1. Pages 116, L.19 & 135, M.3: Under Subfactor B – Understanding Technical Requirements the Government requests written task plans for RTO 1
(entitled “Design-Bid-Build/Construction Only; Design Build/Full Design”) and RTO 2 (entitled “Full Design”) that identifies the technical approach, labor categories, projected hours, Government interface, the flow of activities from start to completion (including schedule). In order to provide a complete, thorough, and reasonable task plan for two approaches to RTO 1 and one approach to RTO 2 would the Government consider increasing the Volume II, Mission Suitability Volume page limit to a total of 60 pages?
Answer: Yes, the page limit for Mission Suitability is increased from 50 to 60.
2. Pages 116 L.116 & 135 M.3: There are multiple references to exhibit 9, which was a document to price the construction cost for RTO. Is RTO 1 to be priced for construction?
Answer: Exhibit 9 which was inadvertently omitted from the exhibits has been added for pricing of RTO 1, which is a construction RTO.
3. Page 135 M.3 Section M requires that contractors submit information for RTO 1 and 2 for “labor categories, projected hours.” Does this apply to design labor effort only or should it include project management oversight and construction/craft labor effort as well?
Answer: RTO 2 is a Design only project and should not include any pricing related to construction such as project management oversight and construction/craft labor. Design costs are to be based on labor categories and projected hours.
4. Attachment B Reference RFP Section “Attachment B – GSFC Construction Specifications”; this section has one sheet stating “In separate”. Please provide specifications.
Answer: Attachment B was included in Amendment 2 issued on September 16, 2016.
5. Attachments A & R Bottom of page 15 of Attachment R, defines the single asterisk: “*Acronyms and Abbreviations for the Admin 1 Work Line Items are in Contract Attachment A, Statement of Work.” This information was not found in Attachment A, Statement of Work, please provide clarification.
Answer: Abbreviations and Acronyms have been added to Attachment R.
6. Attachment R Page 8 R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-1: Basis of item is for quantities up to 200 SF, but quantity multiplier given is 1000, please clarify.
Answer: The quantity stated up 200 is provided as a numerical reference. For evaluation purpose offerors are instructed to use the multiplier provided.
7. Attachment R Page 8 -10 R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-1 thru A-11: Items reference “IAW Construction
Specifications SECTION 13285 and GPR 1840.1”. Please provide these specs.
Answer: See answer number 4. Added appropriate specification section to items.
8. Attachment R Page 9 R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-4: Basis of item is for quantities over 200 SF, but quantity multiplier given is 100, please clarify.
Answer: The quantity stated up 200 is provided as a numerical reference. For evaluation purpose offerors are instructed to use the multiplier provided.

10. Attachment R Page 10: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-13: Please provide specification for VCT (or basis of design) and subfloor prep. If prep is a flash patch, what product/specification, what percentage of floor coverage, and at what thickness?
Answer: Specified Concrete Slabs On-Grade; Added appropriate specification section to item.
11. Attachment R Page 10: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-15: Please provide quantity of item to be used for pricing. In addition, please provide procedure for testing moisture content of concrete floors.

12. Attachment R Page 10: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-17: Provide specification for basis of design to use for floor tile. Or provide square footage price and detail what it includes (shipping/receiving costs, site delivery, adhesives, etc.)

13. Attachment R Page 10: R(b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-22: What is the composition of the metal partition and is only part of it the “cover plate”

14. Attachment R Page 10: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-24: Does this item include drywall on one or both sides?
Single layer each? Please provide more details.
Answer: Specified single layer of drywall on each side of wall to be demolished.
15. Attachment R Page 10: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: A-25: Please provide a detailed description of the wall components: What gauge and width are the metal studs? Is the drywall ½” or 5/8”? Is there drywall on one or both sides? What level of finish is expected?

“systems” furniture?
Answer: The word “stack” has been replaced with the word “register” which is the industry standard.

27. Attachment R Page 14: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: E-32, E-34: Does “(30’ sealtite)” refer to the maximum distance to the power source to assume for pricing?
Answer: Items revised to specify up to 30 Linear Feet of sealtite.
28. Attachment R Page 14: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: E-35: The line item references some items that are not fixtures.
Please confirm this is for the 2 and 3 lamp fluorescent fixtures, under E-9 through E-14.

34. Attachment R Page 15: R (b) 2: Reference Prime Admin 1 Pre-Priced Work Line Items: M-1, M-3, & M-4: Please provide maximum height of task (pipe, ceiling) to use for pricing.
Answer: Maximum height of work was specified in each item.
35. Page 128: In order to ease the burden on clients who receive frequent and numerous requests to complete Past Performance Questionnaires (PPQs), will the Government please allow PPQs to be submitted electronically (i.e., via email) from each client directly to NASA in lieu of hard copies in sealed envelopes?
Answer: Yes, as stated next to the email address that is the preferred method.
36. Exhibit 6: If task order quantities are below the ‘estimated quantities’ in Exhibit 6, can unit price adjustments be made?
Answer: No, leave quantities as is. However, unit costs should match description provided.
37. Exhibit 6: Does NASA have a pre-approved list of subcontractors to work on site at GSFC? If yes, will the government please provide that list?
Answer: No, NASA does not have a list of pre-approved subcontractors for this procurement.
38. L.17 Page 110: There are several character font requirements within Section L.17: “(2) When page limitations apply to a volume or specific section, a page is defined as one side of a sheet, 8-1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type Times New
Roman font. Line spacing or the amount of vertical space between lines of text shall not be less than single line (Microsoft Office Word’s default line spacing). Character spacing shall be “Normal”, not “Expanded” or “Condensed.” The margins may contain headers and footers, but shall not contain any proposal content to be evaluated. Foldouts count as an equivalent number of 8-1/2" x 11" pages. The metric standard format most closely approximating the described standard 8-1/2" x 11" size may also be used. The excel exhibits provided are formatted using 9-12 point type Arial font.
Volumes I, II, III, and IV shall be submitted in separate ringed (or similarly bound) binders. Diagrams, tables, artwork, and photographs may be reduced and, if necessary, run landscape or folded to eliminate oversize pages. Text in Diagrams, schedules, charts, tables, artwork, and photographs shall be no smaller than 10 point. Diagrams, tables, artwork, and photographs shall not be used to circumvent the text size limitations of the proposal.”
The Offeror recognizes the Government found it necessary within particular MS Excel exhibits to use Arial 9 point font to ensure the clarity and legibility of data being submitted for review. Would the Government consider allowing the use of 9 point Arial font within diagrams, schedules, charts, tables and artwork to provide legible, clear proposal submissions? This change should also minimize the reduction of these figures as described above within the Offeror submissions?
Answer: The Government has considered the request but has chosen to leave the requirements as stated in the RFP.
