1.0 A-E STATEMENT OF WORK

1.1 General Statement

The Architect-Engineer (A-E) shall prepare and furnish to the

Contracting Officer (CO) and Contracting Officer's

Representative (COR), within the required dates and budget, all deliverables conforming to applicable local, state, and federal regulations, all herein specified architectural and engineering services. Services shall include but are not limited to the following:

Preliminary Investigations

Preliminary Engineering Reports (PERs)

Special or Engineering Studies

Final Design Documents

Follow-On Services

Final Design Documents and Follow-On Services shall be provided for Formal Design and/or Design Build-Full Design task orders as described in each task order and the contract Statement of

Work (contract Attachment A).

Services and deliverables shall conform to these specifications.

1.2 Project Description

Descriptions and overall project Scope of Work shall be provided on an individual basis for each project with each individual task order.

1.2.1 Multiple Work Packages for Construction

Construction documents shall be prepared so as to allow the itemizing of the project into a base bid, additives, options, collateral equipment, or other elements as necessary to ensure the project will be successfully bid within the funding limitations.

1.3 Funding

Each task order shall be provided with the following:

An escalated Engineering Estimate for Construction (EEC) developed by the Government, shall serve as the estimated construction price. The escalated total engineering estimate is the estimated construction cost escalated to the midpoint of construction, including management costs but not including any contingencies, engineering, or Government Quality Assurance costs.

1.3.1 Design within Funding Limitations

Per FAR 52-236-22, the A-E shall provide a complete and biddable design that is within the funding limitations established in the Government’s Engineering Estimate for

Construction (EEC). Funding for each task order is strictly limited to the budget and cannot be exceeded; therefore, it is imperative that the design be kept within the specified amount.

If at any time during the preparation of the design or construction documents, the requirements appear to the A-E to be inconsistent with the funding available, such inconsistency shall be promptly reported to the CO, COR, and Task Monitor

(TM) for proper action.

1.4 Schedule

Each task order Request for Task Plan (RFTP) shall provide an overall schedule in calendar days for which the work of the task order is to be completed.

The A-E shall submit to the CO and COR as part of the Task

Plan, a schedule showing the order in which the A-E proposes to complete the work, giving dates on which various phases of the services will start, and the anticipated dates for submittals to Government, Government review duration, review meeting dates, return of post-review comments, and final completion and turnover of bid documents or other deliverables. The schedule shall be updated by the tenth day of each month to show the actual progress against the original schedule, including discussion of the monthly status and progress. The A-E shall include an explanation of any deviation to the anticipated completion for each discrepant item.

2.0 GENERAL CONDITIONS

2.1 General Statement

It is the intent of the Government that the A-E shall provide architectural and engineering services and designs that will result in economical, safe, healthful, and functional facilities within the available funding limitations and specified time limits.

2.2 Architect-Engineer Responsibilities

The studies, reports, drawings, specifications, calculations, cost estimates, supporting data, and schedules for each project shall be complete and acceptable work in all particulars.

Notwithstanding any review, acceptance, or approval by the

Government, the A-E shall be responsible for the professional and technical quality of these items and other material produced under the contract.

2.3 Communications

2.3.1 Consultation and Advice

The A-E shall consult and advise the CO and COR, when requested, regarding any questions which may arise in connection with the work under this contract for each task order.

2.3.2 Minutes, Telephone Conversations, and Discussions

For each project the A-E shall record minutes of all meetings, design reviews, telephone conversations, or other discussions in which substantive decisions have been made. The A-E shall provide a copy of such documentation to the COR by hardcopy, e-mail, facsimile, overnight mail, or courier.

2.4 Government–Furnished Property, Information, and Services

The Government shall furnish the following properties, information, and services as listed in the contract or in a task order:

2.4.1 Task Order Scope of Work

The Government shall furnish a Scope of Work with each task order RFTP, which may consist of a Facility Concept Study, Requirements Document, PER, or other documents, which clearly indicate the Scope of Work, Engineering Estimate for

Construction, and total budget (if required), schedule, and deliverables.

2.4.2 Conditions in the Vicinity of New Construction

The Government shall provide access to the GSFC Geographical

Information System (GIS) to obtain information depicting existing conditions in the vicinity of each project. Acceptance of this information does not relieve the A-E of the responsibility for performing site investigations to verify existing conditions.

2.4.3 Final Printing of Bidding Documents

The Contractor shall be responsible for the printing of all developed technical requirements documents. On the occasional project designed by the Contractor, but to be constructed by others, the Contractor shall be responsible for all printing except for the final contract documents.

2.4.4 Quality Assurance of Construction Activities

The Government shall be responsible for Quality Assurance of any construction work.

2.4.5 FMD Standard Reference Document (SRD) For Facilities

All work shall adhere to the requirements and standards provided in the FMD Code 220 Standard Reference Document (SRD) Appendix

1). Should there be a conflict with this document and any other furnished document, code, regulation, or standard engineering practice, it shall be brought to the attention of the TM or COR.

However, inconsistencies do not relieve the A-E of the responsibility for maintaining internal oversight to ensure that all deliverables are accurate, complete, and meet all applicable codes and requirements.

2.4.6 NASA SpecsIntact

For task orders where construction is to be performed by another

Contractor, the A-E is to prepare specifications as part of the design documentation package. The Government utilizes the latest version of the Spec-in-Tact specification program. The

Government will furnish to the A-E and electronic copy of any

GSFC specific local sub-masters.

2.4.7 2D Computer Aided Drafting and Design (CADD) and 3D Building Information Modeling (BIM)

FMD is transitioning from 2D CADD to 3D BIM. A-E work will require both 2D CADD and 3D BIM design/engineering work until there is a complete conversion of the building models to BIM.

For CADD work/documentation/deliverables, the A-E shall utilize the FMD CADD Manual (Appendix 3). For task orders that require

BIM, the A-E shall follow the requirements in the contract attachments and references listed below:

2.4.8 Facility Hazard Analysis

The Government shall provide the A-E with NASA-STD-8719.7, Facilities System Safety Guidebook. This document shall be followed by the A-E in the development of all deliverables.

However, certain task orders may require the A-E to be responsible for generating this list and analysis. Copies of the current issuance may be obtained at

Contracting Officer.

2.4.9 Fire Flow Test Data

When required, the Government shall provide fire flow test data in the vicinity of the project location. This data shall be used by the A-E to design additions and modifications to existing fire protection systems. For the design of new and substantially modified fire protection system (changes affecting

50% or greater of the entire fire protection system or 50% of any floor level protected with the fire protection system), the

A-E shall perform an independent fire flow test to obtain their own water supply data.

Fire flow tests shall be performed by qualified personnel under the guidance and oversight of a registered fire protection engineer (FPE). The fire flow test shall be performed in accordance with NFPA 291 – 2016 Edition. Proper equipment and procedures shall be followed to prevent soil erosion and damage to landscape. All discharge wall shall be de-chlorinated. All flow rate measuring devices shall be listed for fire flow testing. All gauges shall be calibrated within the previous 12 months, bearing a dated calibration label. All gauges shall be minimum 4” in diameter, with an accuracy of at least ½”, and be liquid-filled. Requests for center information, such as water https://standards.nasa.gov/documents/nasa main maps, can be made to the Government. Prior to executing a fire flow test, a flow test plan; equipment list; procedures;

and a map/plan of the water mains, test hydrants, and flow hydrants shall be submitted to and approved by the Government.

All fire flow tests shall be coordinated with the NASA GSFC outside utilities lead in the Operations and Maintenance Branch.

After the test, submit to the Government the following: A completed, legible, test report signed by the supervising FPE a hydraulic graph of the results, and a plan of the test and flow hydrants, and the surrounding water mains with pipe diameters indicated.

2.4.10 Final Approval of Shop Drawings, Submittals, and

Proposed Substitutions

The Government shall be responsible for the final approval of construction Contractor shop drawings, submittals, and proposed substitutions after a thorough review and action of recommendations from the A-E. An information copy of all approval actions for shop drawings, submittals, and proposed substitutions shall be provided to the A-E.

2.5 Government Ownership of A-E Documentation

Upon submission and approval, the entire design, including drawings, specifications, calculations, cost estimates, reports, electronic files, models, and other documents produced under the contract, whether or not they are specified deliverables, shall become the property of the Government.

2.6 Compensation

Except as otherwise provided for by the CO, the contract lump sum price shall constitute full compensation for all work and services called for herein for each Task order, including travel expenses for meetings and reviews, consulting with the CO, COR, and others, telephone calls, mailing expenses, printing, and any other incidental expenditures from the beginning to the completion of each project shall be included in this price.

2.7 Safety

The A-E shall perform work in accordance with the approved contract Safety and Health Plan. In addition, the A-E must be cognizant of the potential hazards that may be present to which

A-E personnel may be exposed particularly during site investigations, testing or evaluations performed, or during the performance of follow-on services. When require, individual hazards shall be acknowledged and addressed in a task-specific

Accident Prevention Plan. Before commencing work on a task order involving hazardous materials or operations, the A-E shall submit a written proposed Accident Prevention Plan and meet with the TM and COR to discuss and develop a mutual understanding of the plan.

All services rendered under this contract and for each task order shall be performed in accordance with all nationally recognized safety standards, Federal, State, and local regulatory requirements, and all NASA specific safety standards and requirements. Services shall be performed in accordance with the most recent versions of NASA and GSFC safety standards and requirements as referenced in the contract. At the

Government’s discretion, designs must be approved by the NASA

Authority Having Jurisdiction (AHJ).

A-E shall assure that specification of material, equipment, and services are reviewed for safety consideration and that specifications contain appropriate safety criteria and instructions in sub-contracts. A-E shall insure that specifications for new equipment and facilities that generate noise levels at or greater than 80dBA are in keeping with Buy

Quiet principles.

2.8 Permits and Licenses

Unless specifically stated in the individual task order, the A-E shall obtain all necessary permits, licenses, and approvals from all local, State, and Federal authorities, as necessary, for the performance of construction.

2.9 Project Definition Rating Index (PDRI)

The A-E shall participate in the establishment of the PDRI at the conclusion of the Preliminary Engineering Report phase and/or the 35% design review, as required, for each individual task order. The PDRI is an analytical approach to evaluating the inclusion of all requirements and design considerations from all NASA stakeholders.

2.10 Leadership in Energy and Environmental Design (LEED)

For task orders where LEED is required, the A-E shall design in order to achieve a Gold rating. The A-E shall identify all LEED potential points and submit to the Government as part of the pre-design services. The Government will meet with the A-E to discuss and review options including developing sustainable strategies not necessarily identified by the United States Green

Building Council (USGBC) guidelines. The A-E shall provide all design documentation required and make appropriate submissions to the USGBC as part of their design services. For identified task orders, the A-E shall track the LEED status of the project through construction, submitting final applications on behalf of the Government. LEED registration fees shall be paid for by the

A-E.

2.11 Building Information Modeling (BIM)

For task orders where BIM is required, the A-E shall provide design services utilizing BIM. The A-E shall utilize the following contract attachments and references:

3.0 PRE-WORK CONFERENCE

After award of each design task order and before start of work, a pre-work conference shall be held at GSFC to review the Scope of Work, Requirements Documents, environmental requirements, PER requirements, Final Design requirements, schedules, and other documents or information as may be available, and to acquaint the A-E with the site and existing conditions, and introduce all members of the GSFC and A-E teams.

4.0 PRELIMINARY INVESTIGATIONS

4.1 Information

The A-E shall visit each project site to become familiar with all available information concerning the location, nature of, general requirements for, and special features of the work involved, including verification of all visible existing conditions in the areas to be modified and/or disturbed.

In addition, the A-E shall become familiar with the site design and improvements, all utilities, and the building plans for the existing facilities affected by each project.

The A-E is responsible for researching the existing documentation at GSFC (including existing drawings, specifications, as-built and submittal information, calculations, etc.) to obtain all necessary information for the design of each project.

The A-E is responsible for accomplishing all necessary topographical surveys as needed. This effort shall be included in the cost of the design effort.

4.2 Codes

All new facilities and other services provided shall conform to all applicable federal laws and regulations and to the FMD SRD, NPR 8715.3, NASA General Safety Program Requirements, and the

NASA Standard 8719.11, Safety Standard for Fire Protection.

They also shall conform to the most recent versions (as of the date of pre-work conference) of the International Building Code

(IBC), all applicable NFPA Codes and Standards, the National

Electrical Code (NEC), International Mechanical Code, International Plumbing Code, Occupational Safety and Health

Administration (OSHA), 10 CFR Part 434 (regarding energy performance standards), and ANSI standards, except that issues of handicapped accessibility shall be defined and shall comply with the most up-to-date version of Department of Justice (DOJ)

ADA Standards for Accessible Design.

Where these codes conflict, the more stringent of the requirements shall apply, unless a thorough engineering study can verify to the satisfaction of the TM, COR, and Code 360, Safety Division, and Code 250, Medical and Environmental

Management Division, as appropriate, that the level of safety will not be significantly diminished by the adoption of the less stringent requirement.

4.2.1 Code Analysis

When applicable, the A-E shall perform a formal and documented analysis of the IBC, NFPA 101 Life Safety Code, and the most up-to-date version of Department of Justice (DOJ) ADA Standards for

Accessible Design to define the basic parameters of the codes which will affect the facility. At a minimum, the A-E shall define the following:

A. Occupancy classification(s);

B. Allowable floor areas, height limitation, and fire department access requirements;

C. Required exterior opening projections; fire resistance ratings, of exterior and interior bearing and non-bearing walls and partitions, floors, roofs, area separation walls, stairs, mechanical spaces, shafts, and elevators;

D. Sprinkler and standpipe systems to be provided, with emphasis upon any deviations from the GSFC standard of a fully-sprinklered building;

E. Occupant load, exits required, maximum allowable distances to exits, widths of required stairs, smoke proof enclosures required, exiting requirements to conform with the most up-to-date version of Department of Justice

(DOJ) ADA Standards For Accessible Design handicapped accessibility code, and any specific life-safety requirements associated with particular occupancy classifications;

F. Any allowable area increases, height increases, extensions of maximum exit distances, or exceptions taken as a result of allowable tradeoffs--e.g., non-code-required sprinklers installed in exchange for another floor in height--shall be clearly documented;

G. For modifications or additions of square footage to existing buildings, the A-E shall analyze the existing building and document the impacts upon code compliance of the proposed addition, examining the first six items above, and also fire alarm and detection requirements as well as fire hydrant capacity, quantity, and location requirements.

Because the purpose of this analysis is both to aid the A-E and the Government in evaluating the compliance of the facility and to facilitate future modifications to the facility, the A-E shall display this Code Analysis on the cover sheet of every drawing submittal made, including the final bid documents.

4.3 Foundation and Design Criteria

When the Government and the A-E jointly agree that a geotechnical investigation and report are needed for a particular design, it shall be the Government’s responsibility to accomplish the effort. The A-E shall provide recommendations to the Government on general and specific requirements of the geotechnical investigation, including locations of subsurface borings.

4.4 Environmental Requirements

For PERs, the A-E shall assess the needs for environmental requirements to conform to all applicable local, state, and federal requirements relating to environmental issues. The A-E shall also assess potential impacts to GSFC’s environmental permits. Recommendations and associated costs of implementation shall be provided when necessary.

All submittals to the environmental agencies shall be done by

NASA. Erosion/Sediment control design shall be the A-E’s responsibility to include in the site design drawings as part of the total design effort. Other environmental requirements such as some of those listed below shall be accomplished on an as-needed basis and negotiated under a separate task from the design effort.

4.4.1 Stormwater Management and Erosion/Sediment Control

For all projects, the A-E shall take appropriate steps to prevent erosion and loss of sediment for the project site, regardless of the size of the project. Projects with soil disturbances greater than 5,000 ft2 or an excavation volume greater than 100 yd3 will require Stormwater Management and

Erosion/Sediment control documents.

The A-E shall comply with the latest edition of the Stormwater

Management Guidelines for State and Federal Projects issued by the Maryland Department of the Environment (MDE) in preparing the analysis and design. All stormwater management designs shall be coordinated with the NASA Code 224 Project Manager/Task

Monitor and the Code 250 Medical and Environmental Management

Division while in the preliminary stage. An NPDES General

Permit for Stormwater Associated with Construction Activity is required for all projects that will disturb one acre or more of earth.

The erosion and sediment control plan shall comply with the most recent edition of the Maryland Standards and Specifications for

Soil Erosion and Sediment Control, as issued by MDE.

4.4.2 Wetlands Investigation

Projects which will impact designated wetlands or their buffers will require submittal of a Joint Application to the Maryland

Department of Natural Resources (MDNR). The A-E shall determine whether wetlands exist on the project site and what the project impacts will be. Wetland mitigation documents, if required, shall be provided by the A-E.

4.4.3 National Environmental Policy Act (NEPA) Compliance

The A-E shall provide services to address compliance with NEPA and associated regulations and requirements. This shall include support implementing the NEPA process and preparation of all necessary documents such as environmental and safety checklists, Record of Environmental Considerations (REC), studies, notices, Environmental Assessments (EA), Findings of No Significant

Impact (FONSIs) Environmental Impact Statements (EIS), and

Record of Decisions (RODs).

4.4.4 Forest Conservation

Projects which clear more than 40,000 ft2 of trees require approval from MDNR. The A-E shall prepare all necessary documents, including the forest stand delineation and the forest conservation plan. Reforestation plan, if required, shall be provided by the A-E.

4.4.5 Air Quality Permits

Any project which affects the emission of air pollutants from

Goddard Space Flight Center must be reviewed by the Government to determine if an Air Quality Permit to Construct from MDE is required. All air quality permits must be obtained prior to construction. The A-E shall be required to furnish all calculations and a completed application package.

5.0 SPECIAL OR ENGINEERING STUDIES

Special or Engineering Studies shall investigate potential activities from new or changing program requirements that may impact facilities and to document the facility implications.

5.1 Study Content

The contents of Special or Engineering Studies shall be adjusted to meet project requirements as necessary.

6.0 PRELIMINARY ENGINEERING REPORTS (PERs)

The PER shall be required as detailed in the individual task order. PERs are common for projects of significant technical or financial risks associated with them (e.g., employing leading-edge technology, highly technical, complex, or with incremental funding). The PER will include the following sections:

6.1 Section I: Requirement Statement and Justification

Describe and justify the project requirements, problems, and milestones. Center directives will be referenced to support the requirements and required completion date.

6.2 Section II: Descriptive Analysis

The problems and solutions identified must be explained with sufficient detail to adequately make rational decisions.

Include schematics and one-line diagrams showing the functions and operations to be performed within the facility. A life-cycle cost analysis that meets the requirements of paragraph

2.2.6.12 of NPR 8820.2, Budget and Approval Documents, must be developed and provided for each alternative. Each alternative will include discussion on the pros, cons, risks, and analyses for meeting the project requirements including safety, fire protection, energy conservation, environmental operations and maintenance considerations, and sustainability. Where applicable, each alternative must include information on architectural, site development, structural, mechanical, and electrical considerations; real estate action; and any affected utilities. If there are no real estate requirements, it must be clearly stated in this section.

6.3 Section III: Engineering Budget, and Other Estimates

The PER cost estimates will be compared on NASA Form 1510, Facility Project Cost Estimate, in accordance with Appendix D, Facility and Other Related Costs of NPR 8820.2. The cost estimating process includes Engineering Estimates (EE), budget, and other types of cost estimates.

6.3.1 The Engineering Estimate (EE):

This represents the Construction of Facilities (CoF) costs developed from the draft project documents (drawings and specifications) prepared for the PER. The estimate includes the costs for materials, labor, real estate actions, and services including Contractor overhead and profit escalated to the mid-point of construction. Adequate design contingencies must be included. The EE must include all labor and material costs for all items including collateral equipment that would normally be furnished by a Contractor and installed as permanent in the facility. When applicable, the cost to install government Furnished Property (GFP) will be included.

The EE must not include construction contingencies or, Supervision, Inspection, and Engineering Services (SIES). The basis or source used will be indicated on the estimate.

Estimates will identify funding requirements by fiscal year(s) and amount(s). The EE must include unit costs (e.g., units of measure and quantities for each significant item) instead of lump sum estimates whenever feasible. The EE is the estimate used for comparing alternatives within the PER.

6.3.2 Operations and Maintenance (O&M) Costs:

An O&M cost estimate covering the expected life of the facility must be included for each feasible alternative in the PER.

This cost estimate will include recurring costs for each alternative including utility and operations and maintenance costs for installed systems over the expected life of the facility.

6.3.3 The Budget Estimate or Project Estimate:

This estimate includes the EE of the selected alternative, construction contingencies, commissioning services, and SIES.

This estimate will follow the same guidelines for unit costs as outline in the prior paragraph. The total budget estimate becomes the budget (BA) after it has been submitted to OMB and is the BA for this project on all future reports to NASA

Headquarters.

6.3.4 Other Cost Estimates:

Project requirement costs not covered in the prior three paragraphs should be included within the PER, but annotated separately. For example, non-real property equipment, furniture, and telecommunications equipment required to meet the project goals and objectives fit under this heading.

6.4 Section IV: Design and Construction Schedule

Provide a project schedule using MS Project. If a predetermined need date has been established for the facility, it shall be shown in the schedule. The schedule must address requirements for other A-E services, long lead items, special approvals, and other special requirements. If more than one construction contract is contemplated, an estimate of the time required for each major contract and the phasing will be provided. The schedule must include the estimated number of months required for each of the following:

Preparation of final design documents

Construction acquisition

Construction

Facility activation

The dates shall be recorded on the NASA Form 1509 (Facility

Project – Brief Project Document) in accordance with paragraph

1.4.8 of NPR 8820.2.

6.5 Section V: Appendices to the Report

6.5.1 Drawings:

As required for clearly illustrating the project, drawings for the PER will include a location plan, site plan, single-line floor plans, and elevations. On the drawings, particular attention must be paid to illustrate effective land use. Any proposed land-acquisition requirements, including easements, must be indicated on the site plan. Required safety clearance distances, when applicable, must be shown on the site plan.

6.5.2 Ancillary Investigations:

Any supplementary investigations or studies used to enhance, develop, or eliminate alternatives, such as soil conditions, environmental studies, marketing strategies, or feasibility studies, must be either attached to or summarized in the appendices.

6.6 GSFC Architectural Design Team

As required by the individual task order, the A-E shall prepare documentation for presentation to the GSFC Architectural Design

Team [formerly the Architectural Design Review Committee

(ADRC)]. Preparation of documentation for the ADRC is outlined in the FMD Code 220 Standard Reference Document (Appendix 1).

6.7 National Capitol Planning Commission (NCPC)

As required by the individual task order, the A-E shall prepare documentation for presentation to the NCPC as outline in the

FMD Code 220 Standard Reference Document (Appendix 1).

7.0 FINAL DESIGN DOCUMENTS

7.1 Final Design

7.1.1 General Statement

The design of architectural, civil, structural, mechanical, UCS, sprinkler system, plumbing and process systems, electrical, PMCS, smoke, fire detection and alarm system, and security system shall provide a safe facility adequate for its intended uses.

7.1.2 Minimum Design Review and Approval

Minimum designs may or may not require drawings depending on the complexity of the project. Minimum design drawings, if required shall be reviewed by a professional engineer and or licensed architect, as applicable.

7.1.3 Architectural Design

The architectural design shall ensure an efficient and functional facility that becomes a visual asset to the surrounding environment. It shall describe a quality facility, buildable without expensive or extraordinary efforts. The design of architectural systems shall include exterior and interior walls and fenestration, floor systems, finishes, roofing, ceiling systems, hardware systems, stairs, lavatories, door and windows, and other special systems as may be part of the project scope.

7.1.4 Civil Design

The design of civil systems shall include demolition, parking lots, roads, drainage and grading, sediment and erosion control, site utilities, sidewalks, retaining walls, landscaping, and other site-related services as required. The A-E shall provide all necessary requirements on the construction documents for permanent and temporary de-watering systems.

7.1.5 Structural Design

The design of structural systems shall include footings, building slabs, structural skeleton, slabs-on-grade, floor decks, and other systems to ensure adequate strength and rigidity to support gravity and lateral loads.

7.1.6 Mechanical Design

The design of mechanical systems shall include Heating, Ventilation, and Air-Conditioning (HVAC), Utility Control System

(UCS), Plumbing and process piping systems. HVAC system design shall include Air Handlers, fans, ductwork, steam, chilled water, heating hot water, laboratory exhaust systems, and mechanical site utilities. The design of the environmental systems shall provide for the comfort, safety, and health of building users.

7.1.7 Fire Protection Design

A registered fire protection engineer shall be involved in any substantial design task order that involves any fire protection system, life safety/egress analysis, special hazards, etc.

The design of fire protection systems, shall conform to all applicable codes listed in Code Analysis. The A-E shall indicate on the drawings the locations of standpipes and major fire protection piping runs, and the extents of each zone, as well as the required hazard/class of coverage. The A-E shall include flow test data where necessary for new systems and modifications that increase fire protection water demand. The

A-E shall perform calculations as necessary to show that the proposed utility point of connection will be adequate for fire protection of the facility. The sprinkler branch piping layout need not be shown, as it will be determined by the Construction

Contractor, on the basis of an approved hydraulic design. Where the A-E is performing fire protection system layout and design, all details required to be included in the installing

Contractor’s shop drawings by NFPA 13 shall be provided in the drawings.

The design of smoke detection, fire detection, fire alarm, and mass notification systems shall include all necessary information as indicated in the FMD SRD for Facilities and NFPA

72. Design ambient and alarm sound pressure levels shall be provided to ensure the compliance with public audibility requirements. Acoustically distinguishable spaces shall be defined to ensure compliance with intelligibility requirements.

Engineered smoke control, if required, shall be included in the

UCS package.

7.1.8 Plumbing and Process Design

The design of building plumbing shall include sanitary sewer, domestic cold and hot water, roof drainage, compressed gasses, process cooling water, and vacuum, cryogenic or other specialized systems, as required.

7.1.9 Electrical Design

The design of electrical systems shall include power distribution, grounding, building and site lighting, [intelligent lighting controls shall be part of the UCS if included in project scope], lightning protection, UPS, site electrical utilities, and other related electrical services associated with building and facilities equipment. The design shall include empty conduit, cable trays, ducts, and closets for data processing, and communications systems.

7.1.10 Security Systems

Security System design shall comply with the requirements of the

FMD SRD for Facilities. The design shall include empty conduit, cable trays, ducts, and closets for security systems.

7.1.11 Telecommunication Systems

Telecommunication system design shall comply with the requirements of the FMD SRD for Facilities. The design shall include empty, roughed in conduits, cable trays, ducts, and closets to facilitate the installation of telecommunication

(telephone, LAN, data, etc.) systems. Actual installation and connectivity of these systems will be performed by GSFC Code

700.

7.2 Specifications

Specifications shall be printed single side, with a master table of contents, and with individual table of contents for each section. Specifications shall be ready to print.

On projects where the A-E Contractor preparing the design will be the construction Contractor, the A-E shall utilize the “GSFC

Construction Specifications (contract Attachment B)” as the basis for design. Only project specific specification sections, which are not included in this document, shall be developed by the A-E. Additional specifications developed shall be included on the construction drawings. Where it is not practical to place additional specifications on the drawings, any additional specifications shall be printed as indicated above. On projects to be constructed by others, the A-E shall develop and assemble a unique and complete set of specifications.

7.3 Cost Estimates

Engineering Estimates of Construction (EEC) for each firm fixed price task order shall be determined using the RS Means Pricing method, described in Section 4.0 “RS Means Pricing Methods” in the Statement of Work (contract Attachment A). Cost Estimates shall be submitted with each design submission. The Government

Task Monitor/Project Manager has the right to reject a submission if no Cost Estimate is included with the submission documentation.

7.4 Calculations

Calculations shall be complete in all detail. Calculations shall be provided for all discipline areas, and shall be provided with tables of contents that clearly organize disciplines and separate systems. All calculation assumptions, codes, other source information shall be stated. Calculations shall be professionally organized with such detail to indicate formulas, schematics, calculation steps, and other information necessary to allow technical review by the Government.

Computerized calculations shall include printouts of all input as well as output sheets and shall be labeled, annotated, and accompanied by diagrams as necessary to clarify all printouts.

Calculations shall be bound in spiral binders.

7.5 Construction Schedules

A-E shall provide an estimated construction Gantt style CPM.

CPM shall be the product of a commercially available software package. The CPM shall indicate all major work elements, properly sequenced, to indicate most probable construction duration.

7.6 Equipment Data Books

Equipment Data Books shall contain detail copies of all design data developed and used in the selection of mechanical, electrical, and other building equipment for the preparation of the construction drawings and specifications. Electrical and mechanical equipment cut sheets shall be labeled and cross-referenced to the floor plans, and shall clearly show selected equipment which meets the calculated performance requirements.

The data shall be provided in 3-ring loose-leaf binders, with table of contents, and shall include such diagrams and sketches as are pertinent to explain intent. Equipment data shall be clearly marked and indicate which model, features, and other options are included in the project.

7.7 Architectural Color Books

Architectural color book shall include samples of all finish materials to be used, indicating texture, color, and form.

Color book materials shall be in 3-ring loose leaf binders or

ANSI size D (22" x 34") Color Board, as indicated in the project scope of work.

7.8 Contract Drawings

Contract drawings submitted at 35 percent, 60 percent, and 90 percent shall be standard paper quality, ANSI size B (11" x

17"), suitably bound.

Original contract drawings submitted at 100 percent shall be standard paper quality, ANSI size D (22" x 34"), stamped and sealed by a Professional Engineer.

7.9 35% Construction Documents

Specifications (if necessary)

The specifications shall contain Table of Contents as follows:

Project Table of Contents;

All applicable GSFC Local section Tables of Contents;

All applicable NASA Master section Tables of Contents;

Any applicable non-NASA or newly-created specification

Section Tables of Contents;

Drawings

Drawings shall be fully developed to 35 percent level giving clear indication and presentation of design approaches for all disciplines. All disciplines shall be provided with accurate legend and symbol designation sheets.

Architectural drawings shall provide plans for all floors, with exterior wall thicknesses fixed; structural grid shall be fixed; overall dimensions shall be provided, including setbacks and other special dimensioning;

interior partitions shall be located and dimensioned, including location of doors and swings; extents and rating of all fire-rated partitions shall be clearly indicated on plans; floor/slab elevations shall be indicated. Larger scale plans for core elements shall be provided, including stairs, elevators, shafts, and lavatories. Building elevations indicating vertical elevations and floor heights, fenestration, exterior finishes, column locations shall be provided. Sections indicating overall building longitudinal and traverse, typical walls with foundation and perimeter treatments, window location and insulation, and parapet shall be provided. Equipment schedules shall be laid out to receive schedule information such as doors, hardware, room finishes, windows, and others as may be necessary.

Civil drawings shall provide topographic survey plans with all relevant features, documentation of area to be disturbed including impervious area(s) to be added/removed, appurtenances and controls, demolition plans indicating items to be removed, site layout plans with building, parking lot and other site features dimensioned and located, preliminary grading/drainage plans, utility plans with utilities located, utility profile plans showing existing utilities, preliminary detail sheets, boring logs and geotechnical information sheet, preliminary sediment control.

Structural drawings shall provide foundation plans, developmental footing schedules, slab plans, framing plans with top of steel elevations, elevation plans, typical framing details, preliminary sections and details, developmental column, pedestal, base plate, and footing schedules, and General Structural notes indicating, design loads and loading, structural codes and standards, and materials information. Plans shall be dimensioned with column grid spacings.

Mechanical drawings shall provide floor plans for all

HVAC, exhaust, plumbing, process, and [smoke removal] systems, showing location and approximate size of all major equipment; layout of major duct and pipe mains including locations of all flow measuring devices; sizes and locations of slab and wall penetrations required for chases and louvers. Provide demolition plans with a similar level of detail for any existing systems to be removed or modified.

For each [smoke removal,] HVAC and exhaust system, provide a flow diagram with a concise description of the proposed system operation (this will be the basis for further development into the UCS drawing for the system) and a key plan showing the area(s) served by the system.

Fire Protection plans shall show the location and hazard class of each sprinkler zone, and show standpipe locations.

Fire Protection drawings shall provide floor plans for all fire protection, detection, and alarm systems, showing location and approximate size of all major equipment;

layout of pipe mains and branches including locations of sprinkler heads; sizes and locations of slab and wall penetrations required for piping and wiring. Provide demolition plans with a similar level of detail for any existing systems to be removed or modified.

For each detection and alarm system, provide a flow diagram with a concise description of the proposed system operation (this will be the basis for further development into the UCS drawing for the system) and a key plan showing the area(s) served by the system.

Electrical drawings shall provide developmental lighting plans, power plans, location of switch gear/substation, power panels, and cable trays. Electrical service equipment shall be identified, including transformer KVA ratings. Preliminary one-line diagrams shall be included.

Drawings shall show electrical rooms, communication equipment rooms, and major equipment.

Cost Estimates

Each work package or separable bid item shall be broken out separately, as required.

Calculations

Calculations shall include a tabulation of the design criteria used for each discipline.

Plumbing, fire protection, fire alarm and heating/cooling load calculations shall be provided. Preliminary electrical load calculations shall be provided.

Preliminary short circuit calculation shall be performed to determine approximate short circuit levels. Total utility requirements shall be tabulated, including power, chilled water, steam, water, storm and sanitary sewer; and adequacy of existing utilities for proposed connection shall be confirmed. Preliminary pipe and duct sizing calculations for mains shall be shown.

7.10 60% Construction Documents

Provide a complete set of Project Specifications with:

Project Table of Contents;

All specifications sections, with designer notes intact, with red line additions, deletions, and modifications.

Government review of the specifications will focus primarily on issues of standardization, design concepts or systems, consistency, and GSFC policy. The A/E shall edit the specifications as necessary to ensure proper technical content.

In addition to the hardcopy markup as indicated above, the

A-E shall also submit a SpecsIntact electronic database which uses the SpecsIntact backup software routine. This database shall be reviewed for following proper

SpecsIntact procedures.

The package shall include all sheets, but not necessarily all drawings, required in the final set. Drawings shall be fully developed to 60 percent level. Most conflicts between the various disciplines shall have been eliminated so that the set itself shall be internally consistent.

Resolution of conflicts with the project specifications shall have begun.

Architectural drawings shall provide all floor plans, with major dimensions, including those for fenestration; noted or keyed interior partition types; keys for larger-scale plans and plan details; larger-scale plans of special spaces such as lobby(ies); cores, stairs, and elevators, dimensioned, partially noted, and keyed for details;

complete stair sections, keyed for details and clearly showing maintenance of integrity of fire separation at fire stairs; stair details, dimensioned, and for monumental stairs, noted; built-in furniture items, such as reception desks, counters, cabinets, worktops, lockers, and special furniture and equipment (except for systems furniture), drawn to scale and keyed for details;

Government-Furnished Equipment shall be marked for easy identification and clarification, and keyed to a schedule.

Finished building elevations, keyed for building sections, all wall sections, window types, glazing types, louver numbers; all wall sections, keyed for details, dimensioned, and partially noted. Blocked-out versions of all exterior closure details, including roof details, blocked-out window elevations, louver elevations, storefront elevations, dimensioned and keyed for details;

blocked out interior elevations of special spaces, keyed for details.
