Questions and Answers Part 3
8/11/2016
Question 65. Is there going to be a public opening of the bids and also will you be posting the abstract afterwards on FBO?
Answer 65. Yes, there will be a bid opening and the abstract will be posted on FBO.
Question 66. Drawing E-010, shows removing 480 volt feeders from the existing substation area (Note 2) to allow for installation of the new MV cable to feed the new equipment. We are to re-pull or pull in new feeders in the existing conduit from Buildings B4806 and B4803. There is nothing that says what size the existing feeders are, or even what size the services are that we are feeding. Is this information available?
Answer 66. The existing circuit breakers are 800 amp frame/400 amp trip. The existing feeder conductors are 350 kcmil.
Question 67. Revision to Answer 54 on “Questions and Answers Part 2” document. Please confirm that the existing ACM window caulking is to be left in place during the solar film installation.
Answer 67. Per the drawings and specifications, the window caulking is to remain in place. However, samples were taken and the window caulking is ACM. See testing reports provided as a separate attachment.
Question 68. Sheet M-001, air handling unit schedule – the air handling unit schedule identifies the manufacturer as being Munters, while specification section 23 76 00.00 10, paragraph 2.1.1 implies an evaporative system could be designed by another manufacturer with similar capacity and operation.
Will other manufacturer’s other than Munters be allowed? This should be of particular interest to the
Government as Munters equipment is some $400k(+/-) than equipment manufactured by others meeting the same requirements.
Answer 68. The design is based on Munters units being installed. Also, the other manufacturer’s unit must match technically all aspects of Munters to the component level. In summary, performance, capability, component, type of material, and workmanship has to match Munters. The contractor may choose to use a different manufacturer, but it is recommended to use Munters. If the contractor decides to pursue a different manufacturer, then the contractor will be responsible for meeting requirements of the design centered around the Munters units. If other units fail to perform identically to the Munters units, then the contractor will be responsible for any repair, replacement, or improvements to meet the design criteria.
Question 69. The instructions to bidders section L.17 52.228-1 BID GUARANTEE requires each bidder to submit a 20% bid bond or an amount of $3M, whichever is less. However, we are unable to locate a project specific bid bond form to be used. Would it be acceptable to submit the surety standard bid bond form with the bid?
Answer 69. Yes, it is acceptable to submit the surety standard bid bond form with the bid.
Question 70. Refer to Question and Answers dated 7/20/2016, Answer # 4, “Yes, cleaning and application of new solar film will be required at both the north and south hangar doors. Do not assume that any the quantities or dimensions provided in the plans are accurate, field verify.” Please confirm that the RFP drawings are the approved 100% construction drawings and can be relied upon by the prime contractors as accurate for bidding purposes.
Answer 70. Yes, these are the 100% For Construction Drawings and are as accurate as we know. Note 6 on Sheet G-001 states, “Verify all dimensions in field before proceeding with the work. Notify
Contracting Officer of any discrepancies, conflicts, and modifications.”
Question 71. Refer to Question and Answers dated 7/20/2016, Answer 5, it is the bidder’s responsibility to field verify the condition of the existing glazing. The existing glazing putty is considered to contain asbestos (Sheet G-001 General Note #14). Follow the requirements detailed in specification section 01
35 40.00 20, paragraph 1.7.3 if asbestos containing materials are disturbed.
For bidding purposes please confirm that the referenced note regarding field verification applies to post award verifications by the awarded contractor.
Answer 71. Yes, this would be a post award verification by the contractor, but asbestos will only become an issue if disturbed.
Question 72. Refer to Question and Answers dated 7/20/2016, Answer 8, Should fireproofing be required on any structural steel, this note applies.
XXX, the contractor cannot assume whether or not there is existing fireproofing. Please specify where, if any, fireproofing is required and provide a specification or confirm that fireproofing is not presently in scope.
Answer 72. No fireproofing is present on any of the structural members in the building. It is not anticipated that any will be needed in the new work.
Question 73. Refer to Question and Answers dated 7/28/2016, Answer 32, No, the contractor should plan to repair existing ductwork without a change order being issued since reusing existing ductwork is part of the scope of work.
Please clarify how the contractor is to quantify the amount of required duct repairs until after the DALT testing is completed?
Answer 73. The existing ductwork slated to be reused has been in place for over 20 years. Contractors shall employ prudent judgement in estimating the quantity of ductwork that will require resealing.
Question 74. Refer to Question and Answers dated 7/28/2016, Answer 53, A lead paint report is not available, the contractor should field verify prior to demolition.
Field verification can only be done via testing. Please clarify if the contractor is to include testing of the existing paint at the hangar doors for lead?
Answer 74. The Contractor should plan for any testing prior to demolition.
Question 75. Refer to Question and Answers dated 7/28/2016, Answer 61, the intent is for the existing louvers to be removed and replaced with new, like size. If existing conduits interfere, you may remove and reinstall them as required.
The louvers in this question are on the East side of the hangar per sheet M-202C. Please confirm that
Answer 61 relates to removal and replacement of 5 EXISTING louvers on the East side of the hangar. If the louvers are to be installed in new openings, please provide a detail for the new opening.

A detail will not be provided.
Question 76. Under Section B of solicitation no. NND16586677E, there is a bid form which outlines the base bid, as well as the additive options (EXHIBIT A from attachments).
Additive #1 is the installation of (2) AHU’s Additive #2 is installation of Radiant Heaters Additive #3 is installation of Solar Film to inside of hanger door windows
Specification Section 01 11 00 SUMMARY OF WORK, Part 1.1.18 Base Bid and Additive Options (EXHIBIT
B from attachments) supports this.
However, looking at drawing sheets M-000 and M-001 (EXHIBIT C and EXHIBIT D, respectively) it can be seen that the additive options are as follows Additive #1 is installation of Radiant Heaters Additive #2 is installation of AHU 4 Additive #3 is installation of AHU 6
In short, the additive options from the solicitation and specifications directly contradict the additive options according to the drawings.
Answer 76. The specifications take precedence over the drawings. Contractors are to follow the summary of work for additive options.
Question 77. Ref Specification Section 28 31 00.00 10 paragraph 2.3 Nameplates - What would be the
'major components' requiring nameplates for the fire alarm system? Is the factory installed identification plate sufficient?
Answer 77. All components are expected to contain a manufacturer's nameplate as a minimum. A factory installed identification plate is acceptable. Contractor shall provide digital high resolution photos of each nameplate.
Question 78. Ref Specification Section 26 05 00.00 40 paragraph 3.2.5 Field Fabricated Nameplates -
Does this paragraph apply to fire alarm equipment? If so, which fire alarm components require nameplate identification?
Answer 78. Yes, this paragraph applies to fire alarm equipment. The duct detector enclosure will require field fabricated nameplate.
Question 79. The drawings (M-202A,M-202B and E-300) refer to the AHU 4 as add option 2 and AHU 6 as add option 3 but section B of the bid solicitation form places both AHUs under a single additive. Please clarify.
Answer 79. The specifications take precedence over the drawings. Contractors are to follow the summary of work for additive options.
Question 80. It has been brought to my attention that the duct detectors on the existing AHUs were newly installed as a part of the recent hangar repair project. If that is the case will it still be required to replace the duct detectors since at this point the existing duct detectors are less than two years in service?
Answer 80. Reuse of existing duct detectors is acceptable. Contractor shall ensure that they capture relocation of existing duct detectors and identify their new locations from existing locations. Installation of reused detectors on new AHU's must demonstrate workmanship equivalent to a new installation.
Question 81. We have reviewed spec 23 07 00 Thermal Insulation for Mechanical Systems and have found that the Pipe Insulation Execution Chart is missing from the specification. Additionally, this specification doesn’t specifically address the insulation, vapor barrier, or aluminum jacketing requirements for ductwork that is exposed to weather. Please advise.
Answer 81. The missing section of the specification is attached separately.
Question 82. “Isolation Valves will be provided for each individual gas fired appliance with solenoid shut-off connected to the fire alarm system” Please clarify this requirement. Is there to be a manual and a solenoid valve? Does the fire alarm system close the solenoid valve if smoke detected? Please specify the solenoid valve type: voltage, normally open or closed, etc. Please specify a manufacturer that is acceptable to the agency.
Answer 82. Solenoid valve connected to the fire alarm system is not required.
Question 83. The drawings and notes do not reference a shut off valve at the existing branch connection for Hanger Building 4802. Will the Edwards Base Facilities depressurize this line to allow for installation of the new site gas isolation valve and relight all effected gas appliances? If not, is hot tapping an acceptable alternative to install the isolation valve?
Answer 83. Gas flow may be stopped by pinching the existing line, then fusing the point of connection, or the contractor could request that NASA shut off the gas at the valve. The government will re-light the appliances.
Question 84. The gas schematic shows 12 PSI gas coming into the meter and 5 PSI gas exiting the gas meter. Is there a gas meter detail available, by pass, monitoring connections etc.? A gas meter would typically not drop the outlet PSI to 5 PSI is a regulator required downstream of the meter to drop the PSI to 5 PSI. Is the 2” line size on the outlet side of the meter correct?
Answer 84. The gas pressure entering the NASA complex is 12 psi. Install the appropriate new gas pressure regulator at each gas-fired appliance.
Question 85. Pipe Support Detail 3 show pipe being supported from unistrut between the structural members. Please provide more information on how to connect the unistrut to the structural members.
Are connections allowed to the bottom cord of the truss? Can pipes be connected directly to the truss?
If yes, please provide the detail. Please provide information on direction of the roof truss and the distance between the joist. Are the original structural drawings available to show truss orientation, size spacing etc.
Answer 85. Attach Unistrut to building structure per manufacturer’s recommendations. Connections may be made to the bottom chord of the truss provided there is adequate space. Attachment to bottom chord of trusses shall be per manufacturer’s instructions. Structural as-built of B4802 attached separately.
Question 86. 2.6 Seismic provision provide earthquake automatic gas shutoff valve . . . or excess flow valve. Will excess flow valve(s) be required in addition to earthquake automatic gas shutoff valve? We have, in the past, been required to supply both on Federal projects. Drip legs at outside AHUs could accumulate moisture and rupture in freezing conditions. If excess flow control valves are required please indicate locations for them to be installed.
Answer 86. Per the specifications the contractor is to provide an automatic gas shutoff valve or excess flow valve, but not both. Please provide one or the other.
Question 87. Our HVAC equipment supplier would like to know if the government has a water quality report. They would like to know what the water chloride and silica content is. This information well help determine the type of metal used to construct the HVAC units with, basically the type of stainless to prevent corrosion.
Answer 87. The only report we have available is from 2012 and is attached.
Question 88. Please confirm there is enough elevation to slope the AHU drains to the existing drains inside the building.
Answer 88. The Government believes there is enough elevation to the slope the AHU drains to the existing drains inside the building, but this does not relieve the contractor from field verification.
Question 89. Will water to the AHUs be subject to freezing and require heat tracing and insulation?
Answer 89. Yes, contractor should assume that the water to the AHU’s is subject to freezing.
Question 90. Will water and drain for the AHUs be insulated?
Answer 90. This question is not clear. This is assumed to mean the water lines and drain lines. These will need to be insulated.
Question 91. Drawing 32 of 47 Plumbing Floor Plan Area B shows the cold water lines connected to the
AHUs with a check valve. Summary of work calls for reduced pressure back flow protector (RPZ). Are we to use RPZs or Check valves? If RPZs are required can we install on 2-1/2” on the branch serving the units or one at each unit?
