the offeror shall fully complete Attachment 41, Contractor’s Proposed Treatment Storage and Disposal Facilities. This document requires that for each waste stream a primary, secondary, and tertiary form of off-site treatment, disposal, or recycling be specified. A separate summary shall also be provided that lists all waste streams that are designated for recycling, recovery, or other processing resulting in beneficial reuse. A short summary shall also be provided that briefly explains the process and how the material is actually reused in the commercial marketplace;
the methods and procedures for shipping wastes from NIH off campus installations for treatment and disposal.
Describe the manner in which the shipping and off-site treatment plans meet the SOW requirements, including the performance standards in the Performance Requirements Summary and the data management requirements.
4.
WASTE COLLECTION AND PROCESSING PLAN
The offeror shall fully describe the methods and procedures for the treatment and disposal of any NIH waste described herein at off-site treatment facilities. This plan must demonstrate a full knowledge of the requirements described herein, including those in the Performance Requirements Summary. This plan shall minimally address the following:
the proposed methods and procedures to be used to collect waste, receive waste, and process waste for recycling, reuse, on-site treatment, and off-site treatment. All related work must be done safely and in accordance with all regulations;
describe the methods and procedures to collect and fully process the following chemical wastes: a five gallon solvent safety can containing non-halogenated high btu solvents, a five gallon solvent safety can containing non-halogenated high btu solvents and contaminated with 300 ppm of Mercury, 100 grams of picric acid in a glass jar, a 1 liter bottle of sulfuric acid, and a ni-cad rechargeable battery. This description shall address all applicable phases of waste collection and processing including the final manner in which the waste will be treated or otherwise managed.
