About this file
This is a Request for Qualifications (RFQ) issued by the Nampa & Meridian Irrigation District (NMID) seeking a Construction Manager/General Contractor (CM/GC) for the Ridenbaugh Canal Diversion Headworks Modernization Project located near Boise, Idaho. The project involves modernizing an aging diversion headworks originally constructed in the 1800s, with permanent improvements including demolishing existing infrastructure, installing new automated diversion structures, constructing sediment control features, and implementing modern technology to improve water delivery. Responses are due by 3:00 p.m. on November 6, 2024, with six printed copies and one USB drive required. The project is expected to commence construction in 2025 and be completed by 2026 or 2027, with a critical requirement for expertise in performing in-river construction on irrigation diversion structures.
The project is funded through a combination of grants, including $3,686,164 from the Idaho Water Resource Board Aging Infrastructure Grant program and the U.S. Bureau of Reclamation WaterSMART: Water and Energy Efficiency Grant program. The total project cost is estimated at $13,388,370, with the total project budget being approximately four times the grant amount. The CM/GC will be responsible for preconstruction services, procurement, and construction management, with a Guaranteed Maximum Price (GMP) mechanism to control costs. Evaluation of CM/GC proposals will be based on a 100-point scoring system that considers factors such as relevant experience, ability to self-perform work, project approach, staff qualifications, and scheduling and budget control capabilities.

I. INTRODUCTION
Nampa & Meridian Irrigation District (“NMID”) is issuing this Request for Qualifications (“RFQ”) to request Statements of Qualifications (“SOQ”) from firms that are licensed as Idaho Public Works Construction Managers and as Idaho Public Works Contractors, in good standing, to act as a Construction Manager/General Contractor (“CM/GC”) for the Ridenbaugh Canal Diversion Headworks Modernization Project (“Project”).
The Ridenbaugh Canal Diversion Headworks is located on the south bank of the Boise River near 3960 S. Eckert Road in Boise, Idaho (see Exhibit A and Exhibit B).
NMID owns, operates and maintains the Ridenbaugh Headworks to divert and deliver water from the Boise River through the Ridenbaugh Canal System to lands in Ada NMID and Canyon NMID, Idaho during the irrigation season, generally between April and October. The Ridenbaugh Headworks and Canal System, and the lands within NMID’s Service Area to which they deliver water, are generally depicted in Exhibit A.
The Project will modernize the Ridenbaugh Headworks as generally described in Exhibit C to replace aging structures and components to secure and improve NMID’s long-term operation and maintenance of the Headworks and Canal.
Project design prepared by HDR Engineering, Inc., included in Exhibit D, has progressed to the point that NMID is ready to retain a CM/GC to provide preconstruction and procurement services and to conduct and manage Project construction at a Guaranteed Maximum Price
(“GMP”).
Project construction is expected to commence during 2025 and to be completed during 2026 or 2027.
This project is being directed by:
Greg Curtis Water Superintendent Nampa & Meridian Irrigation District Shop 5525 E. Greenhurst Rd.
Nampa Idaho 83686 Phone: 208-466-0663 Email: GCurtis@nmid.org
Experience in performing in-river construction on irrigation diversion structures comparable to the Ridenbaugh Headworks including dewatering activities is an essential qualification for this project. All construction work must be performed to prevent interference with NMID’s operation, maintenance and repair of the Ridenbaugh Headworks and Ridenbaugh Canal to divert and deliver water from the Boise River to lands within NMID’s service area.
Additional qualifications and selection criteria that NMID will consider in selecting a CM/GC are described in Section IV. SOQ RESPONSE, FORMAT, CONTENT, AND EVALUATION mailto:GCurtis@nmid.org

PROJECT DESCRIPTION
Ex. C - Page 1 of 4
Introduction The Nampa and Meridian Irrigation District (NMID) is modernizing its Boise River diversion headworks for the Ridenbaugh Canal.
The Ridenbaugh headworks, originally constructed in the 1800’s, consists of a low-head concrete diversion structure, a sediment control sill wall, wing walls, trash rack, and a headworks with radial intake gates (shown in Existing Conditions/Site Pictures Attachment). The diversion structure extends from the concrete walls of the inlet channel on the west bank of the river to an abutment on the east bank. NMID staff divert water during the irrigation season (April
- October) by manually installing stop logs in the diversion structure from a wooden walkway.
The headworks is showing signs of aging and nearing the end of its useful life:
• Concrete, metal, and wooden components of the diversion structure, sediment wall sill, and original headgate’s structure have deteriorated are displaying the effects of freeze/thaw cycles and general deterioration from over 100 years of operation.
• Seepage undermines the integrity of the original headgate wing walls
• Scour at the downstream edge of the diversion structure and around the right abutment places the reliability of the diversion structure in question.
• The deteriorating condition of the headworks facility is causing continually increasing maintenance effort and more dangerous working conditions.
This Project will replace aging components of the Ridenbaugh headworks and utilize modern technology to secure the long-term delivery of water through the Ridenbaugh Canal, improve operation and maintenance, and minimize safety risks to NMID staff.
Project Scope The Project Area on the west side of the Boise River is located on NMID property. The Project Area on the east side is located on City of Boise Parks and Recreation property (Ex. B, Project Site), where the future City of Boise Alta Harris Park is proposed.
The Project will consist of the following permanent and temporary construction actions.
Permanent
• Demolish and remove the existing diversion structure stop log piers while leaving the concrete sill in place, sediment wall maintenance walkway, ~215 feet of the sediment wall next to the intake gates (remainder of the sediment wall to remain in place), trash rack, original headgates and wing walls, partial east and west side (right and left bank) abutments, and other infrastructure.
• Remove rock and concrete debris at the existing diversion structure and along the banks of the Boise River as needed to construct the Project.
• Clear a limited amount of vegetation along the river banks within the Project area.
• Construct access route (2 options) to the Boise River from the staging area in coordination with the proposed City of Boise Alta Harris Park.
Ex. C - Page 2 of 4
• Install new diversion structures consisting of the following (Ex. B, Project Site):
o Concrete diversion structure upstream of the existing diversion structure (~40 feet east side and ~185 feet west side);
o Sheet pile foundation and cutoff walls below the primary river structure and beyond the east abutment.
o Automated overpour gates on the west half and a fixed crest concrete ogee weir on the east half of the diversion structure.
o Stop log structure at entrance to inlet channel.
o Sediment basin in the inlet channel.
o Sediment bypass gates to discharge natural sediment load back to the Boise River.
o Automated self-cleaning trash rack between the sediment basin and the canal inlet.
o Modifying the headworks structure to allow radial gates to be lifted out of the canal.
o Headworks facility mechanical control building in the upland on the west side.
o Access ramp on the west side into the sediment basin.
o Reroute of existing access road on the east side.
• Plant native trees, shrubs, and herbaceous species along the river in disturbed areas.
• Stabilize the Project Area post-construction utilizing Best Management Practices.
• Install safety signage and warning buoys on the river upstream from the project
Temporary
• Install cofferdams to dewater approximately half of the Boise River to protect ongoing construction from inundation.
• Construct staging area on City of Boise property, to be restored upon construction completion in coordination with the proposed City of Boise Alta Harris Park.
• Provide traffic control in and around the construction site
