1.0 Background
The NASA Goddard Space Flight Center’s (GSFC’s) Greenbelt Campus covers a total area of 1,270 acres, including the local off-site areas, known as Areas 100, 200, 300, 400. There are 35 major buildings and numerous smaller structures totaling nearly 4 million gross square feet.
Most of the buildings were constructed in the 1960’s, with additions or modifications done since then. Buildings 31 thru 34 were constructed in the 1990’s and the decade of 2000 with the latest, B36, constructed in 2016.
GSFC facilities generally consist of, but are not limited to, office buildings, Information Technology (IT) Processing areas, shops, laboratories, highly technical research facilities, clean rooms, spacecraft & instrument test and integration areas, storage areas, utility buildings, interior and exterior utility systems and site infrastructure, including roads and parking lots.
2.0 General Requirements
The Contractor shall furnish a multitude of services associated with facility engineering design and construction and other related technical services for GSFC. This will predominantly involve work at the Greenbelt campus, but may involve work at other GSFC facilities/locations.
Except where specified as "Government Provided," the Contractor shall furnish all materials, labor, equipment, tools, management, coordination, safety, and quality control necessary for the performance of services under this contract.
GSFC facilities design and construction work in this contract may be described as new construction, modification, or modernization and rehabilitation of facilities, varying from routine general construction to installation of complex special test or laboratory systems. It may include work on building interiors and exteriors, including but not limited to, architectural, structural, electrical, mechanical (to include plumbing and HVAC), environmental, and fire protection (detection and suppression). It may also include civil site work and both underground and surface site utility and infrastructure system work.
Task orders will be issued to initiate design and construction work by the Facilities Management Division (FMD) as needed for infrastructure projects. Due to the cyclical nature of the government fiscal year and budget constraints, funding for the IDIQ engineering and construction projects are often released in allotments at certain times of the year. This may result in a varying distribution of task orders to the Contractor throughout the year.
GSFC will utilize a Government provided, internet based task order management system to request task plans from the Contractor and to process, track, and award task orders and modifications under this contract. The Contractor shall submit task plans (and possibly submittals) via this system. This system shall also electronically store all task order documentation.
Task plans are comprised of, but not limited to, the following items:
Implementation Plan – includes the technical approach, period of performance, and any other information required to determine the reasonableness of the proposed task order.
Price Proposal – includes an estimated price for the proposed task order, including breakouts of the estimated hours and pricing to perform the work.
Schedule
Technical Data – drawings and/or sketches; any other information needed.
Most services under this contract shall be furnished on an as-needed IDIQ basis, in response to task orders that are issued in accordance with the "Task Ordering Procedure" clause. All work accomplished under this contract shall adhere to the requirements and standards given in: The FMD Code 220 Standard Reference Document (SRD) Appendix1, the FaCETS Architect - Engineering Specifications Appendix 2, the FMD Computer Aided Design and Drafting (CADD) Manual, Appendix 3, the GSFC Construction Specifications Attachment B and the task order work description documents or project drawings.
All task orders issued under this contract shall be firm fixed price.
In each task order, the Government shall clearly define the work required. The Contractor shall accomplish and complete task orders within the schedule set forth in the task order.
The Contractor is strongly encouraged, to the maximum extent practical, to use non-gasoline/diesel (incl. non-E-85) alternate fuel vehicles on GSFC, in the performance of on-site contract requirements. Electrical power through standard convenience outlets will be available for this requirement. No other form of alternate fuel is currently available on-site. With this in mind, the Contractor shall provide a plan outlining measures to increase/convert the onsite vehicle fleet to alternative fuels by the percentages below, over the life of the contract:
Contract Year 1: Convert 2% of the total fleet Contract Year 2: Convert an additional 4% of the total fleet Contract Year 3: Convert an additional 4% of the total fleet Contract Year 4: Convert an additional 5% of the total fleet Contract Year 5: Convert an additional 5% of the total fleet Total Vehicle percentage conversion to non-gasoline/E-85 alternative fuel vehicles by the end of the contract: 20%
No vehicles will be provided by the government for use in the performance of this contract.
3.0 Contract Management & Control
The Contractor shall provide the overall management control of its employees, subcontractors and equipment. The Contractor shall designate one of its managers to be the focal point for coordinating task assignments and shall meet regularly with the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) to review the status of the tasks. The Contractor shall evaluate the task assignments and overall workload to establish staffing needs and schedules, assign qualified personnel, and continually assess the progress. The Contractor shall establish and maintain skill management, process improvement, safety, and quality control programs. The Contractor shall be responsible for the resolution of technical, cost, schedule and priority issues to ensure that quality work is accomplished on schedule, to the Government’s satisfaction. The Contractor shall provide contract monthly progress/status reports within 14 calendar days after the last day of the preceding month, which shall include a narrative of major accomplishments and progress during that month. The Contractor shall include a description of the overall progress of work, issues and concerns that may impede performance, and proposed corrective actions, as well as an overview of work forecasted for the future month. The Contractor shall also report on work quality, skill management, and process improvements. Any business issues which may have an impact on the technical performance, price or schedule, shall also be discussed. In addition, the Contractor's Project Manager shall attend biweekly FMD General Staff meetings in addition to the monthly status meetings.
The Contractor shall develop and maintain a Performance Measurement and Control Plan (PMCP) to monitor and evaluate its own performance of all aspects under the contract. The PMCP shall be reviewed and approved by the Government and incorporated in the contract as Attachment O in contract Section J. The Contractor shall be responsible for using the PMCP to ensure that work is performed in a manner such that end objectives are met (e.g., designs are in accordance with the specified requirements, tasks are completed within the prescribed times, Information Resources (IR) services are responsive, work control is fluid, customer impacts from construction are minimized, and the final products meet customer needs). If the performance objectives are not being met, the Contractor shall use the PMCP to initiate corrective action(s) as necessary to overcome deficiencies.
The PMCP shall address how overall contract and task performance will be measured, tracked, and controlled, including specific examples of performance metrics, reports, and trend analysis tools that will be used to maximize efficient performance of contract requirements and ensure responsive contract management. The PMCP shall also include a description of the Contractor's approach to effectively manage their subcontracts under this contract, including how it will mitigate subcontractor poor performance.
The Contractor's PMCP shall include a means of soliciting customer feedback and incorporating this information into its contract management practices. The Contractor's PMCP shall discuss its quality control process for ensuring that its Architect-Engineering designs conform to the contract requirements and are free of design errors and omissions, as well as how it would address any systemic quality control problems.
The PMCP shall include a description of the reports the Contractor is required to submit to the Government. At a minimum, these reports shall contain metrics and information that show work trends (such as number of open task orders, number of completed task orders, and task order durations), work backlog, accuracy of engineering estimates, product quality, and safety compliance and incident reporting. The Contractor shall use these reports to assess overall customer impact, to identify staff skill mix issues, to refine engineering estimates, to modify schedules, to identify needed changes to the Contractor's approach to subcontracting, and to make any changes necessary to efficiently execute the contract. The Contractor's PMCP shall describe how the Contractor will assimilate and use the information from these reports to effectively and efficiently manage the contract. The Contractor shall submit the reports described in its PMCP on a monthly basis.
The Contractor shall supply sufficient administrative and clerical support to accomplish the work described herein, in an accurate and timely manner.
Accessibility to and communications between Government and Contractor personnel is important for the success of this contract. Therefore, in general, the Contractor shall have personnel available on site from 9:00 a.m. to 3:00 p.m., Monday through Friday, except for holidays, as noted in the contract to ensure that the Government can maintain contact with the Contractor.
The Contractor shall provide employee training in accordance with applicable requirements to ensure that the necessary skills are available to accomplish the work using current engineering and building codes, GSFC and NASA standards, information technology, software, and workflow tracking systems. Safety training shall be emphasized for all employees, especially for those involved in construction activities. The Contractor shall maintain training records in electronic or hardcopy format; records shall be made available to the Government, upon request, for auditing purposes.
The Contractor shall provide representation with appropriate personnel at the following FMD meetings that meet for approximately 1 hour each: Engineering Management (weekly), Construction Management (weekly), MAXIMO Configuration Control Committee (biweekly), Information Resources meeting (weekly), and the Facilities Review Committee (FRC) (monthly, as needed).
Some work may take place in portions of the Building 3/13/14 complex, where classified SECRET operations are conducted. All Contract personnel working in SECRET areas of the complex shall have red-badge SECRET clearance or be accompanied by a red-badge escort.
Escorting is required in and out of the buildings. It is, therefore, essential for the Contractor to maintain a balanced workforce staff of cleared SECRET personnel to work in such areas. For all work including subcontracted work, the Contractor shall be responsible for escorting workers to the SECRET areas. The Contractor shall maintain current, and provide upon request, a list of all personnel that have the appropriate clearance levels, the date of their clearance expiration and the authorizing body that provided the clearance.
GSFC, as well as all Federal Agencies, must adhere to the requirements of Homeland Security Policy Directive HSPD-12. Therefore, all permanently stationed, on-site personnel shall be able to obtain and maintain the clearance and background requirements of HSPD-12.
4.0 Contract Core and Indefinite Delivery Indefinite Quantity (IDIQ) Services
This contract contains a combination of core and Indefinite Delivery-Indefinite Quantity (IDIQ) services. Core services and IDIQ services are listed below:

5.0 Pricing for Core and IDIQ Services
A. Core Pricing
Pricing for core services shall be priced up front as a part of the offeror’s submitted proposal using the provided pricing templates.
B. IDIQ Pricing
Pricing for IDIQ services shall be established with each individual task order as described below:
For A-E, Planning, and applicable IR Services, fees for each task order shall be determined by applying the loaded hourly rates in the applicable table in contract Section J, Attachment R, Fixed Price Rate Matrix.
For, construction price task plans and formal design phase Engineering Estimates of Construction (EEC), the total estimated construction price multiplied by the Design-Bid-Build construction only coefficient, for each task order shall be determined using the RSMeans Pricing methods described in section 5.0. Unless otherwise stated, once the EEC for all work is established, the EEC shall be multiplied by the appropriate coefficient, as applicable, to determine the total task order price.
Section 7.0 B.6. of this Statement of Work covers “Administrative 1” (Admin 1) pre-priced construction elements of work. For Design-Build Minimum Design task orders under $100,000, the applicable current Contract Year Admin 1 Work Line Items, tabulated in the contract Section J, Attachment R, Fixed Price Rate Matrix, shall be used in combination with the RSMeans Pricing methods, described in the next section. The total of the Admin 1 line items shall be added to the RSMeans total, then multiplied by the applicable Minimum Design coefficient for the total construction price.
For Design-Bid-Build projects, there will be a separate task order generated for each phase of design and construction. The construction price shall be based on 100% design documents.
The design fee for each formal design task order shall be determined by applying the loaded hourly rates in the applicable table in contract Section J, Attachment R, Fixed Price Rate Matrix.
The construction price for each construction task order shall be prepared using the RSMeans Pricing methods described in the next section.
1. RSMeans Pricing Methods
RSMeans Pricing shall utilize RSMeans line item prices from the “Total with Overhead and Profit” column. This method shall be required for all design EECs and construction task orders unless requested and approved by the CO prior to submission of task plan for a specific task order. Approval shall be granted at the Government’s discretion, on a limited basis for pricing outside of the RSMeans pricing method, when requested by the Contractor, based on availability of competitive subcontracting or competitive vendor pricing.
All Task Plan pricing shall be based on the current calendar year RSMeans price data at the time the Request for Task Plan (RFTP) is issued. Pricing data shall be derived from the most current version of the following RSMeans Annual Cost Data Guides:

NOTE: The Contractor shall provide five (5) sets of the current RSMeans Annual Cost Guides by the 31st of January each calendar year for use by the Government.
Task Plan pricing shall be formatted utilizing the Construction Specifications Institute (CSI) MasterFormat Division and Section with all line items captured in each Division. All items shall reference the applicable RSMeans Line Number. A Division sub-total shall be provided for comparison with the Independent Government Cost Estimate for future negotiations. An RSMeans Weighted Average City Cost Index (CCI) shall be applied to the RSMeans total price as a location adjustment for the GSFC Greenbelt campus. The closest City Cost Index which corresponds to the GSFC Greenbelt 20771 zip code is College Park, MD. Any proposed work at another site shall use the closest CCI.
Unless pre-approved by the Government, no Division 1 line items shall be included in the pricing of the task plan. These prices shall be covered by and included in the coefficient applied to each task category. The exception shall be rental equipment that may be needed for a specific task and must be agreed upon by the CO prior to submission of the task plan.
Task order pricing shall be calculated by adding all of the RSMeans line items and multiplying the total by the appropriate coefficient. The RSMeans line item totals shall be calculated by multiplying the RSMeans unit cost from the “including Overhead and Profit” column by the Number of Units. In cases where standard RSMeans pricing is not feasible, alternate pricing methods, listed below, shall be used with Government pre-approval:
Alternate Price Method (Pre-Priced): Where a suitable match between the cost items required and those published in RSMeans is not found, combining labor from one published item with the materials and equipment from another shall be used to develop a price. In these cases, the construction line item shall be presented as a pair of construction items with the descriptions amended to note: “Labor only” and “Material only” along with the RSMeans reference numbers to permit the Government to evaluate the applicability of the item to the intended construction scope. Each line of the pair shall include its published proportion of overhead and profit. The selected RSMeans line items will be subject to Government pre-approval. The alternate price method shall not be used when a suitable approximate or edited RSMeans line item is available. Cost items derived in this manner shall be delineated as required. A minimum of 90% of the total construction task plan price shall be calculated using RSMeans pre-priced cost line items unless prior approval is given by the CO prior to task plan submission for the specific task order. The appropriate pre-priced coefficient applies to any line item utilizing this method.
Approximate Price Method (Pre-Priced): Where a suitable match between the cost items required and those published in RSMeans may not be found, an item that closely matches shall be substituted with Government pre-approval. The work item selected shall be the closest match available from the RSMeans published data as approved by the CO. Cost items derived in this manner shall be delineated as required. A minimum of 90% of the total construction task plan price shall be calculated using RSMeans pre-priced cost line items unless prior approval is given by the CO prior to task plan submission for the specific task order. The appropriate pre-priced coefficient shall apply to any line item utilizing this method.
Edited Price Method (Pre-Priced): Where a suitable match between the cost items required and those published in RSMeans may not be found, an edited line item shall be substituted with Government pre-approval. The edited method is similar to the approximate method except that the description of the work is edited to match the required construction as approved by the CO. Each line shall include its published proportion of overhead and profit.
Cost items derived in this manner shall be delineated as required. A minimum of 90% of the total construction task plan price shall be calculated using RSMeans pre-priced cost line items unless prior approval is given by the CO prior to task plan submission for the specific task order. The appropriate pre-priced coefficient applies to any line item utilizing this method.
Non Pre-Priced Method: Where a suitable match between the cost items required and those published in RSMeans may not be found, the Contractor shall propose a unit cost by using a non pre-priced item with Government pre-approval. Non pre-priced items shall be supported by three responsive bids. Non pre-priced items that encompass scopes larger than line items (i.e. trade bid) shall be considered non-responsive. Non pre-priced line items exceeding 10% of the price of the task order shall be approved in advance by the CO. Unit costs established other than by RSMeans pre-priced unit costs shall be clearly identified to the satisfaction of the Government or they will be rejected.
The total of the non pre-priced total line item costs shall not exceed 10% of the total task plan price of each task order unless prior approval is given by the CO prior to task plan submission for the specific task order.
NOTE: This method shall be used in modifications if the CO authorizes re-design efforts. If the non-pre-priced items exceed 10%, written permission from the CO shall be given.
For projects in which the Government deems complex, the Government reserves the right to request that the contract pricing coefficients be extended to subcontract pricing in lieu of RSMeans pricing.
2. Construction Only and Design-Build Coefficients
Construction-only and Design-Build Full Design and Minimum Design coefficients shall include, but not be limited to, prices associated with:

6.0 Core Services
Minimum qualifications for each discipline required for these services are specified in contract Section J, Attachment R, Fixed Price Rate Matrix, are set forth in contract Section J, A. Information Resources (IR) Services
IR Project Manager:
The IR Project Manager shall manage the IR Services portion of the contract. The IR Project Manager shall be the focal point for coordinating assignments and shall meet regularly with the CO and COR to review the status of work.
Section 508 Compliance:
To the extent that the software applications provided by the Government under this contract are Section 508 compliant, the Contractor shall adhere to the following accessibility standards when performing task order work for IR Services:

1. CADD/GIS/ARCHIBUS Services
The IR Services workforce maintains facilities software applications and tools that capture information about the buildings and utilities on GSFC. The software applications that are https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards maintained include Computer Aided Drafting Design (CADD), Geographical Information System (GIS), and ARCHIBUS. Building and site modifications are created and captured using these software applications. They allow the division to design, construct, and report on GSFC’s facilities.
There are as-built changes that are routinely generated from facilities projects that affect the building floor plans and systems, site topography, and surface and underground utilities. The Contractor shall incorporate these as-built changes into the CADD, GIS, and ARCHIBUS models. Any GSFC facilities asset that incurs an as-built change, shall be incorporated into these software applications. The Information Resources (IR) CADD services team receives electronic as-built drawings that were created by the A-E at construction completion. The IR CADD services team incorporates these as-built drawings into the government building models. On average, the Contractor can expect approximately 60-70 construction projects per year, valued at $10-$12M for which many require as-built incorporation into the models. Approximately 9000 drawings are used to maintain the building models. These building models capture detailed architectural, electrical, mechanical, fire protection, and plumbing disciplines. Approximately 450 drawings are used to maintain the schematics. These schematics include electrical one-lines and mechanical systems in the Center’s buildings. The Contractor shall maintain the building, site, and schematics and incorporate as-built drawings that are a product of Government approved projects within the following duration guidelines:
Less than $100K = 30 calendar days;
$100K - $499K = 45 calendar days;
Greater than $500K = 60 calendar days.
These durations are tracked from the date that the approved as-builts are received from the FMD Project Manager.
The Contractor shall ensure the modifications to the building, site, and schematics adhere to the standards set forth in the “FMD CADD Manual”, Appendix 3.
FMD CADD Manual
The Contractor shall be responsible for documenting and updating the FMD CADD Manual and coordinating the draft reviews. The Government is the approving authority of the FMD CADD Manual. Once approved by the Government, the Contractor shall publish and disseminate the manual electronically annually. The FMD CADD Manual shall adhere to the Center’s Work Instruction template.
The FMD CADD Manual shall follow the Architectural/Engineering/Construction (A/E/C) CADD Standards, as published by the U.S. Army Engineer Research and Development Center, and the American Institute of Architects (AIA) layering guidelines with Autodesk embedding AIA Version 4 in its Autodesk products. The Contractor shall monitor and report to the Government annually, any changes to the A/E/C CADD standards that are published.
The Contractor shall maintain a Software Installation Manual (SIM) that provides software installation procedures. This manual shall be updated annually.
The Government, Contractor, and all external A-E firms shall use these manuals as standard reference tools for drafting CADD drawings. When drawing reviews occur, the Government and the Contractor shall report inconsistencies and non-compliant drawings to the IR Services workforce and the same parties shall work together to remediate and reconcile the non-compliant drawings.
Industry Foundation Classes (IFC) Standards
The Contractor shall incorporate the Industry Foundation Classes (IFC) format into the building models to ensure the building models’ file saves and exports are interoperable between various software vendors. There are specific software vendors who support the IFC standards; the software ‘Autodesk Revit’ being one of them. The Government will provide two Autodesk Revit licenses to the Contractor. The Government may provide additional software licenses if it determines that requirements workload so warrants.
CADD/BIM Software and Licensing
Autodesk AutoCAD software is FMD’s standard electronic drawing tool. The drawing packages that are used include Autodesk Building Systems, Architectural Desktop, and Land Development Desktop. There are approximately 80 CADD users (civil servants and contractors) using AutoCAD software. The Government may provide additional software licenses if it determines that requirements workload so warrants. The Contractor shall manage the distribution of the software licenses via network license manager software that resides on FMD servers. The Contractor shall install the AutoCAD software on behalf of FMD. The Contractor shall correspond with AutoDesk for all software upgrades, new releases, and quotes on behalf of the FMD.
CADD/BIM Installation and User Support
The Contractor shall provide technical support related to the Autodesk software applications that are installed on the FMD CADD users’ computers. The Contractor shall install the software and set up the printing configurations within the AutoCAD software.
The Contractor may use AutoCAD support provided through the FMD’s annual maintenance agreement with AutoDesk. This maintenance agreement includes software upgrades, telephone support, and system documentation.
CADD/BIM Customization
The Contractor shall generate scripts in AutoCAD for the purpose of automating repetitive CADD programming processes. The Contractor shall customize the Autodesk software to manage standards such as fonts, title block format, heights, widths, layer control, and plotting parameters.
CADD/BIM Training
The Contractor shall train their contractor staff and FMD civil service staff on the use of CADD/BIM software applications. Training sessions shall be performed whenever there is a major upgrade to the software, or the need to orient personnel on new procedures.
The Contractor may perform the training using its own staff or through a subcontractor.
CADD/BIM Walk-in Support
The Contractor shall fulfill CADD-related "walk-in" customer service requests to include, but not be limited to:
Building and room numbering assistance;
Graphic equipment support (large format plotters, scanner, and imagery);
Plot requests that include building utility plots, and photo prints on large paper formats. The Contractor shall adhere to the Sensitive But Unclassified (SBU) disclosure process. (Approximately 10 requests per month);
Building field verifications to verify undocumented as-built data or reconcile discrepancies (approximately 20 requests per month);
Application support that includes AutoCAD, GIS, ARCHIBUS, NASA NOMAD Secure FTP (approximately 10 requests per month); and
Providing electronic bid sets (10 to 20 requests per year).
CADD walk-in support services shall include tasks that can be completed within 8 work hours. For such tasks that require more than 8 work hours to complete, a separate task order for "Project-Specific CADD/GIS/CAFM Services” will be issued.
CADD Room Plotter and Scanner
A Wide Format copier, scanner, and plotter are Government provided and located in the Building 018 CADD room for making copies for work related activities. The Wide Format copier and plotter are connected to the Center’s local area network. A Hewlett Packard large format 60-inch color plotter is also available for the Contractor's use in the Building 18 CADD Room. All paper and toner supplies for the plotters shall be provided by the Government. The Contractor shall be required to manage the utilization and responsible for the maintenance and operation of all this equipment consistently during Greenbelt’s service hours (9:00 a.m. to 3:00 p.m., Monday through Friday). The Contractor shall be responsible for contacting the vendor technicians for troubleshooting and repairs to the hardware.
Geographical Information System (GIS)
The Government will provide, and the Contractor shall use, the latest version of Environmental Systems Research Institute (ESRI) ArcGIS, ArcIMS, ArcVIEW, ArcSDE, ArcGIS Portal, and ArcINFO, application software as the standard GIS drawing tool.
The Government currently has four ArcINFO, and ArcVIEW software licenses. The Government may provide additional software licenses if it determines that requirements workload so warrants. The Contractor shall manage the distribution of the licenses and software on behalf of the Government. The Contractor shall correspond with ESRI for all software upgrades and new releases on behalf of the Government.
GIS Model
The Spatial Data Standards for Facilities Infrastructure & Environment (SDSFIE) Model, (the DoD standard for facilities, infrastructure, environment, and civil works), shall be the primary standard for GIS models. For the AutoCAD version of the site model, the A/E/C CADD standard shall be used.
The Contractor shall maintain the Greenbelt site plan map display. The site plan is comprised of a GIS graphic representation of the Center. All roads, buildings, utilities, and ground coverage etc. are displayed to scale in the map display. Additionally, the Contractor shall plot the site plan at the request of the Government.
The Contractor shall maintain the Center’s snow removal plan, grass cutting plan, pavement and stripping condition plan, and utility condition plan.
GIS Portal
The Contractor shall maintain the Center GIS site utility site map and website portal.
The GIS portal includes all above and underground utility systems including power, communication, domestic water, sanitary, storm water, steam, chilled water, compressed air, fuel, environmental, facilities, transportation, underground air duct, contours, grid, landscaping, and miscellaneous systems. The site utility maps require updating in coordination with utility construction efforts regardless of the construction contractor.
The Contractor shall manage the user roles and permissions on the current GIS Portal.
The Contractor shall develop and host web mapping apps that are accessible from secure mobile devices (e.g. IPAD). The app shall return attribute data to the current NASA GSFC Oracle GIS database. The Government is interested in an app to collect condition data of surface features (street, sidewalks, curbing, striping), condition of utilities when exposed.
GIS Installation and User Support
The Contractor shall provide desktop technical support to FMD users related to the ESRI software applications. The Contractor shall provide technical support in setting up the application and corresponding printing configurations. The Contractor may use ESRI support provided through the annual maintenance agreement provided by the Government. This agreement includes software upgrades, telephone support and system documentation.
GIS Training
The Contractor shall train their contractor staff and ten FMD civil service staff on the use of GIS software applications. Training sessions shall be performed whenever there is a major upgrade to the software, or the need to orient personnel on procedures used in GIS. The Contractor may perform the training with its own staff or through a subcontractor.
GIS Customization
The Contractor shall provide GIS customization services. GIS customization services include tasks to include, but not be limited to:
Plot requests that include site areas highlighting utilities or other facilities info, and photo prints;
Site field verifications to verify undocumented as-built data or reconcile discrepancies;
Global Positioning System (GPS) data point capture for exposed utilities and surface features.
Global Positioning System (GPS)
The Contractor shall use the Government-provided GPS tool to capture GPS Points on surface features and underground utilities when they are exposed. The Contractor shall incorporate the GPS points into the GIS model and update the appropriate layers within the GIS model.
ARCHIBUS (CAFM)
ARCHIBUS/FM, a COTS software package, is used by FMD as the primary Computer Aided Facility Management (CAFM) system. The Contractor shall be responsible for maintaining the Space drawings within the ARCHIBUS/FM, ARCHIBUS Overlay, and Web Central application's leveraging the updating of AutoCAD building models. The Contractor shall ensure that updates to the AutoCad building models are incorporated into the ARCHIBUS/FM CAFM model.
The Contractor shall be responsible for managing the access to ARCHIBUS/FM. The Contractor shall ensure that the ARCHIBUS/FM application is consistently available for use during the Center’s core work hours (8:00 a.m. to 4:30 p.m., Monday through Friday). The CAFM system is comprised of several software modules that differ in functionality including space management, furniture & equipment management, CAD Overlay with design management for AutoCAD, strategic master planning, emergency preparedness, and a web-based application called "Web Central". The Government maintains the software and licenses through an annual software maintenance agreement with ARCHIBUS/FM. ARCHIBUS/FM is used primarily by FMD.
ARCHIBUS Standards
The Contractor shall comply with the FMD Room Numbering Policy (Work Instruction “220-WI-8800.0.2 Space Numbering Policy”) and the specific building/level/room and organizational unit standards set up in the ARCHIBUS/FM application.
ARCHIBUS Software and Licensing
ARCHIBUS/FM software is FMD’s standard CAFM tool. There are approximately 50 ARCHIBUS/FM users (civil service and contractors) using ARCHIBUS/FM software.
The Government may provide additional software licenses if it determines that requirements workload so warrants. The Contractor shall manage the distribution of the software modules on behalf of FMD. The Contractor shall correspond with ARCHIBUS/FM for all software upgrades, new releases, and quotes on behalf of FMD.
ARCHIBUS Installation and User Support
The Contractor shall install and configure the ARCHIBUS/FM software. The Contractor may use ARCHIBUS/FM support provided through the FMD’s annual maintenance agreement. This maintenance agreement includes software upgrades, telephone support and system documentation. The Contractor shall be responsible for software installations for new users. The Contractor shall be responsible for troubleshooting problems with executing the application.
ARCHIBUS Version Upgrade Administration
The Contractor shall be responsible for implementing all vendor-released software upgrades and patches for the ARCHIBUS/FM application and ensuring all other customized applications that interface with ARCHIBUS/FM are working properly after all vendor-released software upgrades and patches.
ARCHIBUS Technical Consulting
The Contractor shall provide FMD with technical advice and shall be a member of the Division’s IT committee which makes technical recommendations about the facilities IT environment.
ARCHIBUS Customization
The Contractor shall provide ARCHIBUS customization services. ARCHIBUS customization services include tasks similar to the following:
Material Safety Data sheet (MSDS) information from HMMS routinely upload into
ARCHIBUS;
Supports the annual space survey;
Provides a monthly download for the kiosks located in buildings 032, 033, and 034;
Supports maintenance of the First Responder System, a software module within
ARCHIBUS;
Maintains the ARCHIBUS reports hot list (approximately 12 reports).
ARCHIBUS Training
The Contractor shall provide training on the use of ARCHIBUS/FM to FMD’s civil servant and contractor staff and sometimes to external organizations. The Government may request training when there is a major upgrade to the software or when there is a need to orient personnel on the capability and use of ARCHIBUS/FM. The Contractor may perform the training with its own staff or through a subcontractor.
ARCHIBUS Walk-in Support
The Contractor shall fulfill ARCHIBUS-related "walk-in" customer service requests such as:
Providing Building/Level floor plans that pertain to: Rooms by Category; Rooms by Organization; Rooms by Employee; Rooms Occupied vs. Authorized; Employee Headcount; Space Authorized; Category Space Count and others.
ARCHIBUS walk-in support services shall include tasks that can be completed within 8 work hours. For such tasks that require more than 8 work hours to complete, a separate task order for "Project-Specific CADD/GIS/ARCHIBUS Services" will be issued.
2. Database/Programming Services Overview
FMD utilizes Commercial Off the Shelf (COTS) and some custom built software applications to keep configuration control of the design, construction, and technical services projects. These software applications are mentioned in the following paragraphs. All of the COTS software applications utilize Oracle as the back-end database. The custom applications utilize Microsoft SQL Server as the back-end database. The government has a service contract arrangement with GSFC’s Enterprise Solutions Division - Code 750 that provide Oracle Database Administrator (DBA) services. The FaCETS Contractor shall not be responsible for the maintenance of the Oracle back-end databases, (i.e. Oracle version upgrades, security patches, backups, creation and removal of database instances, and customized Oracle procedures.)
MAXIMO Computerized Maintenance Management System (CMMS)
FMD uses MAXIMO, (a commercial product manufactured by IBM), as part of its Computerized Maintenance Management System (CMMS) and as a project management database. MAXIMO automates maintenance activities including task order management, planning and scheduling, asset management and tracking, purchasing and invoicing, resource management, reports and analysis. FMD currently uses only MAXIMO for scheduling planned maintenance activities and tracking task orders.
FMD currently maintains 255 concurrent user licenses with IBM for the MAXIMO version
7.5. The licenses are shared with Greenbelt and the Wallops Flight Facility and are renewed annually. All software licenses, upgrades, patches, and technical support are provided through an annual maintenance agreement with IBM paid for by the Government. The Government may provide additional software licenses if it determines that requirements workload so warrants.
The Contractor shall ensure that the MAXIMO applications for both Greenbelt and Wallops are consistently available for use from 8:00 a.m. to 4:30 p.m., Monday through Friday.
The Contractor shall provide effective querying and reporting tools for data gathering and verification. Microsoft SQL Reporting Services is used as the tool for various standardized queries and reports. The Contractor shall provide all support necessary to customize reports upon request using Microsoft SQL Reporting Services.
MAXIMO System Analysis and Programming
The Contractor shall provide systems analysis and programming support for the MAXIMO Center-unique processes. The Contractor shall administer the rights and permissions to the MAXIMO application. The Contractor shall utilize a standard systems development life cycle methodology to manage the maintenance of the MAXIMO application. If there are any Center-unique modifications, they shall be thoroughly tested and documented by the Contractor prior to release to the facilities community.
MAXIMO Location Table Reconciliation
The Contractor shall keep the MAXIMO location table reconciled with the ARCHIBUS/FM CAFM location table. The ARCHIBUS/FM CAFM is the official space location table.
MAXIMO User/Technical Support
The Contractor shall be responsible for all user and desktop technical support that is related to the MAXIMO application. As needed, the Contractor may use IBM’s technical support provided through the Government’s annual maintenance agreement which includes software upgrades, telephone technical support and system documentation.
The Contractor shall provide support in setting up and executing ad hoc queries and reports. The Contractor shall execute configuration changes, which entail technical support to initiate screen/table changes, creation of new pick lists, linking of MS Word/Excel documents to records within the table, permission and user group modifications, and printer configurations within MAXIMO. This technical support sometimes involves developing queries outside of the system.
MAXIMO Version Upgrade Administration
The Contractor shall be responsible for installing and implementing all vendor-released upgrades, and for assuring compatibility of all Center-unique modifications. This entails the installation of all major software releases and version upgrades from IBM for the MAXIMO baseline and add-on modules for two separate databases at Greenbelt and Wallops. Testing and conversion are also included in this effort.
MAXIMO Technical Consulting
MAXIMO Training
Contractor provided training shall be limited to basic MAXIMO navigation, module functionality, and querying in approximately half-day sessions for up to a dozen users as needed, not to exceed one per month. This training is intended to give new users the knowledge necessary to begin to use the system under supervision and/or, after practice, attend more government funded advanced vendor training. There may be additional 1 to 2 hour training sessions, requiring as much as 16 hours research and preparation, with 1 to 2 users on specific functionality not to exceed 1 week. At least one training database will be made available for practice on a non-interfering basis (NIB) to the production databases.
Primavera Contract Manager
Primavera Contract Manager, a COTS software package, is used by the FMD to aid in managing the onsite construction projects and to keep track of all submittals, RFI’s, and scanned images related to a construction project. The software and eight concurrent licenses reside on the Primavera application server. Approximately 65 individuals use
Contract Manager for their work. The Government maintains the software and licenses through an annual software maintenance agreement with Oracle.
