LSP Program. For these particular documents, a brief synopsis of the document has been provided below, and supplemental information will be provided to the awardee, post award:
1. 81K00268 Specification for External Cleaning, Corrosion Control and
Protective Coating of Propellant Equipment
This document contains sensitive data. This specification is intended for personnel performing external cleaning, corrosion control, and protective coating of propellant equipment. It is applicable to maintenance of coatings on carbon steel, stainless steel and aluminum. It excludes engines, surfaces in contact with the commodity and other interior surfaces, including inside of vent surfaces.
2. AS9100 – Aerospace Quality Management Systems
AS9100 is the international management system standard for the Aircraft, Space and Defense (AS&D) industry. The standard provides suppliers with a comprehensive quality system for providing safe and reliable products to the aerospace industry. AS 9100 also addresses civil & military aviation requirements.
It contains the actual requirements an organization must be in compliance with to become AS9100 registered. Specifically, AS9100 is an SAE document (managed by the IAQG) that defines requirements for the AS9100 Quality Management
System Standard. It is based upon ISO 9001.
3. ASNT CP-189 Standard for Qualification and Certification of
Nondestructive Testing Personnel
This standard establishes the minimum requirements for the qualification and certification of nondestructive testing (NDT) and predictive maintenance (PdM) personnel. This standard details the minimum training, education, and experience requirements for NDT personnel and provides criteria for documenting qualifications and certifications. This standard requires the employer to establish a procedure for the certification of NDT personnel. This standard requires that the employer incorporate any unique or additional requirements in the certification procedure.
4. ASTM E-1417 American Society for Testing and Materials Standard
Practice for Liquid Penetrant Examination
ASTM E-1417 “Standard Practice for Liquid Penetrant Examination” governs the liquid penetrant inspection process used in manufacturing and maintenance operations. ASTM E-1417 addresses personnel requirements, equipment requirements, penetrant application, and penetrant removal methods. 1417 also establishes the required tests and testing frequency for in-use penetrant materials.
5. EN-HANDBOOK-0001, Facility Manager Handbook, Cape Canaveral Air
Force and Florida Annexes
This Handbook was developed for the 45th Space Wing and is used as a basis for training of facility Managers at CCAFS. A subset of the topics covered in this handbook include:
- Overview of Facility Manager Roles;
- How and when to submit requests for work affecting real property;
- Facility Safety – emphasis on electrical panels and eyewash/shower stations;
- Security – basic security and contact information; bomb threats and FPCONs
- Emergency Services – procedures for emergency response;
- Fire – station locations, fire extinguishers;
- Whom to notify when you add an alternate or change positions
6. KSC-PLN-GP60-3 Automated Support Requirements System (ASRS)
Handbook
The purpose of this handbook is to specify the inter/intra agency ASRS management organization, policy and guidelines; and to maintain a standardized format for documenting support requirements levied by International Space
Station (ISS), Multi-Purpose Crew Vehicle (MPCV), Space Launch System
(SLS), Ground Systems Development and Operations (GSDO) programs and
Launch Services Program (LSP) for support of space flight missions including associated payloads. It contains specific instructions for formatting documents, for organizing support requirements into sections following the Universal
Documentation System (UDS), and for official notification between agencies using the ASRS Correspondence Model.
7. KSC-SO-S-9 Standard for Retest and Refurbishment of Compressed Gas
Trailers & Moveable Storage Units
This standard contains the minimum requirements for the testing, cleaning, repairing, repainting, and general re-manufacturing of compressed gas trailers and movable storage units to a “like-new” condition.
8. LSP-A-344.09 Information Technology Service Agreement (ITSA) between
Kennedy Space Center Networks (KNET) & Launch Services Program
Information System (LSP IS)
The purpose of this document is to establish an agreement between Kennedy
Space Center Networks (KNET) and the Launch Services Program Managed
Network regarding the development, management, operation, and security of a connection between KNET, owned by NASA KSC and the Launch Services
Program.
9. SNT-TC-1A Recommended Practice for Personnel Qualification and
Certification in Nondestructive Testing
This document established levels of qualification based upon a combination of education, training, experience, and qualification examinations. The basic levels begin with NDT Level I primarily used as an operator technician. NDT Level II, the next level requires more training and experience, but permits more independent activity including accepting and rejecting products, materials and/or components. The NDT Level III usually requires four (4) years of experience as an NDT Level II in the method. However, the number of years of experience depends upon the candidate's formal education
10. SO-999-M-KSC-3130 LSP IT Security Plan
Document contains SBU data. The plan describes the LSP program’s compliance with NFS 1852.204-76 Security Requirements for Unclassified Information
Technology Resources and NPR 2810.1 Security of Information Technology.
11. NFS 1852.204-76 NASA IT Security Requirements Applicable Documents
List (ADL)
The Applicable Documents List (ADL) presents NASA Policies, Procedures, Technical Standards and other guidance related to Information Security and IT security at NASA. These documents cover all areas of the NASA IT environment, including IT infrastructure services and IT applications. The requirements apply to all IT resources and information systems that store, process or transmit NASA data, or that connect to NASA networks or systems, or that are located on NASA facilities.

B.5 PERFORMANCE PERIOD AND AWARD TERM OPTIONS
(a) The contract has a base period of 1.5 years and one 1-year option, with the potential to earn seven 1-year award term options.
The contract base period is comprised of Periods 1 and 2 in the table below. Period 1 consists of a six month “shadow period”, where performance will be evaluated but no term will be earned. At the end of Period 2, the contractor can earn Award Term - Option 2 (Period 4). Similarly, at the end of
Periods 3 through 8, the contractor can earn additional one-year award term options.
(b) A contractor must receive an Excellent adjective rating for Period 2, and each sequential Period, to earn additional award term options, not to exceed a total contract period of performance of nine years and six months. All award term options earned shall be documented via a contractual modification at pre-determined prices. In the event that the contractor receives a rating less than Excellent, no additional term will be earned and the contract will expire at the end of the base period or previously earned and exercised option period.

(c) Award Term Option Evaluation Factors – Award term option evaluation factors are defined in
Attachment J-11, Award Term Plan. Any changes, deletions, or additions to the evaluation factors for a specific period may be made unilaterally by the Government and will be provided in writing to the contractor prior to the start of the evaluation period.

(e) Award Term Option Determinations – The Government will determine the contractor’s adjective rating for the award term option period based on the contractor’s performance as measured against the evaluation factors. At the end of each evaluation period, the Award Term Board (ATB) will make a recommendation to the Term Determination Official (TDO). The TDO, is appointed by the
Government and represents the Government in making the final award term option determination in accordance with Attachment J-11. Note: The contractor has the option of making a presentation to the ATB and TDO at the ATB meeting regarding its performance for that period. Actual award term option determinations and the methodology for determining the adjective rating and total score are unilateral decisions made solely at the discretion of the Government. The Government will exercise an award term option earned by the contractor only if the following, in addition to FAR 17.207(c) and NFS Subpart 1817.2, conditions are met:
(1) The Government has a continuing need for the requirement to be met; and
(2) Funds are available.
Note: Nothing in this clause is intended to remove the Government’s unilateral right to exercising the award term option.
B.6 SPECIAL COST REQUIREMENTS
The Contractor will be reimbursed for all allowable, allocable, and reasonable expenditures incurred in the performance of work under Section B.2, Services to be Provided, of this contract subject to the following limitations:
(a) PROVISIONAL INDIRECT BILLING RATE
(1) Provisional billing rates for indirect costs shall be set at the discretion of the Contracting Officer based upon proposals from the Contractor and following review by Government auditors. These provisional billing rates shall be specified in writing and may be revised either retroactively or prospectively by the Contracting Officer. Ninety (90) days prior to each contract period, the
Contractor shall submit a proposal for the coming year’s provisional billing rates. If during the course of any particular year should a significant disparity arise between the approved provisional billing rates and the actual rates, the Contractor shall submit a proposal requesting consideration for revision of the provisional rates. After expiration of each Government fiscal year, the
Contractor shall adjust its billings to the actual rates.
(2) Notwithstanding paragraph (a)(1) above and the terms of Section I clause, FAR 52.216-7
Allowable Cost and Payment, the provisional indirect rates will be examined at the conclusion of each contract year and, if necessary and warranted in the judgment of the Contracting Officer, may be adjusted upward or downward for future years.
