1.0 Contract Overview
This Performance Work Statement (PWS), and the documents attached or referenced herein define the Government’s requirements for the Contractor to provide integrated services primarily in support of the National Aeronautics and Space Administration (NASA), Launch Services
Program (LSP), and other Government or commercial launch activities under the Expendable
Launch Vehicle Integrated Support 3 (ELVIS 3) contract.
The Contractor shall provide the LSP with Program Management Support, LSP Programmatic
Safety, Reliability and Quality Support, Launch Site Support Engineering, Technical Integration
Services, Communications and Telemetry, VAFB Unique Support, Vehicle Engineering and
Analysis, and Information Technology (IT) Support. Support shall be provided to the LSP and
LSP supported missions, activities and strategic initiatives including, but not limited to, multiple
NASA programs, the Department of Defense (DoD), and other Government agencies and commercial launch activities. The Contractor shall provide services at the Kennedy Space
Center (KSC), Cape Canaveral Air Force Station (CCAFS), Vandenberg Air Force Base
(VAFB), and other launch sites, LSP resident offices, and commercial launch provider facilities as needed. Special studies and VAFB design and construction for facility upgrades/modifications may be required and will be ordered under Indefinite-Delivery/ Indefinite-Quantity (IDIQ) task orders.
The Contractor shall provide the management, integration, technical, business, and administrative functions required for balanced and sustained accomplishment of the contract requirements set forth herein. The Contractor shall institute and maintain an effective, efficient, and responsive organization responsible for management and oversight of Contractor personnel, other contract resources, contract performance, deliverables, and cost. The Contractor shall meet the reporting requirements of this contract specified in Attachment J-02, Data Requirements
Documents List/Data Requirements Description (DRL/DRD).
The LSP mission is to provide leadership and expertise in providing on-orbit, on-time, on-cost launch services. This mission includes successful delivery of spacecraft to space, assuring launch services for customers, promoting the evolution of a competitive space market, and continually enhancing LSP core capabilities.
The Contractor shall support the LSP mission by providing engineering services, innovative solutions and reliable systems to support launch and mission readiness, as well as day-to-day operational support for multiple concurrent users. Services shall be provided in a cost efficient manner while ensuring the safety of the workforce and the public. The Contractor shall provide proactive recommendations and solutions for mission success with flexible and responsive launch services, promoting spacecraft customer satisfaction. The Contractor shall develop and maintain resilient and innovative processes that support the evolving commercial space environment. The Contractor shall implement contract management processes to sustain a motivated workforce and enhance LSP knowledge management.
2.0 Contract Management
The Contractor shall perform business and management functions to execute and administer the contract in compliance with applicable Federal and State laws; and Federal and Agency regulations, requirements, standards, policies, and procedures including, but not limited to, the documents specified in Attachment J-03, Applicable Compliance and Reference Documents.
The Contractor shall provide a Contract Management Plan (DRD-2.1) that defines and integrates contract work activities and requirements across the contract, including subcontractor efforts.
The Contract Management Plan shall be submitted to and approved by the Contracting Officer
(CO).
The Contractor shall provide a single point of contact for administration and technical supervision of Contractor employees. This contact shall be the primary representative and have the Contractor’s full authority to act on matters pertaining to the services under this contract, across all functions. The Contractor shall provide management representation across all aspects of the contract by providing designated interfaces for all functional areas and physical locations.
The Contractor shall facilitate effective management interactions with NASA, commercial launch providers, spacecraft and other customers.
The Contractor shall establish and maintain team-oriented working relationships with the
Government at all levels in the organization. The Contractor shall work with the Government counterparts through formal and informal interaction, to understand and satisfy requirements.
The Contractor shall respond to inquiries on contract performance and status and provide input to
LSP programmatic actions and exercises. The Contractor shall provide technical interchange with LSP to include but not limited to activity reports, periodic status and immediate communication of significant issues. The Contractor shall provide knowledge management services to enhance communication and knowledge transfer throughout the LSP organization and provide continuous assistance in identifying changes that enhance productivity in the LSP organization.
The Contractor shall capture and document contract performance on a monthly basis. The
Contractor shall present contract goals and metrics consistent with the Quarterly Performance
Measurement and Documentation Reports (DRD-1.1).
These metrics shall include, but not limited to:
Innovative solutions to enhance mission success and spacecraft customer satisfaction
Safety & Health of Contractor workforce (Occupational Safety and Health
Administration (OSHA) required reportables)
Financial status (may include: Indirect rate reviews, contract cost forecast, cost savings, and cost avoidance initiatives)
Management of contract performance risk (e.g., labor relations, training, employee motivation, retention, etc.)
Knowledge management (e.g., capture and management of information, lessons learned, process improvement and enhancement, etc.)
2.1 Contract Administration
The Contractor shall provide the CO, Contracting Officer Representative (COR), and other designated personnel unrestricted online access to systems and data generated in the performance of this contract including the capability for ad-hoc query of the data in these systems in accordance with Access to Contract Data (DRD-1.2). The Contractor shall utilize web-based interfaces whenever possible. The Contractor shall alert the COR and the CO of problems that may impact the timely, cost-effective, and safe delivery of quality products and services under this contract.
The Contractor shall be accountable for the quality and timeliness of the services and IDIQ support provided under this contract.
2.1.1 Quality Management System
The Contractor shall comply with the requirements of AS9100 Aerospace Quality Management
System.
The Contractor shall participate in the Government-Industry Data Exchange Program (GIDEP).
2.1.2 Workforce Management
2.1.2.1 Human Resources
The Contractor shall recruit and maintain a skilled workforce. The Contractor’s technical workforce shall be knowledgeable of commercial launch provider systems utilized by LSP. The
Contractor shall apprise the COR and CO of human resource issues that could impact the
Contractor’s ability to perform required elements of this contract. The Contractor shall take a proactive management approach to labor relations involving collective bargaining agreements and participate in the KSC Labor Management Council.
The Contractor shall implement effective and efficient strategies to establish and sustain amicable relations with labor unions while using prudent business practices to ensure best value to the Government.
The Contractor shall ensure that Contractor personnel data are updated and accurately maintained in NASA Self Service Management Tool (SSMT). The Contractor shall ensure that the KSC Global Address List directory is kept up to date for Contractor staff located at KSC and remote sites.
The Contractor shall provide a quarterly report with details for onsite personnel at KSC/CCAFS, VAFB, and other resident office locations as described in Quarterly Headcount Report (DRD-
2.2).
The Contractor shall provide information on workforce planning as defined in Advance
Notification of Workforce Reduction Report (DRD-2.3), and Quarterly Summary of 3rd Step
Grievances and Arbitrations Report (DRD-2.4).
2.1.2.2 Nominal Work Hours
The Contractor shall provide support Monday through Friday between 7:00 a.m. and 4:30 p.m.
local time at KSC, VAFB and the Resident Offices. The Contractor shall also support operations and mission activities beyond nominal work hours based on spacecraft and commercial launch provider schedules including, but not limited to, the following: spacecraft processing at the
Payload Processing Facilities (PPFs), spacecraft/launch vehicle integration activities and launch campaign activities. Overtime shall be minimized through flexible scheduling. The Contractor shall coordinate coverage beyond nominal work hours with the Government.
The Contractor shall maintain a log of support beyond nominal hours for PWS areas 7.1 in DRD-
1.2 Access to Contract Data – Support Beyond Nominal Work Hours Log.
2.1.2.3 Training & Certifications
The Contractor shall provide a workforce that is competent, experienced, and reliable in order to meet responsibilities under the contract. Contractor personnel shall be trained, certified, and licensed, as required. The Contractor shall maintain a succession plan that includes the mentoring and development of a generationally diverse workforce. The Contractor shall ensure that the workforce is knowledgeable of the applicable laws, regulations, and Government directives to include, but not limited to, OSHA, Environmental Protection Agency (EPA), Export
Control Regulations, Agency policy guidance, and KSC directives affecting them and concerning its tasks. The Contractor shall maintain a training and certification record system to document technical training and certification of Contractor personnel as noted in Access to
Contract Data-Training and Certifications (DRD-1.2).
2.1.2.4 Contractor End User Services
The Contractor shall utilize the Government designated providers for end user services to the maximum extent possible as specified in Attachment J-06, Government Furnished Services. For exceptions, the Contractor shall apply for a waiver in accordance with KSC-PLN-2619, Mission
Focus Review (MFR) 137 Waiver Implementation Plan.
The Contractor shall utilize desktop software tools that seamlessly integrate with similar desktop software tools used by the LSP organization. LSP personnel shall be able to open, modify, save, and print documents created by Contractor personnel using Contractor desktop software tools.
The Contractor is required to protect Sensitive But Unclassified (SBU) data per the current version of NASA Interim Directive (NID) 1600.55, Sensitive But Unclassified (SBU) Controlled
Information.
2.1.3 Phase-Out
The Contractor shall develop and deliver a Phase-Out Plan (DRD-1.3). The Phase-Out Plan shall be submitted 6 months prior to contract end. The Contractor shall support the succeeding
Contractor during the contract phase-out period. This support includes the transition of management and technical services to the successor Contractor while minimizing operational impacts.
2.2 Safety and Health
Maintain safe and healthful operating locations and be proactive in the protection of personnel and property, in accordance with NASA Federal Acquisition Regulations (FAR) Supplement
(NFS)
Incorporate safety and health measures in performing this contact to assure the protection of the public, astronauts, pilots, and NASA and Contractor workforce and equipment and property as described in NFS 1852.223-70, Safety and Health.
In performance of these services, the Contractor shall maintain technical cognizance of proposed and implemented changes to applicable Federal, NASA, State, and local laws, regulations, policies, and directives, as well as industry standards, and identify impacts to Contractor safety and health requirements, processes, and practices. The Contractor shall maintain safe and healthful operating locations and be proactive in the protection of personnel and property.
The Contractor shall provide the Government, or authorized Contractor representative, immediate access to the sites or areas where work under this contract is being performed to enable surveillance of Contractor activities and determine the adequacy of the Contractor’s safety and health programs. The Contractor shall provide records including, but not limited to, internal audit and assessment results and surveillance activities, to NASA for review. The
Contractor shall ensure Contractor employees receive required Federal, NASA or state initial and recurring safety and health training. The Contractor shall maintain evidence that this required training has been completed and is current. The Contractor shall monitor and maintain accurate records of employees work hours, including forecasting work schedules, to ensure maximum work time compliance per the current version of NASA Procedural Requirements (NPR) 1800.1, NASA Occupational Health Program Procedures. The Contractor shall maintain a record of any incidents when the maximum hours and/or days worked are exceeded, and provide access to these records in accordance with Access to Contract Data – Maximum Work Hour Violation
Record (DRD-1.2).
The Contractor shall develop and maintain a Safety and Health Plan (DRD-2.6), as required by
NFS 1852.223-73, Safety and Health Plan. The Contractor’s Safety and Health Plan will be incorporated into the contract as specified in Attachment J-17, Safety and Health Plan.
The Contractor shall report and investigate safety and health incidents, mishaps, or close calls as described Safety and Health Incidents, Mishaps or Close Calls (DRD-2.7).
The Contractor shall have a safety and health program that complies with the most recent OSHA
Voluntary Protection Program (VPP), Star program requirements, within 24 months after contract start. The Contractor shall document its progress towards compliance with this requirement as described in VPP Performance Assessment Report (DRD-2.8). The Contractor shall submit to the Government a report that documents compliance with OSHA VPP Star requirements in the same format required for the OSHA VPP Star application. Thereafter, the
Contractor shall document its continued compliance with VPP Star requirements. VPP Star
Membership is not required.
2.3 Contract Risk Management
The Contractor shall develop and implement risk management approaches (including the criteria, methods, and procedures) for identifying, analyzing, planning, tracking, mitigating, controlling, communicating, and documenting contract related risks associated with aspects of contract execution. These shall include, but not limited to:
Contract transition/phase-in
Contract administration
Performance of PWS requirements
Accomplishment of task orders
Manpower Issues (Collective Bargaining Agreements (CBA’s), Annual staffing plans vs.
projected workloads)
Schedule Impacts
Cost Impacts
The Contractor shall develop, implement, and maintain a Risk Management Plan (DRD-2.9) in accordance with the current version of NPR 8000.4, Agency Risk Management Procedural
Requirements. The Risk Management Plan shall provide an organized and systematic decision making process that efficiently manages risks associated with Contractor activities.
For risks with potential impacts to the mission of the Launch Services Program, the Contractor shall use the processes and procedures as defined in the LSP-PLN-353.01, Launch Services
Program Risk Management Plan.
2.4 Financial Management
The Contractor shall perform business and financial functions and integrate these functions across areas of performance. The Contractor shall develop, implement, update, and maintain an integrated financial management system for planning, tracking, compiling, and reporting contract costs. The Contractor shall submit monthly Financial Management Reports in compliance with the current version of NPR 9501.2, NASA Contractor Financial Management Reporting, as described in Contractor Financial Management Reports (DRD-2.10), and NASA Form 533M
Flat File (e533) (DRD-2.11).
The Contractor shall provide ongoing financial analyses and respond to the Government’s requests related to budget, schedule, and cost performance. The Contractor shall participate in monthly financial reviews with the Government to discuss cost performance. These reviews shall include both formal and informal reviews.
The Contractor shall develop phasing plans and multiyear budgets, detailing specific mission or project level requirement estimates based on NASA-provided budget assumptions and manifest.
The Contractor shall provide a written budget input as noted in Planning, Programming, Budgeting, Execution (PPBE) and Cost Phasing Budget Input (DRD-2.12).
2.5 Technical Integration Management
2.5.1 Work Control
The Contractor shall provide and maintain an electronic Work Breakdown Structure (WBS) and provide access in accordance with Access to Contract Data-Work Breakdown Structure and
Dictionary (DRD-1.2). The Contractor shall establish and implement a work control system capable of tracking new and existing work. The work control system shall interface with the
Contractor’s financial and time card systems to transmit hours and cost. The Government shall have access to data generated by the work control system under Access to Contract Data-Insight into Work Status (DRD-1.2).
2.5.2 Sustaining Engineering
The Contractor shall provide sustaining engineering services for systems, software, and equipment identified in this contract. Sustaining engineering includes but is not limited to:
changes and modifications to systems to provide additional service capacity, adding features to software, reductions of operational risk, replacement of obsolete hardware and software, or consolidation of services.
The Contractor shall conduct data and system administration, analysis, testing/troubleshooting, tuning, and systems programming activities. The Contractor shall perform preventive maintenance and repairs for hardware systems and stand-alone equipment and make changes to systems and software to increase efficiency, lower costs, and decrease operational risk. The
Contractor shall repair, maintain, service and calibrate Contractor Accountable Property (CAP) and Installation Accountable Property (IAP). In instances where the repair, maintenance, service or calibration cannot be accomplished in-house, the Contractor shall coordinate purchase requests with NASA to accomplish the repairs, maintenance, service or calibration in a cost effective and prompt manner. Upon LSP approval, the Contractor shall establish the required maintenance, repair, service agreements and calibration agreements and/or subcontracts for the operation and maintenance of CAP and IAP equipment.
The Contractor shall manage and document the configuration of the current architecture and planned architecture changes utilizing procedures and processes in accordance with the LSP
Telemetry, Information Technology and Communications Control Board (TICCB) guidance.
The Contractor shall recommend, procure, incorporate, and operate replacements for obsolete
IAP as specified in Attachment J-07, Contractor Accountable Property, and Attachment J-08, Installation-Accountable Property. The Contractor shall develop recommendations for replacing components and systems to minimize obsolescence. The Government will approve planned replacements or upgrades prior to Contractor expenditures. The Contractor shall ensure that no sustaining engineering change causes an unapproved system architecture modification or a degradation of service.
2.5.3 Records and Data Management
The Contractor shall ensure accurate and complete records of Government business are maintained in accordance with the current version of NPR 1441.1, NASA Records Management
Program Requirements. This includes legacy Federal records (data created for Government use and delivered to, or falling under the legal control of the Government) inherited from previous contracts, Government-owned, Contractor-held electronic and vital records. Records of
Government business shall be segregated from company-owned records and from non-record materials. The Contractor shall provide NASA or authorized representative’s access to
Government records in accordance with FAR Subpart 4.7. The Contractor shall transfer
Government-owned data to the Government at the completion or termination of this contract.
The Contractor shall develop, maintain and implement a Records Management Program Plan
(DRD-2.14.1) and Records Management File Plan (DRD-2.14.2).
2.5.4 Emergency Management
The Contractor shall define actions to respond to significant loss of capability due to accident or incident, equipment or infrastructure failures, attacks against computer systems and networks, loss of capability due to natural disaster, and other emergency situations, and include plans to conduct timely recovery. The Contractor’s approach shall include specific protective and preventative measures for the Contractor’s assigned facilities, systems, equipment, and operations as well as assumptions concerning required Government involvement. Mission specific requirements shall be addressed where applicable.
The Contractor shall designate a Contractor Emergency Coordinator responsible for supporting emergency preparedness planning and implementation, and interface with the LSP Emergency
Preparedness Officer.
The Contractor shall plan for and participate in emergency management exercises and drills.
The Contractor shall support hurricane preparation and recovery activities in compliance with the current version of KDP-KSC-P-3006, Tropical Storm and Hurricane Preparation.
2.6 Security Management
2.6.1 Physical Security
The Contractor shall develop, update, and implement a Security Management Plan (DRD-2.15), in accordance with the current versions of NPD 1600.2, NASA Security Policy, NPR 1600.1, NASA Security Program Procedural Requirements, and DoD 5220.22, National Industrial
Security Program Operating Manual.
The potential exists for the Contractor to acquire a DoD security clearance as specified in
Attachment J-15, Department of Defense Security Classification Specification (DD-254).
The Contractor shall ensure that designated SBU materials are protected at rest and during transmission. The Contractor shall identify a SBU representative that will be the Contractor’s interface to the KSC SBU Officer.
The Contractor shall implement privacy information protection in accordance with the current version of NPD 1382.17, NASA Privacy Policy, and the current version of NPR 1382.1, NASA
Privacy Procedural Requirements.
2.6.2 Export Control
The Contractor shall comply with US export control laws and regulations, including the
International Traffic in Arms Regulations (ITAR), 22 CFR Parts120 through 130, and the Export
Administration Regulations (EAR), 15 CFR Parts 730 through 774, in the performance of this contract.
The Contactor shall create and implement an Export Control Plan (DRD-2.16). The plan shall be implemented in accordance with the current version of NPD 2190.1, NASA Export Control
Program. The Contractor shall identify a representative to be named to the Center Export Control
Working Group (ECWG).
The Contractor shall prepare a Technical Assistance Agreement (TAA) for each mission that includes foreign national personnel.
2.6.3 Audit/Investigation Support
The Contractor shall provide support and information to internal and external auditing and investigations performed by agencies to include but not limited to Government Accountability
Office (GAO), Office of the Inspector General (OIG), Defense Contracting Audit Agency
(DCAA), Defense Contract Management Agency (DCMA), Federal Bureau of Investigation
(FBI), Office of Management and Budget (OMB), Department of Labor (DOL), and LSP approved audits.
2.7 Logistics Services
The Contractor shall integrate logistics requirements for assigned KSC, CCAFS and VAFB operations and activities, and other activities for LSP launch site support as described in this
PWS.
2.7.1 Property/Inventory Control
There are two categories of property that the Contractor shall be responsible for:
Contractor Accountable Property- The Contractor shall ensure the proper control, use, and maintenance of Government property provided to support the operations in accordance with FAR 52.245-1and NFS 1852.245-71. The Contractor shall establish and implement a control system to identify, account for, and control NASA equipment and property provided to the Contractor. The Contractor shall create and maintain
Attachment J-07, Contractor Accountable Property and submit a Property Management
Accountability Plan and Reports (DRD-2.17).
Installation Accountable Property - The Contractor shall serve as the Property Custodian for property listed in Attachment J-08, Installation-Accountable Property provided to the
Contractor in accordance with the current versions of KNPR 4000.1, Supply and
Equipment System Manual and the current version of NPR 4200.1, NASA Equipment
Management Procedural Requirements.
The Contractor shall recommend and request approval from the CO to purchase required or replacement CAP or IAP equipment necessary for maintaining successful day-to-day operations, if the Contractor intends to charge as a direct expense. Equipment purchased in this manner will become Government property and shall be added to CAP or IAP inventory.
The Contractor shall prepare items for shipping, with adequate documentation, as required by
Attachment J-06, Government-Furnished Services (GFS), shipping service provider.
The Contractor shall provide receiving and inspection functions including accountability and storage.
The Contractor shall utilize Government-provided storage facilities for storage of hardware, software, and other associated equipment to meet the requirements of this contract.
2.7.2 Vehicle Management
The Contractor shall be responsible for performing vehicle management functions in accordance with the current versions of NPR 6200.1, NASA Transportation and General Traffic
Management; NPD 6000.1, Transportation Management; and KNPR 6000.1, Transportation
Support System Manual, and NASA Official Fleet Management Handbook.
The Contractor shall furnish and maintain general purpose vehicles in support of contract requirements. At the discretion of the Contractor, U.S. General Services Administration (GSA) schedules may be utilized to satisfy the requirements for motor vehicles. The Contractor shall provide evidence that they have motor vehicle liability insurance covering bodily injury and property damage, with limits of liability as required or approved by the agency, protecting the
Contractor and the Government against third-party claims arising from the ownership, maintenance, or use of an interagency fleet management system vehicle.
The Contractor shall operate NASA-owned or leased vehicles as identified in Attachment J-08.
Installation-Accountable Property. The Contractor shall utilize KSC and/or VAFB onsite fueling stations for fueling GSA leased vehicles, general purpose vehicles, and Government-furnished vehicles. The Contractor shall ensure that drivers have proper state licenses, with the applicable endorsements, for requisite equipment being operated. The Contractor shall ensure government-owned vehicles have agency license plates. The Contractor shall report vehicle cost, utilization, fuel consumption, accident data, and other data required for consolidated KSC reports utilizing
KSC Form 7-490, KSC Vehicle Use Record.
The Contractor shall input the required data into the GSA Federal Automotive Statistical
Tool (FAST) for Contractor-acquired/leased GSA vehicles and NASA-owned vehicles annually, as scheduled by the NASA Fleet Manager and develop and implement a Motor Vehicle
Utilization Plan and Reports (DRD-2.18).
2.8 Travel Management
The Contractor shall maintain records for travel in support of LSP. The Contractor shall provide a foreign travel request for the review and approval by the Government, prior to incurring costs.
2.9 Environmental Management
The Contractor shall ensure that assigned operations and facilities comply with applicable NASA
Headquarters directives in accordance with the current versions of NPD 8500.1, NASA
Environmental Management and NPR 8570.1, Energy Efficiency and Water Conservation; and
Federal, state, and local environmental laws, regulations, and executive orders. The Contractor shall meet NASA environmental requirements in accordance with the current version of KNPR
8500.1, KSC Environmental Requirements for ELVIS 3 operations. The Contractor shall meet
NASA’s Sustainable Acquisition Program for ELVIS 3 procurements in accordance with the current version of NPR 8530.1, Affirmative Procurement Program and Plan for Environmentally
Preferable Products.
The Contractor shall support NASA’s Environmental Management System (EMS) in accordance with the current versions of NPR 8553.1, NASA Environmental Management System and KNPR
8553.1, NASA Kennedy Space Center Sustainable Environment Management System. Support shall include but is not limited to conducting operations consistent with KSC EMS environmental management program objectives and targets, responding to information requests, attendance at EMS team meetings and participation in internal and external EMS audits.
The Contractor shall perform environmental reviews of operations including hazardous and controlled waste management requirements. The Contractor shall ensure that all employees who are responsible for hazardous waste management activities receive annual hazardous waste training and, where applicable, have job descriptions that meet the requirements of 40 Code of
Federal Regulations (CFR) 265.16, Personnel Training.
The Contractor shall allow NASA environmental personnel full access to conduct internal inspections of all facilities, systems, materials, records, and wastes for compliance with environmental laws, regulations, and permits. The Contractor shall immediately correct any violations, findings, or deficiencies identified in the inspection.
The Contractor shall identify, interpret, and apply new and existing environmental requirements with respect to operations. The Contractor shall review proposed environmental requirements and regulations with respect to operations and report potential impacts to the government.
The Contractor shall provide chemical usage and storage records for each calendar year. The
Contractor shall respond to data calls from the government. The Contractor shall input the data into electronic databases, spreadsheets, or other formats provided by the government.
The Contractor shall ensure compliance with natural and cultural resource awareness and protection in accordance with KNPR 8500.1, KSC Environmental Requirements.
The Contractor shall incorporate sustainable elements and practices in operations in accordance with Executive Order (EO) 13423, Strengthening Federal Environmental, Energy and
Transportation Management and EO 13514, Federal Leadership in Environmental, Energy, and
Economic Performance; including areas of energy efficiency, use of renewable energy, reduction in water consumption intensity, acquisition of green products and services, pollution prevention, waste prevention, recycling and waste diversion, use of alternative fuel vehicles and alternative fuels and electronic stewardship. The Contractor shall provide sustainable practices data for each fiscal year as required by the Government.
3.0 LSP Program Management Support
The Contractor is responsible for performing and integrating the Programmatic LSP business and administrative functions as specified below.
3.1 LSP Program Planning Support
The Contractor shall implement, maintain, and disseminate a LSP Program Schedule using
Contractor-provided licenses for the LSP approved scheduling tool.
The Contractor shall maintain an integrated master schedule of key meetings, reviews, schedules, projects and processes in accordance with the LSP Program Schedule (DRD-3.1). The
Contractor shall identify and present conflicts on the schedule to LSP Program Management each week.
3.2 LSP Program Monthly Review
The Contractor shall collect inputs for the LSP Monthly Program Review from the various
NASA, LSP and support Contractors, integrate the data, reproduce and distribute the presentation to the LSP Program Manager as described in the LSP Monthly Program Review
Presentation (DRD-3.2). The Contractor shall record, track and status action items resulting from this review.
3.3 LSP Program Evaluation, Measurement, and Performance Data
The Contractor shall provide data to support and update LSP performance indicators to evaluate the overall progress and work content (excluding cost) of the LSP. The data shall be submitted as described in the LSP Measurements and Performance Indicators (DRD-3.3).

3.5 LSP PRCB and Risk Management Coordination and Support Functions
The Contractor shall perform coordination and support functions such as: scheduling intergovernmental meetings and facilities, providing status reports and documenting official decisions and actions assigned, and maintaining charter documents, records and databases to include, but not limited to, the Risk Management Database and the Configuration Change
Request Database for the following activities:
Launch Services Program Requirements Control Board (PRCB) Plan (LSP-PLN-351.01)
PRCB Configuration Action Request Process (CAR) (LSP-P-351.01)
Launch Services Program Risk Management Plan (LSP-PLN-353.01)
3.6 LSP Information and Documentation Maintenance
3.6.1 Information Management
Using inputs from the LSP, the Contractor shall identify, control, and manage Program information and documentation in a manner that ensures that information is readily accessible, easily retrievable, and preserved. Program information includes documents, data and electronic systems, and associated metadata. Documents include, but are not limited to LSP administrative files, policies, processes, forms, technical instructions, agreements, metrics, and other structured or unstructured documents in support of the Program. The Contractor shall support the LSP
Records Liaison Officer and Records Technical Representative with the maintenance and management of Program records.
The Contractor shall support the development, implementation, and maintenance of LSP-PLN-
352.01, Launch Services Program Information Management Plan, LSP-D-120.1, Launch
Services Program Information Map, and LSP-R-358.01, Launch Services Program Records File
Plan, in accordance with the procedures and instructions in the current versions of KNPR 1470.1, KSC Business Management System Documentation (BMSD), and KNPR 1440.6, KSC Records
Management.
3.6.2 Document Management
The Contractor shall provide support services to include, but not limited to:
Identify, control, and manage LSP documentation, including performing status accounting, and audit functions.
Review, load, associate metadata, and perform the release of electronic copies of LSP documentation into the TechDoc System, or other identified systems for the LSP.
Assist the Document Points of Contact in the creation of Program documentation;
coordinate with the KSC Business Management System Documentation Manager on issues involving management system documentation.
Perform Application Administration support for Tier 1 and 2 TechDoc System, or other
Program documentation systems.
Maintain SharePoint web pages, lists, and libraries, and other web pages in support of
Information Management activities.
Ensure structured document labeling for retrieval.
Provide familiarization training for LSP employees with information-related practices and tools.
Develop data input, nomenclature and filing processes that are consistent with NASA documentation guidelines and archive records per KSC Records Management, KNPR 1440.6.
Scan and/or retrieve and store library contributions into identified NASA libraries, KSC archives, or Federal archives.
Distribute deliverables and documents to parties identified on distribution lists.
Provide hard copies of library items upon request.
Support Program internal/external audits.
Develop metrics to track problem areas, high-priority actions, strategic initiatives, and other operations as required.
3.6.3 Export Control Support Services for LSP
The Contractor shall ensure export control is addressed for LSP supported missions. The
Contractor shall identify required agreements and export control licenses, its status, and potential impacts to the relevant mission. The Contractor shall identify required export licenses and support the application submittal within 30 days of a mission approval for the LSP manifest. The
Contractor shall provide current status of existing export licenses and license applications. The
Contractor shall track export control issues, actions, and closures in electronic form.
The Contractor shall coordinate issues with the Government Point of Contact (POC) and the
Mission Manager (MM) for each mission. The Contractor shall provide export control mission briefings to customer personnel and NASA Mission Integration Team (MIT) members and management. The Contractor shall review LSP websites to ensure compliance with export control regulations. The Contractor shall classify Export Control shipments.
3.7 Reserved
3.8 LSP Outreach Services
The Contractor shall provide Outreach Services to assist in identifying, scheduling, conducting, and evaluating outreach events, in coordination with the Program Planning Office (PPO). The
Contractor shall provide data entry services for Outreach activities, provide monthly status reports, and maintain documentation and the PPO Outreach logs. Data and logs shall be accessible for review by PPO personnel. The Contractor shall create detailed specifications and procure mission patches and pins 30 days prior to launch. This requires pre-coordination with and approval from the PPO.
3.9 LSP Conference Room Scheduling
The Contractor shall be responsible for coordination and scheduling of LSP conference rooms on a case-by-case basis. Scheduling shall entail activities required to: reserve the room for any user, be the focal point for and coordinate support from various Center support contractors, and notify
LSP if significant schedule conflicts arise.
3.10 LSP Launch Services Language Lab Management
The Contractor shall provide outreach to LSP employees regarding the availability and usage of the Launch Services Language Lab (LSLL). The Contractor shall add or remove LSLL accounts upon request of LSP employees. The Contractor shall coordinate with LSP if the requests for additional LSLL accounts exceed current capacity or for any issues requiring LSP intervention.
