this contract. The Contractor shall also be responsible to protect Government resources, property, and underground utilities during performance. The Contractor shall notify the Government in accordance with Contract Exhibit C, Contract Documentation Requirements, of any injuries or property damage. The Contractor shall repair, replace, or otherwise correct any damages to Government property, facilities, and grounds related to its performance.
3.1.3 The Contractor shall be responsible to ensure that field surveys and markings for underground utilities are complete prior to Contractor digging operations. The Government will be responsible to conduct field surveys and markings.
3.1.4 Normal Workload Fluctuations Covered Under Sustaining Services:
A. The Contractor shall perform services at the frequencies and standards as defined in the Government-provided GMP in PWS Attachment 1 under the FFP portion of the contract (CLIN X001). The GMP plan reflects the local conditions, types of vegetation, and climatic factors. The COR will provide GMP revisions to the Contractor periodically in accordance with the Technical Direction clause of the contract 30 days in advance of the start date of the revised service(s). The Contractor shall be required to support revisions to the GMP under the FFP portion of the contract within +/- 5% variation of the level of the services in this PWS. The Contractor shall immediately notify the CO, no later than 5 calendar days, of any changes that could impact the FFP portion of the contract. The Contractor shall not proceed with any changes to the FFP amount without written approval from the CO.
B. The Contractor shall support surges of activities and tasks that are considered normal workload fluctuations under the FFP portion of the contract. Normal workload fluctuations will not require a modification to the Sustaining Effort (CLIN X001) or issuance of an IDIQ TO. Certain events or activities that require an increase to the Contractor’s existing workforce and/or increased hours (e.g., overtime, shift changes) must be coordinated with the COR and approved in advance by the CO unless determined to be “emergency services.” If the event or activity is deemed as an “emergency service” as defined in PWS 3.6.1.B, this will necessitate the issuance of an IDIQ task order or other written notice, as determined by the CO.
C. Center Events: From time to time (no more than 5 times per year), NASA LaRC conducts ceremonies, special events, and visits. The Contractor shall be required under the FFP portion of the contract to adjust its schedule to work around these events as directed by the COR.
3.1.5 Business Management
A. Management: The Contractor shall provide Project Management support to manage the total work effort associated with the services required by this contract to assure acceptable and timely completion of all services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, safety & health, environmental compliance, and quality control.
B. Records and Reports: The Contractor shall create and maintain records and reports per Contract Exhibit C, Contract Documentation Requirements.
C. Progress Meetings: The Contractor's Project Manager shall attend meetings with the CO, COR, and other Government personnel to resolve quality issues and problems that may arise in the course of the work. Meetings will be regularly scheduled or called on an as needed basis as determined by the CO or COR.
D. The Contractor shall prepare a Work Schedule and shall submit to the COR if the schedule will deviate from the normal work schedule as listed in PWS 3.1.6.E.
E. The Contractor shall submit a monthly service plan in accordance with Contract Exhibit C, Contract Documentation Requirements.
F. The Contractor shall track and report all IDIQ Task Orders in accordance with Contract Exhibit C, Contract Documentation Requirements.
G. The Contractor shall provide financial data and other information to the COR or CO, as requested, in support of budget calls, incremental funding actions, and other requests for contract related information.
3.1.6 Work Management
A. Shredded hardwood or pine mulch shall be placed to a depth of 3-4 inches. When new mulch is being placed over existing mulch, the total height shall not exceed the required depth. When cultivation is ordered in conjunction with mulching, the Contractor shall perform the cultivation at least 2 days prior to placing any mulch. The Contractor shall ensure that the mulch type be the same type as on existing beds. The type of mulch to be placed on newly formed beds shall be as specified by the COR. The Contractor shall ensure not to place mulch on top of small shrubs or plants coming up through the ground or to have a matted appearance.
3.2.6. Plant, Shrub, and Hedge Pruning: Shrubs, bushes, hedges, and cultivated plants shall be pruned at the frequency shown in PWS Attachment 1, GMP. The Contractor shall remove and dispose of all clippings and debris from the site and off the Center on the same day.
Pruning shall be accomplished so as to:
A. Remove growth attaining a length of 4 inches.
B. Reduce the size and growth rate of each shrub by clipping approximately 20% to 30% of the total surface area approximately 3 to 6 inches inside the normal "pruned surface".
This interior clipping (20% to 30%) shall be uniformly distributed over the entire shrub. This procedure shall be performed as a part of the normal pruning operation (when new growth is removed).
C. Evenly form and balance the shrub, bush, or plant in order to shape it according to its natural growth habits. “Box” or "circular" shaping is not acceptable, except with hedges.
Hedges shall be sheared or pruned, as appropriate, to maintain their established shape and appearance.
D. Remove dead, damaged, or diseased wood. If the entire shrub should die, remove the entire shrub to 6 inches below the ground level. The hole and any other surface damage caused by removal shall be filled with topsoil, fertilized, raked, and seeded.
E. Remove vines, tree sprouts, or any other extraneous vegetative growth from under or on the shrubbery.
F. Prune or remove growth in front of windows, over entrance ways or walks, or where vision is obstructed at street intersections.
