DESCRIPTION OF THE PROJECT/SUPPLIES/SERVICES
The mission of the National Network of Libraries of Medicine (NN/LM) is to advance the progress of medicine and improve the public health by: 1) providing all U.S. health professionals with equal access to biomedical information and 2) improving the public’s access to information in order to enable them to make informed decisions about their health. The Program is coordinated by the National Library of Medicine and is carried out through a nationwide network of health science libraries and information centers.
It is requested that the Office of Acquisitions Management, NLM, take all necessary action to initiate new, negotiated, five-year, incrementally funded competitive contracts to provide services in the eight geographic regions serving the United States and its territories.
The National Network of Libraries of Medicine (NN/LM) was originally established in 1967. Public Law 89-291 (the Medical Library Assistance Act/MLAA) and its latest extension limits participation in the NN/LM program via the contract mechanism to existing public and private non-profit medical libraries, or parent institutions of medical libraries. Institutions selected through this competitive acquisition will serve as the Regional Medical Library (RML) within the NN/LM for the geographic area in which they are located.
Regional composition by states (and territories, where applicable) are:
Region 1: Delaware, New Jersey, New York, and Pennsylvania;
Region 2: Alabama, District of Columbia, Florida, Georgia, Maryland, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, West Virginia, Puerto Rico, and the U.S. Virgin Islands;
Region 3: Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, North Dakota, Ohio, South Dakota, and Wisconsin;
Region 4: Colorado, Kansas, Missouri, Nebraska, Utah, and Wyoming;
Region 5: Arkansas, Louisiana, New Mexico, Oklahoma, and Texas;
Region 6: Alaska, Idaho, Montana, Oregon, and Washington;
Region 7: Arizona, California, Hawaii, Nevada, and U.S. Territories in the Pacific
Basin;
Region 8: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and
Vermont.
This requirement for services is not appropriate for processing under the Performance- Based Service Contracting (PBSC) procedures at FAR 37.6. It has been determined that the requirement does not meet one or more of the minimum mandatory requirements for PBSC listed above.
The Project Officer has defined the requirement to promote, to the extent possible, the use of environmentally preferable and energy-efficient products and services (Reference FAR 7.103(n)).
Specific equipment purchases by each of the eight Regional Medical Library contractors will vary. However, all equipment to be purchased with government funds by the contractors or subcontractors will comply with EPA Energy Star requirements.
