SUBJECT: NKAK 21-1009 Sustain/Repair Airfield Pavements
1. The Government proposes to issue a task order for the above referenced project.
2. NOTICE TO OFFEROR; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS
PROJECT. NO AWARD WILL BE MADE UNDER THIS REQUEST FOR PROPOSAL
(RFP) UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT
TO CANCEL THIS RFP EITHER BEFORE OR AFTER THE RFP CLOSING DATE.
3. Please use the proposed Base Year Schedule B pricing of the solicitation to establish your proposal for this project. Include data to support your cost for all non-pre-priced items.
4. The Department of Labor Wage Determination for Highway Construction, AR 190171
(AR171) for Pulaski County applies to this project.
5. The magnitude of design and construction for this project is estimated to be between
$100,000.00 and $250,000.00.
6. The recommended period of performance is 100 calendar days maximum.
7. This project is subject to liquidated damages in the amount of $229.00 each calendar day.
8. In accordance with Air Force policy the subject project requires no Class I Ozone Depleting
Substances.
9. Your proposal shall also include a proposed period of performance, if the recommended period of performance is not feasible.
10. Your proposal shall be submitted to this office with the proposal for Solicitation
FA446019RA004.
11. Project engineer for this delivery order is Randy Shelden at 987-7691.

DELIVERY ORDER NO.
DESCRIPTION OF WORK: NKAK 21-1009 SUSTAIN/REPAIR AIRFIELD PAVEMENTS
The work shall consist of furnishing all plant, labor and material in performing all operations in connection airfield maintenance and repairs. All work shall be completed in strict accordance with the specifications and drawings of NKAK 17-1101, and NKAK 21-1009. Final slabs to be replaced will be identified after the award upon inspection of Airfield slabs. Work included in this Delivery Order could be located on the parking apron, Taxiway Foxtrot or the Christmas Tree. As of this time the 5 slabs are tentatively located on Taxiway
Golf, but subject to change after award.
Construction will generally consist of:
1. Contractor shall coordinate, submit for approval, and set up a temporary marking and barricade construction detour plan for airfield construction for each phase of construction, and maintain through construction completion & government acceptance.
2. The Contractor shall ensure an approved Construction Waiver has been completed prior to the start of construction. The Contractor shall have a copy of the construction waiver, and comply with risk management requirements contained within the Construction Waiver for aircraft and personnel safety.
3. The Contractor shall submit any updates to the Quality Control Plan per
Specification 01 45 00 prior to commencement of work.
4. The Contractor shall make concrete repairs as agreed to with project engineer.
Concrete repairs will include full depth and painting.
a. Repair by replacement full depth concrete slabs. Include “removal of concrete pavement and crushed to specifications and excavation, disposal, and preparation of subgrade.” Stockpile crushed concrete at the RRR pad. Place low compression concrete in the bottom of the repair prior to placing full depth concrete.
5. Bid Schedule Line item quantities proposed and accepted will be adjusted to meet repairs encountered and agreed to with the Project Engineer during construction.
6. It is the Contractor’s responsibility to keep a running total of bid schedule line item quantities used and agreed to. It is the Contractor’s responsibility to ensure line item quantities are not exceeded.
7. Provide GIS and As-Builts.
