Questions and Answers Part 2
7/28/2016
Question 19. Will the hanger be unoccupied and cleared out during the construction?
Answer 19. The hanger will remain in operation during demolition of existing evaporative cooling units and installation of new air handling units. Installation of radiant heating units (if awarded) will require close coordination with the occupants and be done on Regular Days Off (RDO) Friday’s, Saturday’s, and
Sunday’s for work affecting the hangar. Only portions of the hangar will be available for the contractor to install the radiant heating system. Plan on having access to one quadrant of the hangar at a time and completing work in each quadrant before moving to the next. The hangar occupants will relocate the aircraft prior to work beginning in the quadrant. Radiant heating work that does not impact the hangar area can be performed during normal business hours.
Question 20. Please provide the survey reports on any hazardous material such as asbestos and lead.
Answer 20. A complete hazardous material survey for B4802 does not exist. We know however, that the paint on the structural steel members of the building contain lead and that the draft curtains above the acoustical ceiling are made from an asbestos containing material (transite).
Question 21. Can you please provide the sign in sheet for the job walk for the subject solicitation?
Answer 21. The sign-in sheet was posted on 7/21 as part of Amendment 1 of the solicitation.
Question 22. I wanted to see if you had any info regarding general contractors for this project. Does this project already have generals preselected or do you know of which generals are bidding? If you could let me know I would appreciate it so we can submit our electrical sub BID correctly.
Answer 22. The bidding contractors are unknown. The sign-in sheets of the participants of the job walk have been posted as part of Amendment 1 of the solicitation.
Question 23. E-400 shows two type of bollards; fixed and removable, but there is only detail for the fix type on the drawings.
Please provide details/specification for the removable bollards.
Answer 23. A detail for the removable bollard is included as a separate attachment entitled, “Removable
Bollard Detail”.
Question 24. The additive options work affects the existing suspended ceiling system.
Please provide the specification for the existing suspended ceiling system.
Answer 24. The specification requested is included as a separate attachment entitled, “Acoustical
Ceilings 09 51 00”.
Question 25. Does the Duck Bank Detail on E-010 apply to both high (480/277V) and medium (12.47KV) voltage underground conduits?
Answer 25. Yes, the detail applies to both medium voltage and low voltage duct bank installations.
Question 26. Fire alarm code requires duct smoke detectors to be installed on both the supply and return air ducts to the air handler where units total CFM is 25,000 CFM or greater. AHU 3, AHU 4, AHU 6 and AHU 7 do not show return air ducts. How is the return air duct detector to be installed?
Answer 26. Duct detectors on supply only, if units do not have return air. AHUs with cooling only do not have return ducts.
Question 27. Ref EDM-1731 sheet 13, M-001; Note 12 states 'Smoke detector in supply air duct for unit shutdown (by controls contractor.' Is it the intent of this project for both the HVAC controls contractor and the fire alarm contractor to provide duct smoke detectors?
Answer 27. It is preferred that the duct detectors come integral to the AHU. If not, then Simplex is to provide and install the interface to the fire alarm system. Siemens will interface control to the AHU.
Question 28. Ref EDM-1731 sheet 39, E-300; Notes 5 and 6 appear to be contradictory. Is the duct smoke detector to be programmed to provide an alarm or supervisory condition at the fire alarm panel?
When a duct smoke detector goes into alarm will it be required to sound fire alarm evacuation signals?
Answer 28. Supervisory only, no evacuation. However, per the NASA AHJ, the AHUs will shutdown from any fire alarm in the hangar (manual pull, heat detector, waterflow, etc.) in addition to the supervisory duct detectors on the units.
Question 29. Is the existing tunnel just a utility trough or walk-in tunnel?
Answer 29. The existing tunnel is a walk-in tunnel.
Question 30. Will any portion of the Hangar be occupied or used by the government in any way that would require use to phase during the contract performance period?
Answer 30. Refer to Answer 19.
Question 31. Pictures of the interior space were not allowed to be taken during the site visit. We request the government take pictures of the ceiling and provide them under the next Amendment.
Answer 31. No pictures will be provided; the separate attachment entitled, “Acoustical Ceilings 09 51 00” addresses the ceiling specification.
Question 32. The Contractor is required to leak-test the existing ductwork. If leaks are detected, will the cost to properly seal them be handled through the change order process since there is no way for us to quantify the costs?
Answer 32. No, the contractor should plan to repair existing ductwork without a change order being issued since reusing existing ductwork is part of the scope of work.
Question 33. Is the Project Manager required to be onsite full time?
Answer 33. The Project Manager is not required to be onsite full time.
Question 34. Will separate and full time field personnel to include Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO) be required?
