RESPONSE TO BIDDER QUESTIONS:
REFERENCE: RFP Section L.11.C QUESTION: This section states that JV's are allowed. Are you allowing teaming? That of a Prime/Sub Team – A Prime 8(a) General Contractor with a critical subcontractor.
And will the past performance of the critical subcontractor be allowed and will it be evaluated the same as a JV submission?
ANSWER: No. Past performance of subcontractors will not be evaluated. Please see Paragraph 3(b) of Section M.3 of the RFP.

QUESTION: Will there be a site visit or pre-proposal conference?
ANSWER: There is no scheduled pre-proposal conference.
REFERENCE: Section B-M, Page 85 (p. 73 of Electronic Document) Section L, “Table B – Properly Submitted Non-Price Factors Volume Consists of:”
QUESTION: The page limit for “Technical Experience” is specified as 20 pages. Please confirm that Past Performance and Safety Past Performance are not included in the 20 pages for “Technical Experience.”
ANSWER: That is correct. As per table B, the Technical Experience Volume is limited to 20 pages, the past performance summary is limited to 5 pages per project and the Safety Past Performance Supplement is not to exceed 10 pages.
REFERENCE: Section B-M, Page 81 (p. 69 of Electronic Document) Section L, “Properly Submitted Price Volume Consists of:
QUESTION: The number of copies for each proposal section in the Price Volume varies somewhat. Please confirm that it is acceptable to provide all required copies of each section within a single binder, separated by tabs and cover sheets for convenient reference.
ANSWER: Yes, that is acceptable providing the number of copies specified are included along with the electronic files.
REFERENCE: Section B-M, page 11 (p. 11 of Electronic Document) Section G.4 CONTRACT ADMINISTRATION, “Contractor’s Contract Administration Information” QUESTION: Is this form to be included with the proposal, or to be submitted after award? If it is to be included with the proposal, in which Volume should it be placed, and how many copies?
ANSWER: This form will be submitted after award during the pre-construction meeting.

QUESTION: Section M describes the relevance of Past Performance as follows “Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.” Is there a dollar limit assigned for relevant projects used for Past Performance under the RFP?
ANSWER: No there isn’t a dollar figure established for relevant projects used for Past Performance under this RFP.
