LRAFB Airfield Pavements IDIQ Questions and Answers
1. Contract Line Item Numbers (CLINs) AI & AJ on the Schedule B reference specification
26 56 20, however, the specification is not included in the Statement of Work?
Answer: The correction has been made with Amendment 0001.
2. Must the Contractor have a minimum of 5 years of airfield experience to qualify for the IDIQ
Airfield contract?
Answer: The correction has been made with Amendment 0001.
3. Attachment 11 Past Performance Questionnaire- It directs me to use it as an electronic document but the pdf is signed and will not allow editing. Using fill and sign does not work either and it will not allow me to prepare it.
Answer: Either use a post script or print the document to .pdf, which will allow editing.
4. Page 1 of Attachment 11 states “we request your written response no later than 10 calendar days prior to proposal due date” and the page 2 letter says “MUST be submitted by 27 March
2019 @ 1:00PM LOCAL (CST)” Will you confirm that we are safe to use the latter date for
NLT date?
Answer: The correction has been made with Amendment 0002
5. Will a formal solicitation, form 1442, be issued/released, without the “draft” watermark?
Answer: Due to a system error, the draft watermark remained. With that being said, this is the official solicitation for the requirement.
6. Clarification needed for Section K – 52.209-7, Information Regarding Responsibility Matters.
Is the total amount of an IDIQ used when determining if the total value of Federal contracts exceeds $10,000,000?
Answer: According to the definitions paragraph of provision 52.209-7, it states:
“Federal contracts and grants with total value greater than $10,000,000” means
(1) The total value of all current, active contracts and grants, including all priced options;
and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).
Based on this information, it would mean that for IDIQ contracts, you only need to account for the amount on your active orders on that contract, not the total maximum value of the IDIQ.

7. For crushing concrete products, may the slabs that are removed be stockpiled and crushed periodically when a sufficient supply is on hand to be economical to the Government, or must the debris be crushed immediately upon the completion of each replacement work order?
Answer: Slabs demoed may be stored at the provided laydown yard only and the stockpile cannot exceed 125 CY loose material or 3 months. The laydown yard provided will be sized according to equipment being utilized on base such as stored material, crusher, batch plant, etc. with the maximum area being 3 acres.
8. Please confirm it is the Government's intention to use Type III Retro-reflective Beads at 10 lb/gal with paint applied at a rate of 1 gal/100 SF instead of Type I beads at 7#/Gal and paint at
120 SF/Gal I/A/W UFC 3-260-04 and historically used at LRAFB. (2.01 (B)).
Answer: Per specifications Type III Retro-reflective beads are required.
9. What is the thickness (depth) of the five (5) slabs located in the Christmas tree, TW F or TW
G to be removed and replaced under the first Delivery Order?
Answer: Thickness of slabs vary throughout the apron and taxiways. From past projects it is expected that slabs on Taxiway Golf at the center line will be 24 inches thick. Slab replacement shall be 17” thick with 6” of low compression concrete.
