Title: GSFC Bldg. 012, Near Earth Object Focal Plane Array Project Suite Renovation

Project Type: Formal Design

Funding:

The escalated total Engineering Estimate for Construction (EEC), developed by the

Government, shall serve as the estimated construction price of this task order. The escalated total engineering estimate is the estimated cost escalated to the midpoint of construction, including management costs but not including any contingencies, engineering, or Government quality assurance costs. Per FAR 52-236-22, “Design Within

Funding Limitations”, the A-E Contractor shall provide a complete and biddable design that is within the funding limitations established in the Government’s EEC. The EEC for this task order is $305K.

General:

Satellite Servicing Capabilities Office (SSCO) needs a project management suite of approximately 1500 Square Feet (SF) constructed to the secret level to collaborate with an external partner on an emergent capability for launch in 2017. A future expansion of capability may require office expansion as a separate future phase.

The new suite will be improved over the existing mismatch of finishes, exposed pipes, surface mounted power strip and other features that date back to when the area was a lab.

The suite should be convenient to an existing secure conference room and will incorporate 780 SF of office space already assigned to SSCO in B12 Rooms E036, E034 and E032. Detailed requirements include:

Open office suite to accommodate 12 workstations for Project leads at GS-15 level ~825 SF

Space for Multi-Functional Device (MFD)

Closet space for office products storage ~ 10 SF

Adjacency Requirements

All office spaces are to be housed within same perimeter defined as secret level accessible by key card.

Project suite shall be adjacent to a secret level conference room or space capable of being upgraded to the required security. A follow-on phase is anticipated to upgrade an existing conference room to a Secure Compartmentalized Information

Facility (SCIF) level space.

Potential growth of project suit for future project(s). There are ongoing discussions involving the use of E008, E008A, E008B and E020.

Aesthetics

In order to make the space as appealing as possible to the undisclosed external partner the project scope will maximize clean, planar wall surfaces and enclose abutments and protrusions created by pipes, surface mounted raceways and LAN wire mold within reason. The carpeting, ceiling tiles, wall surface shall be uniform and consistently treated. The renovations are intended to eliminate the remaining vestiges of previous uses for lab space.

Security

Each primary entrance shall be outfitted with electronic Card Key access

Perimeter walls and ceilings adjacent to corridors and unrelated office space shall prevent transmission of conversational level speech. The development area is bordered by the corridor, the secured conference room, the mechanical room and an outside wall. The true likelihood of sound transmission outside the space is minimal. All occupants will share the same security level. Normal sound transmission class is acceptable.

General Scope of Work:

The Contractor shall furnish all labor, and associated services necessary to perform the following in accordance with the Scope of Work and Figures and Sketches depicted below:

This purpose of this project is to expand the current SSCO office holdings of E036, E034 and E032, which will be augmented by E030 and E026 (also Code 400 space.) E032 and

E034 will be demolished and two new offices will be constructed more centrally to the whole development area. This will constitute phase one development. Sporadically applied existing acoustical wall panels not attached to walls slated for demolition will also be removed. Three-fourths of the existing ceiling grid and the entire existing acoustical ceiling tiles and finish flooring will be removed. Existing lights will be retained, augmented and redistributed. Concrete Masonry Unit (CMU) walls to remain shall be furred-out and given a layer of drywall. Surface mounted electrical receptacles and LAN shall be placed in new partitions and new box-outs around induction unit valves. Use power pole where necessary for LAN and electric in open workstation area.

Install new carpet and acoustical ceiling tiles throughout.

Structural – Existing structural framing supports required demolition and reconfiguration of the area. Interior walls are not load bearing.

Architectural – Finish previously unfinished walls using materials and techniques to preserve the maximum amount useable space. Select materials and finishes from standard palette that evoke an upscale environment that one might expect to find in private industry. Where practical however, re-use and integrate significant expanses of walls, ceiling grid or floor finishes (carpet) that are in good condition and match to finish out areas of the project requiring demolition and reconfiguration. To maximum practical extent, conceal mechanical, plumbing and electrical features behind framed wall/ceiling constructions. Minimize spatial protrusions and abutments. Make use of existing alcoves to satisfy requirements for storage, and office conveniences like counters and cabinets.

Mechanical – The new occupancy will be roughly equivalent to the existing occupancy.

The ratio of enclosed office space to open work space will also be nearly equal.

Therefore, reconfigure existing ducts, supplies and returns to provide for the old location

Re-use and balance excess capacity from induction units where new offices enclose less space than previously conditioned by induction units. Induction units in the remaining open workstation area is assumed to provide adequate fresh air for occupancy.

Electrical – Conceal all new outlets within new wall cavities and where practical within an existing wall. Remove any existing surface run wire mold and outlets. Run new wire mold only where concealed by proposed workstation arrangement. Wire open office workspace light switches on circuit(s) independent of private offices. Re-use existing circuits to maximum extent possible. Provide standard office power, plus standard MFD receptacle.

b. Install new 2’x 2’ carpet tile and vinyl cove base

c. Install new Metal Stud/Drywall (MS/DW) partition at corridor wall

2. Combined Open Rooms E030, E032, E034, E036

a. Far east wall with hat channel and install one layer 5/8” Gypsum Wall

Board (GWB) (Option- complete acoustical treatment on lower wall of same thickness as acoustical tile on upper half of wall and cover east wall with one layer of drywall.)

b. Frame columns and induction unit valves along south wall from floor to 6” above ceiling level; finish with GWB.

c. Box frame around pipes and plumbing that extend below finish ceiling level

d. Install new acoustical ceiling grid starting at remaining Room E026 grid to east wall

e. Install new MS/DW partitions for two new 150 SF offices

f. Install new MS/DW partitions at corridor alcove to create new closet

g. Install two new 3 x 7 wood doors with hardware at new offices and new closet

h. Paint all new and existing wall surfaces, doors, frames, and induction units.

i. Re-install removed fluorescent light fixtures plus additional matching fixtures in new ceiling area.

j. Install sound attenuation Batt insulation 1 foot on each side of new office partitions and above ceiling in space adjacent to corridor.

k. Optional- Install custom casework cabinet with counter top in existing alcove (This can also be handled by a furniture solution which the customer can fund using R&D funds.)

Mechanical

1. Combined Open Rooms E030, E032, E034, E036

a. Extend duct work as required to reposition supply air diffusers that served rooms E032, E034 and E036 to align with new ceiling grid; do same for return air grills

b. Install new ducted return air grill in new Partner office

c. Reposition return air grill in new Project Manager office

2. Relocate existing thermostats as required for open space arrangement

3. Rebalance 12-AC-5 and induction unit flows as required for new occupancy

Electrical

1. Install 13 new quad electrical outlets in new open workstation area to support 13 workstations (four may incorporated with new office partitions; the remainder shall be provide via power pole installation

2. Install new outlet to support standard MFD in new alcove

3. Install new GFI duplex receptacle at counter top level in alcove to be outfitted with furniture cabinet.

4. Install approximately 16 re-used recessed fluorescent light fixtures. Install one surface mounted 2 x 4, two-tube fluorescent fixture above

Fire Protection

1. Install one exit sign

2. Install two new fire alarm strobes

3. Upgrade and adjust sprinkler head locations to align with new ceiling grid. Add up to two as needed for appropriate coverage.

Other

1. Provide conduit from primary entrance to nearest low voltage circuit for electronic key card reader.

2. Provide new key card reader and outfit existing door for new electric strike

(Existing door may require replacement—not addressed under Architectural new

Date: 12/2/2015 Page 8 of 12 work) If required, remove existing door, side leaf and frame; replace frame with steel knock-down door frame and steel door for 3-0 x 7-0 nominal steel

3. Provide new project signage for entrance door and new room number placard.

4. Provide metal shelving standards, brackets and shelves for interior of new storage closet.

Outage(s) required: HVAC 12-AC-5, Isolated Power

Building/spaces affected by the outage: Most E-wing spaces on 00X level E001 through

E036

NOTE: All work shall be accomplished in accordance with GSFC FaCETS III

Construction and Architect-Engineer specifications.
