Question # RFP Section RFP Requirement/
Statement/Topic Question Issue/Rationale for Question/Proposed Solution Answer
59 None N/A Does the Government intend to host an Industry Day/Site Tour?
Industry Days/Site Tours provide an opportunity for non-incumbents to see the facilities and gain valuable information on the Government's mission.
An Industry Day would also afford us an opportunity to discuss teaming relationships with small businesses that will help us achieve NASA small business goals.
The Government will offer a Site Visit in lieu of an industry day.
Additionally, the Government will provide the Sustaining Engineering State of Health Assessment Plan and ROC II Range Overview Presentation which addresses the needs of the facilities and systems to be operated and maintained under ROC II.
60 L.15.(a) N/A Significant subcontractors in the Cost Volume are defined as "any subcontractor whose estimated value causes the cumulative percentage of subcontractor work (from lowest to highest percentage of work) to meet or exceed 20% of the total RTO estimated value." This definition impacts the level of submittal requirements for all subcontractors. As the total RTO estimated value is driven by the values proposed by subcontractors, the process of defining precisely which subcontractors are significant and which are not will occur near the end of the proposal process.
This definition process will cause most of the subcontractors to prepare to submit as significant when, in fact, they may not be so.
Additionally, this determination is defined at the RTO level which may cause a subcontractor to be a significant subcontractor in one RTO but not in others. As the definition is not completed until the end of the proposal process, the subcontractors will have to be expected to be prepared to submit as significant subcontractors and as non-significant subcontractors.
Potential Offeror suggests that significant subcontractors be defined by a set dollar value of the total value of all RTO to be proposed. If the value is exceeded, then subcontractor is a significant subcontractor.
If the value is not exceeded, they are not.
The Government will not change the significant subcontractor definition to a "set dollar value." However, the Government will clarify the text to "meet or exceed 20% of the total sum of all RTO estimated values."

61 Att. D and Att. R
N/A In the government provided IAGP and GFP, no government furnished legacy software systems (software applications / IT Systems) are listed (Maximo, ROMS, etc). Will the government provide a listing of these legacy software systems including description of the unlying application software, operating system and hardware as applicable?
The Government will provide a list as requested
62 Submitted with the document, but not an official question
N/A Please note some of our questions are driven by reviewing the bidder’s library documentation which reflects documents that are dated back to the original 2015 solicitation. We are respectfully asking the government to provide more up-to-date documentation which is reflective of current process/activities. With the requested documentation, Offeror will be able to provide a more current and complete solution which will seamless transition in to the program. We are also looking for current information to apply to possible proposed innovations and cost savings.
The Government will provide the most up-to-date Wallops Range Services Portfolio Project Plan, which in most cases allows the Project Manager to fill out a Project Plan Annex (OA-8 and Gulfstream Annexes provided) rather than complete a full Project Plan.
The Government will provide two Mission Operations Directives (MODs), OA-5 and
COBRA.
63 SOW 15.1 Launch Site Support Plan
With the successful launch of Antares on October 17.
2016 it is assumed that new procedures and protocols were enforced and integrated into existing documents, including the LSSP. Could the Government provide the approved LSSPs for the most recent Antares and Sub-orbital missions?
Provide recently approved (Year 2015 or later) LSSP’s for the Antares and Sub-orbital missions in the Bidder’s Library.
The Government will provide the Project Plan Annex for OA-8 and the MOD for OA-5.

and Bidder’s Library
LSSP and Mission Project Plans
The Bidder’s Library provides approved documents for several missions including a Project Plan for the Antares mission dated May 14, 2014, Project Implementation Plan for RockSat—X 2014, Project Plan for Norway 2014, Project Plan for PFRR 2015 campaign and a Project Plan for ScanEagle Payload Test Feb. 2014. These are somewhat dated and with the successful launch of Antares on October 17. 2016 it is assumed that new procedures and protocols were enforced and integrated into existing documents, including the Project Plans and LSSP. In addition, the outline provided for the LSSP in Section
15.1 does not match the outlines of the aforementioned documents. Assuming the Project Plans are different documents from the LSSP, could the Government provide the approved LSSPs for the most recent Antares and Sub-orbital missions and more recent versions of the Project Plans?
Provide recently approved (Year 2015 or later) LSSP’s and Project Plans for the Antares and Sub-orbital missions in the Bidder’s Library.
The Government will provide the Project Plan Annex for OA-8 and the MOD for OA-5.

Operations Instructions
In order to effectively size the support requirements for operations activities of the Range, a complete list of all Operations Procedures including descriptions and frequency is required. Could the Government provide a listing and breakout of all SOP and LOPs specific to each part of the range required for all contract equipment both software and hardware associated with the RTOs?
All SOPs and LOPs be added to the Bidder’s Library
The Government does not have SOPs or LOPs specific to each part of the range required for all contract equipment both software and hardware associated with the RTOs.
66 SOW –
General
Closed Corrective Maintenance Actions
In order to effectively size the amount of maintenance and sustaining engineering support across the range, detailed discrepancy reports (hardware and software) which outline the problem, occurrence, criticality and system/subsystem are required. Will the Government provide this detail for all parts of the range for the past 2 years and also provide the closure response for those discrepancies that have been closed?
Provide average maintenance action count and total costs over the past 2 years per quarter.
The Government will provide a 2 year list of Discrepancy Reports (DRs) outlining the problem, occurrence, and system affected.
This information is sufficient for review of the history of faults and to develop a plan to address how to maintain our systems.

70 L.14(c), p. 94 Staffing Plan Will the government please clarify if the staffing plan is outside of page count?
There is no change. The staffing plan remains within the mission suitability page limit of 75 pages.
Statement/Topic Question Issue/Rationale for Question/Proposed Solution Answer
71 L.14(c), p. 93 RTO In the Section L instructions, the government provides instructions for the RTO requirements that do not coincide with RTO 2. RTO 2 states it has a 12 page limit and specifically annotates what is included in those 12 pages, not providing room for the Section L requirements to be addressed to include the following:
• Technical approach
• Labor categories
• Projected hours
• Government interface
• Flow of activities from start to completion
• Understanding of objectives
• Potential technical problems
• Risks
• Critical issues
• Possible problem mitigation / resolution
• Assumptions Will the government please clarify if Section L is to be followed to include the above requirements for RTO 2 or should RTO 2 only address those specific items as outlined within the RTO?
The Government will remove page limits from RTO 2
72 SOW 14.0 In SOW Section 14 it states: “The contractor shall establish, maintain, and implement a Logistics Management Plan to ensure compliance with service requirements in this SOW and/or established by the contractor. This plan shall be an attachment and become part of the contract.”
A Logistics Management Plan is not listed in the RFP Section L on page 86 as one of the plans to be provided with proposal submittal. Will the government please clarify the due date of the Logistics Management Plan or is it required to be included with proposal submittal?
The Government will remove the Logistics Management Plan from the Statement of Work
73 SOW 14.0 If the Logistics Management Plan is to be submitted with the proposal will it be considered outside of page count?
The Government will remove the Logistics Management Plan from the Statement of Work
