QUESTIONS & ANSWERS

# Reference Question Government Response 1 PWS 3.5 Could you elaborate on requirements for pest control?

What percentage was performed in the last contract?

PWS Section 3.5 discusses Pest Control Services as well as Attachment 1 of the PWS. No further elaboration will be provided.

The incumbent contractor performed 100% of the pest control on the last contract, and the requirements for pest control under this contract are essentially unchanged.

2 Are we able to re-visit the site after this meeting?

The pre-bid conference/site visit was the only time to visit the site.

3 Will you provide a copy of the sign in sheet?

Yes, a copy of the sign-in sheet as well as the pre-bid conference charts have been posted on FBO under Amendment 2.

4 Can pest control or any other services be subcontracted?

Yes, services under this contract may be subcontracted, as long as it complies with the limitations set forth in FAR Clause 52.219-14 Limitations on Subcontracting.

5 PWS 3.2.15,

PWS

Attachment 1

Are weather and storm support covered under the IDIQ portion of this contract?

PWS Section 3.2.15 Weather and Storm Support and PWS Attachment 1 discuss what the contractor is required to provide as part of the sustaining services FFP CLIN. Any services required above and beyond the estimated quantities/occurrences listed in Exhibit B will be covered under the IDIQ portion of the contract.

6 Exhibit A – Attachment 1

On Page 23 of Exhibit A, Attachment 1 - (GMP), there are hours listed for specific tasks.

- Are the costs for those hours to be included in the FFP portion of this contract?

- How will they be measured?

- Yes the items listed in the GMP are to be included in the CLIN X001 FFP (sustaining services) of the contract.

- The Contractor will be responsible for tracking the hours spent on specific tasks.

This shall be included in the monthly report.

7 Exhibit B Also Exhibit B shows quantities, are they accurate?

The quantities listed in Exhibit B are Annual Estimated Quantities.

Are those the same quantities used in the past?

Those quantities are based on historical data.

8 PWS 3.3.6 Will all Non-Burnable trash/litter debris have to be disposed of off-site at the expense of the Contractor?

Per PWS Section 3.3.6, Non- Burnable Refuse shall be collected on Center until a full truck load and then disposed of off Center.

9 Is there a minimum amount of personnel required to be assigned specifically to this contract?

There is no minimum amount of personnel required. It is at the discretion of the contractor to determine what level of personnel is needed complete the requirements in the PWS.

Attachment 4 of the IFB package lists the historical number of Work Year Equivalents (WYE’s) of the last two contracts.

10 Can you provide the last bid tabulation?

Yes, the previous contract’s bid abstract has been provided in Amendment 2. Please note, though, that the previous contract value changed from the original award because of modifications to the scope.

11 Is the current contractor meeting the expectations of this contract?

Yes.

12 Why is the contract out for bid? Because the period of performance of the current contract will expire on 30 September 2017.

13 PWS

Attachment 1

What is the frequency of mowing on the calendar?

The frequency of mowing is established in PWS Attachment 1

(GMP).

14 PWS 3.3.1 3.3.1 Trash Removal General Requirements, does the contractor collect trash from individual office throughout the NASA property?

Per PWS 3.3.1, the Custodial contractor collects trash from individual offices and takes them to various collection sites throughout NASA LaRC. The Grounds contractor will be responsible to coordinate with the Custodial contractor for picking up that trash from those individual locations.

15 PWS

Attachment 1

Substations, fenced in areas along testing sites with rock foundation is that included in the weed control sections?

Attachment 1 of the PWS, states Center-wide Herbicide Application (also includes Back River Substation on Langley AFB); this includes all substations on Center as well as the substation on Langley AFB.

16 Contractor construction areas do we maintain inside?

Grayed out areas on the map are under warranty/construction areas which are not maintained; however at a set time these areas will become maintained when the warranty expires and/or construction ends. These will be added into the contract via a modification.

17 How would you like contractors to provide information to determine responsibility? (Re: para 5 of solicitation cover letter)

The Government will request those items from the apparent low bidder after bid opening. This information will consist of, but not be limited to, financial proof to be able to satisfy the contract requirements, past performance and eligibility certificates.

18 Will the contractor be subject to State of Virginia annual gross sales tax based on the annual value of the contract?

Yes

19 PWS 3.3.6 Non Burnable trash is shown to have a workload of 75 times per year. What volume is each of the 75?

Section 3.3.6 states non-burnable refuse shall be stored at an on-site location and transported to the landfill in full truckloads only. The truck currently being used has a capacity of 19 cubic yards.

20 What is the total acreage of the 765 Catch Basins?

Catch basins on Center are typically box-like components located under a storm drain designed to trap debris before it enters the conveyance pipes. These are all outside and primarily along roadways. Acres would not be an accurate unit of measurement for catch basins. The catch basins vary in size, but the typical catch basin on Center is approximately 2’ x 2’ x 4’ (Length, width, depth) or 16 cubic feet. Debris (dirt, leaves, etc.)

is typically trapped on the bottom few inches of the catch basins.

Capacity would equal to approximately 12,240 cubic feet;

however, catch basin debris would not reach that capacity.

21 What volume of materials to be removed from Catch Basins is there annually?

This will vary from year to year depending on environmental factors. Over the past four years, the average weight removed per year was 21,000 pounds.

22 Will the Ditches and Catch Basins be in contract compliance at contract start date? This would mean the inclusion of drain lines to and from them.

Yes, ditches and catch basins will be in contract compliance at contract start date. The maintenance for conveyance piping discharging into/out of the ditches and catch basins is not part of this contract.

23 PWS 3.2.11 Sweeping of pavements. Does this include full width road sweeping and a requirement for a road sweeper vehicle?

Sweeping of paved roads does not include the full width of the road. It is up to the contractor to determine its equipment and personnel needs to meet the requirements of the PWS relating to the sweeping of pavement. See the PWS, PWS Attachments 1 and 2, and Exhibit B

24 PWS

Attachment 1, Exhibit B, and Maps

Exhibit B states that there are

735.7 annual acres of Level III to be mowed however there are

105.8 total acres of this area on the map. That would equate to

6.953 total annual services of this area. Can the government please confirm these values?

The acreage listed on the map for Level III mowing, of 105.8 is correct. As stated in PWS Attachment 1, Level III mowing is done 7 times a year. Therefore, the correct acreage that should have been listed in Exhibit B is 740.6.

As seen in Amendment 2, Exhibit B has been updated to reflect this corrected number.

25 PWS 3.2.4,

Exhibit B, and Maps

Can the government explain where the 9,600 SY of Plant Bed Cultivation on Exhibit B is on the maps or what are this entails? The total mulched areas total 16,456 SY or 3.4 acres on the map.

Section 3.2.4 of the PWS discusses cultivating of plant beds. Although there are 3.4 acres of mulched plant beds not all areas require cultivating before mulching.

According to historical data 2,400 (.5 acres) SY are cultivated 4 times a year, thus, resulting in the 9,600 SY annually.

26 Can the government explain where the 33,880 SY of Plant Bed Mulching on Exhibit B is on the maps or what area this

The acreage on the map of 3.4 acres (or 16,456 SY) is correct.

The Plant Bed Mulching is done 2 times a year, as stated in PWS encompasses? The 3.4 acres of mulch on the map does not equate to this value.

Attachment 1, which should equate to 32,912 SY annually. The 33,880 SY listed in Exhibit B was an outdated number, and has been updated in Exhibit under Amendment 2 to reflect 32,912 SY.

27 PWS 3.3.6 In regards to the 75 occurrences of non-burnable refuse collection, can the government please provide more detail on the 75 occurrences. Does this reflect 75 full truckloads or each occurrence that a battery or other non-burnable piece of refuse is disposed of

Please refer to the answer to Question 19 above.

28 PWS 3.2.8

and 3.1.6

The PWS states that following raking and leaf gathering, debris collected shall be disposed of off site however other sections of the PWS mention the use of a recycling site or composting material on site. Can the government please clarify.

Section 3.2.8 of the PWS states the contractor shall dispose of all debris off the Center on the same day of collection for raking and leaf gathering.

The comment on recycling is the use of recycled materials in section 3.1.6.

29 Can the government please confirm that all items listed under Exhibit B fall under Firm Fixed Price work and not IDIQ work? Is this the same schedule that was used for the previous contract?

All items listed under Exhibit B fall under FFP work. However, as stated in contract clause B.6, IDIQ task orders may be issued utilizing the prices in Exhibit B. Essentially, as stated in the answer to Question 5 above, any services required above and beyond the estimated quantities/occurrences listed in Exhibit B will be covered under the IDIQ portion of the contract.

Minor changes were made in this schedule from the previous contract.

30 PWS 3.3.3 Can the government please confirm the pick-up locations for Burnable Refuse and Building Boxed Trash Pick-up? Are these location inside buildings? Outside? On loading docks?

Burnable Refuse are picked up from outside of buildings.

Building Boxed Trash (excluding privacy act material), as stated in PWS Section 3.3.3., are picked up at pick-up points as coordinated with NASA LaRC’s Custodial Support Services Contractor.

31 Contract Clause B.6 and PWS 3.6.1.F

Do the tree removal prices under IDIQ include removal of stumps?

Yes, the Tree Removal services listed in contract clause B.6 “Pre- Priced Schedule of Service Categories and Labor Rates for IDIQ Support” are to be done in accordance with PWS Section 3.6.1.F. “Tree and Stump Removal.”

32 PWS 3.3.2 Is the Trash incinerator located on LaRC property? If not, can you please provide an address for it?

As stated in the PWS Section 3.3.2 the trash incinerator is located on Wythe Creek Road, Hampton, Virginia (not on Center; however, next to the Center). The address is 50 Wythe Creek Road, Hampton, VA 23681

33 Does the contractor do the actual burning of the boxes?

No

34 Is trash to be collected from each individual office of the approx. 189 buildings on the base?

No

35 How large are the catch basins?

Is any special equipment required to access them?

Please refer to the answer to question 20 above, for the size of the catch basins.

No special equipment is required to access them.

36 Are the catch basins inside the buildings or outside?

Please refer to the answer to question 20 above.

37 The solicitation number for this project in FBO is:

NNL117608444E. The solicitation number listed on all the documents is:

NNL17608444E. There is just one “1” missing…which is correct?

The correct Solicitation number is NNL17608444E. The FBO posting inadvertently included an extra “1,” and the system does not allow us to change this.

38 What is planted on the Green Roof? Is there water available on the roof for watering?

Seedums are planted on the green roof. Water is available on the roof.

39 On the FBO site it states, “3 - Attachment 3 - Bid Delivery Map is hereby canceled, and

As noted in Amendment 1, Block 9 of the SF33 (Bid Depository Location) was updated to 1 Langley Blvd., Hampton VA shall not be used for hand-delivered bids.

Is there another way to provide a hand-delivered bid or are you only accepting Mailed in Bids?

(NASA Langley Badge & Pass Office). This is the location to deliver hand-delivered bids. As noted in Amendment 1, this is also the location where the bid opening will take place.

40 Can you please provide if the incumbent is using any subcontractors and if so the names of those subcontractor companies?

Subcontractors are used on the current contract, and are allowed to be used as long as they are used in accordance with the FAR Clause 52.219-14 Limitations on Subcontracting. We cannot provide the names of the current subcontractors.

Collection from Buildings

Can you please provide Contract Clause H.4 trash pick-up inside buildings? Also why would there be trash deposited inside buildings? Is there not enough dumpsters.

Please refer to the IFB solicitation package, specifically the document

“IFB NNL17608444E –

Sections B-M Final,” as this is where all contract clauses are located. Trash is not to be removed from inside the buildings. As stated in the PWS, you will need to coordinate with the custodial contractor to determine the pick-up points and times.

CLIN X001

FFP, 3.3.1.

General Requirements

a. Can you please provide the distance in miles to the Incinerator and the local Landfill?

b. Can you provide the frequency of Refuse and Trash Removal, i.e. Daily, twice Weekly, as directed?

a. The address of the incinerator is 50 Wythe Creek Road, Hampton, VA. 23681. There are multiple landfills located throughout the area, it is up to the contractor to determine which landfill to use.

b. The frequencies are listed in Attachment 1 of the PWS.

c. Can you please provide the average distance and time required for the Refuse and Trash removal requirement?

c. The Government does not have this information, this is the responsibility of the contractor to figure out.

44 Is the contractor responsible for payment of incinerator services for burnable refuse or is this the government’s expense?

No, the contractor is not responsible for payment of incinerator services.

45 Following the publications to the answers to questions, there is still a lot of information required to apply a cost effective price to PWS items; 3.3.2, 3.3.3 and

3.3.5. Would the Government

please provide more information?

No more information will be provided other than what is already in the PWS and the responses to the questions.

46 In Amendment 2 please clarify the answer to Question 27, as it refers back to the answer to Question 19. Are we understanding this correctly as the incumbent is transporting 19 cubic yards of Non Burnable trash to the disposal site 75 times per year?

Yes, the estimated 75 occurrences per year is full truckloads, and the truckload capacity is 19 cubic yards.

47 Can the Government explain the 250 occurrences for Burnable Refuse? Is this 250 loads to the disposal site or 250 annual pickups from designated locations that make up the 13,000 boxes?

Per attachment 1 of the PWS 250 loads annually. Attachment 1 has this broken down by months. This could be a combination of boxes and regular trash left outside buildings by the custodial contractor.

48 13,000 boxes of trash equals 52 boxes of trash per occurrence.

Delivering 52 boxes 21 times per month to the disposal site is driving the cost of this requirement up greatly. Will the Government consider the use of roll offs or much less frequent deliveries to the disposal site?

All trash from buildings goes to the incinerator ref. PWS 3.3.1 for general types. The trash and boxes are taken to the incinerator that is located beside NASA LaRC. At this time NASA would not consider roll offs.

49 What are the typical contents of the 13,000 boxes of Burnable Refuse?

The boxes referenced are typically empty boxes or may have some paper or other standard garbage.

The boxes will not contain hazardous materials.

50 What is the typical content of Trash from Buildings? How is this contained?

Refer to PWS 3.3.1. “Examples of refuse may include, but is not limited to, 33-gallon bags of trash, empty cardboard boxes, and trash-filled cardboard boxes.”

They are contained in standard office trash or commercially available refuse containers.

Typical trash from buildings include napkins, cups, paper towels, some printer paper as NASA is a recycle center.

51 Trash from Buildings, Burnable Refuse (boxed) and Other Boxed Trash Pickup; what is the difference?

There is no difference except for the way in which the trash is packaged, be it in 33-gallon bags, empty cardboard boxes, or trash filled cardboard boxes.

52 Is there a State requirement to incinerate the boxed trash?

No state requirement. The incinerator facility is a joint partnership between NASA and the city of Hampton. The energy that is created by the incinerator is used to supplement steam at Langley.

It’s beneficial to the environment and to operations to utilize the incinerator.

53 Can all trash be taken to a landfill rather than incinerating?

No. The incinerator facility has a partnership between NASA and the City of Hampton. The energy that is created by the incinerator is used to supplement steam at NASA. It’s beneficial to the environment and to operations to utilize the incinerator. The incinerator is also closer than the nearest landfill.

54 Please explain why a much more cost effective method of trash disposal cannot be used, such as the use of roll offs.

The center’s preferred method is not to use roll off containers for this as we benefit from the use of the incinerator.

55 Please explain why 3.3.2 Burnable Refuse has a workload

The reason why no workload was published for 3.3.3 Other Boxed Trash Pickup is due to the published and 3.3.3 Other Boxed Trash Pickup does not.

inconsistency of the number of “other boxed trash” to be picked up from week to week. The Contractor is only required to pick up Other Boxed Trash once a week from pick-up points. The number of Other Boxed Trash Pickup is included in the 13,000 quantity.

56 The answer to Question 18 regarding Gross sales Tax liability, you responded “Yes”.

Was the answer based on the information contained in Section H, Item H.11 of the clause. We ask because there is a great difference between Local Sales Tax and Gross Sales Tax.

For any Virginia or local tax questions, please refer to Clause H.11. H.11 will provide guidance on who to contact.
