74 L.15 (b) (2) para
Attachment C Section 6
"In Section 6, provide Position Qualification for all Prime Offeror proposed direct labor categories specified in Section 1 and each individual Subcontractor Direct Labor Category included in Section 5."
"6. POSITION QUALIFICATIONS
(For All Prime and Subcontractor Direct Labor Categories):
NOTE: TO BE PROPOSED (TBP)
– A Position Qualification shall be proposed for each individual Prime Direct Labor Category included in Section 1 and each individual Subcontractor Direct Labor Category included in Section 5"

Requirement/Statement/Topic Question Issue/Rationale for Question/Proposed Solution Answer
76 Section L, L.14 (c), Subfactor C
N/A Subfactor C(a)(7) states, " NOTE: FOR
PURPOSES OF THE SMALL BUSINESS
SUBCONTRACTING PLAN, THE PROPOSED
GOALS SHALL BE STATED AS A PERCENT OF
TOTAL SUBCONTRACTS, NOT
AS A PERCENT OF THE IDIQ MAXIMUM
ORDERING VALUE, REFER TO THE BELOW
EXAMPLE".
The note makes previous and later instructions in this section unclear as it states goals should be based on "percent of total subcontract, not as a percent of the IDIQ Maximum Ordering Value" when all other instructions and the example also state goals will be expressed as a percent of the IDIQ Maximum Ordering Value.
Clarification The Government will correct the note to read "stated as a percent of total subcontracts, and as a percent of the total IDIQ Maximum Ordering Value…" in the Final RFP.
