1 Electrical EL108 Keyed Note 1 references Type W1 fixtures however Type W1 fixtures are not indicated on 1/EL108. Please clarify note.

W1 in the note was updated to W3 shown on the schedule and on the drawing.

2 Electrical EP101 indicates that some parts of the Mechanical level are to be considered exterior application. Does this apply to the entire level outside of electrical room? If not please identify the limits of areas to be considered interior.

For simplicity, assume the whole Mechanical level is considered exterior since West wall is open and rain/moisture/humidity can get in.

3 Electrical EP701-F Keyed Note 2 and EP702-F Keyed Note 1 indicates that feeder to SW-A8 should be Type CLX MV-105 3-conductor cable. EP102E-F indicates 6” conduits for feeders to SW-A8. Type CLX cable can be embedded in concrete. Please confirm conduit is required.

Yes, conduit is required. Some of the route will be underground and some above ground.

4 Electrical EP611 states that contractor is to provide integrator for EPO. Please provide information regarding the current integrator/manufacturer for the existing EPO system

The new EPO control cabinet was manufactured by "Fike." They are located in the tri-valley area (Dublin-Pleasanton-Livermore).

5 Electrical EP108A-F indicates (2) new manholes are to be provided under this scope.

Please provide size and specifications for manholes

Will provide standard/typical manhole specifications, see attachment for information.

6 Electrical EP704 – Keyed Note 2 & 3 indicate new conductors refeed of PDU-6 & PDU-14. Is installation of a JB and extending existing feeder acceptable? If not, please provide location of PDU’s for new conductors (Similar for EP705-Keyed Note 7, 8, 9 & 10)

Utilize new conductors from panel to PDUs. Please see the PDF layout showing the locations of the PDUs that are being re-fed.

7 Electrical Statement of Work: NERSC FACILITY UPGRADE II (NFU2) CONSTRUCTION dated 2/6/2024 - 3.0 Task Descriptions states that specific work will be identified as Phase 1 and will have an early finish date. After initial review of the bid documents, I was unable to locate reference to Phase 1 work on the project drawings. Please identify what (if any) electrical scope is required to be part of Phase 1

For practical purposes consider the Early Completion Scope as the Phase 1 work mentioned in the Statement of Work. Due to a timing misalignment between the Statement of Work, and development of the HPC system delivery model, the terminology changed. Please use "Early Completion Scope" in lieu of Phase 1 terminology.

The drawing cover sheet notes "Early Completion Scope." This work is referenced on the following sheets:

GI003 Sequence ED-102S Electrical Demo ED-102S EP603 Panel Schedules EP705 SLD Keyed Note 12

8 Electrical The project includes modification to existing electrical equipment.

Manufacturer and part numbers are not provided for the equipment. Can an additional walk-through be scheduled for electrical contractors as well as manufacturers reps to examine the existing electrical equipment.

Walkthroughs of the existing switchgear or vault are not allowed until award.

Photos are provided for reference. The proposal can include allowances relating to modifications to existing equipment.

9 Electrical Upgrades to the existing electrical equipment may require shut downs.

Please confirm that shut downs may be scheduled during normal working hours. If not please provide shut down window. Also please confirm that temporary power provisions are not required during shut downs.

Scheduling outages that impact HPC systems (cooling water system down) should be planned to occur over weekends as much as is practicial would be preferred. This minimizes impacts to the 5/40 schedule most NERSC staff follow.

HPC systems will be powered down when the coooling plant (pumps, towers) is powered down.

Conventional (air-cooled) computing systems will remain operational through use a rented standby generator and AHU-11 and AHU-12 that NERSC will manage.

Other LBNL groups affected by outages will similarly develop and manage their own plans to ride through outages. That typically handles the majority of systems through outages.

The general contractor is responsible for providing temporary exterior lighting around the building for their teams and the impacted areas where Lab personnel can still access during the outage. Interior lighting of the office levels (3rd and 4th floors) during the outage is NOT the responsibility of the General Contractor. At the data center level (2nd floor), the General Contractor would be responsible for lighting their own work areas.

Outages NOT requiring the HPC systems to power down may be possible during the regular work week.

10 Electrical The listed gear manufacturers have expressed concerns regarding the Buy America Act. The components in switchgear can be highly specialized and may not be readily available to support the budget and lead times for this project. Please confirm that proposals based upon utilization of foreign components will be duly considered.

Known exceptions to the Buy American Act would be processed with award. The item(s) would need to be listed on the Reps and Certs form submitted with the proposal. Buy American Act exceptions will be considered in accordance with

88 Cut height plus 16'. will show this in revised elevations on SB307 for IFC set.

For other areas: assume utlitilty corrodior and wall upslope of platform has minimum embedment is 12' into bedrock and that bedrock starts at the pipe bedding eleavation or bottom of wall. For mid slope walls, assume 16' embedment into bedrock and that bedrock starts at bottom of wall shown on civil elevations.

89 Each cooling tower has a manufacturer-provided access system that allows direct access to the fan motors. Photos are provided for reference.

Underground Util For the same utility, ¾” ductile iron pipe is not a manufactured product. Can we assume to construct using materials approved / specified in the campus / project specifications packages?

Underground Util For the electrical utility substructure, there isn’t a size of new electrical manhole vault identified in the plans, details, or specifications. Is there an assumed / required size we will need to account for?

Piers/Shotcrete Drawings specify 3x12 Pressure Treated Douglas Fir lagging. Please specify an AWPA use case/treatment.

Piers/Shotcrete 2/SB502 shows the 12" shotcrete wall between shoring piers. Please provide a detail for the connection between the 12" shotcrete wall panel and the adjacent 24" dia. shafts.

Piers/Shotcrete 2/SB502 shows the 12" shotcrete wall between shoring piers extending well below the existing grade. Please clarify the bottom of the 12" shotcrete wall.

Piers/Shotcrete 4/SB502 shows a field welded single bevel CJP. Please confirm that this weld is not applicable or clarify how it applies to the detail.

Piers/Shotcrete 20” Dia soldier piles are specified on SB105 and SB107E-A. 20” drill tools are not standard. Please confirm 24” drilled hole diameter is acceptable in lieu of 20” drill hole.

Piers/Shotcrete Please specify shotcrete finishes at each shotcrete wall location.

Piers/Shotcrete The extents of shotcrete on 2/SB306 visually vary from those shown on CG107-E East Structure Profile. Please provide top of wall and bottom of wall elevations on the structural drawings to clarify. Similar applies to 2/SB307 and CG107 Midslope Wall Profile.

Piers/Shotcrete Please confirm treated lagging is required. Cutting of treated lagging requires significant EHS mitigation and approvals at LBNL jobsites per the PUB-3000.

Other jobs at the Lab use untreated lagging for permanent walls behind shotcrete.

Piers/Shotcrete Please confirm that pile tip elevations meet the bedrock embedment requirements.

Piers/Shotcrete SB107D-A and SB107A calls out the soldier piles on the north end with a 16' embedment into bedrock. Please clarify if the 16' embedment is intended to apply only to the toe. For example, if the top of pile is in bedrock, is the pile length 16'? Or is the pile length equal to the cut height plus a 16 foot toe?

Mech Please provide photos of the existing motors to be replaced in the cooling towers. We would like to get a better idea of access and confined spaces.

90 Typo, correct sheets are MP401 through MP404.

91 Type 'A' in lieu of type 'C'

92 No doors for this scope of work require louvers.

93 CA PCC 7105 would not apply to this as the Lab is federally-funded and is not a state entity.

94 General 4 cubicle spaces will be available for the General Contractor within existing B59.

Interface meetings with LBNL within B59 will be scheduled by the Lab. The General Contactor will also be allowed to reserve meeting rooms within B59 provided the use of meeting rooms does not impact normal personnel operations. This arrangement was successful during the previous facility upgrade prior to the pandemic when the building was fully staffed. At present on-site staffing is significantly lower than pre-pandemic.

95 General See response to Question #53.

96 General Please reference specification sections 010000 and 013216. A resource loaded schedule is NOT required at bid but overall scheduling plans and target dates are needed at bid.

97 General Refer to Question #9.

98 General Confirmed. Ref. 013529 1.5B

99 General Confirmed. Ref. 013529 1.6A

100 General As decribed for Factors 4 and 5, a written description of relevant projects and experience is asked of Offerors, including contact information for the customer/clients. Direct documentation to LBNL in response to Factor 5 will not be accepted.

101 General Confirmed.

102 General The due date for proposals is extended one week to March 27, 2024.

Mech Drawing MP107, Note 7 refers to drawings MP305 to MP305. Pages are not found, please provide.

DFH Sheet A602: Opening $1204.A calls for door type "C" but door type elevations only show "A". Please advise.

DFH Spec 08113-3 HM Doors Section 2.2 - E, calls for Door Louvers. The elevations on plans, North Pad doors (NS100) do not have louvers. Which openings are to receive these?

General Will the requirements of CA PCC 7105 apply to this project, as it relates to Builder's Risk Insurance; which would limit our earthquake exposure to 5% of the total contract amount?

It was mentioned at the site walk that office space for (4) individuals may be available within the existing B59 building. Please confirm if this office space exists and can be used by the GC? Please also advise on availability of meeting rooms mentioned as well?

Please confirm that the GC should assume offsite parking with shuttles in the base bid? Please advise approximately how many parking spots will be made available, if any, to the GC?

It was noted at the site walk that a resource loaded schedule would be required. Please confirm the following:

1. Are there specific guidelines and/or minimum requirements regarding the resource loading of the schedule?

2. Is a resource loaded schedule required at time of bid?

Please confirm that the rental generator to maintain power to the lab will be furnished, installed, maintained, and refueled by Owner? Please confirm that the GC has no scope related to the rental generator?

Please confirm that a full time Site Safety Manager with no less than 10 years of experience is required as mentioned during the site walk?

Please confirm that QEW certification is required for the electrical contractor for the project.

For Factors 4 and 5 on Experience and Past Performance, respectively, many data center/mission critical projects are confidential. Regarding references for these kinds of projects, can you please advise if including only a reference name and phone number would be acceptable? Can you please also confirm if it would be acceptable for clients to send letters of reference and project documentation directly to LBNL in lieu of including them in Factor 5 of the proposal?

For Factor 5 Past Performance, regarding terminations and litigation over the last three years, can you please confirm if this information will be omitted from the 4-page limit?

Given the complexity of this job and the goal to obtain the most comprehensive and competitive pricing from subcontractors, we respectfully request an extension to the proposal due date.

103 Electrical There seems to be a typo on drawing SE108-B & SE108-C. Sheet Note 4 mentions an Option “J” that does not exist. Can you confirm the sheet note should instead read: “East slope work in its entirety is removed if independent Option F is not selected”

Correct, "Option F"

104 General The Project Scheduling Specification calls to utilize a University-provided P6 template [Spec 013216-3.1(B)]. Is there a reference P6 schedule template you can provide?

A sample template will be shared ahead of the proposal due date.

105 Electrical Spec Section 261300 – Please add ABB/GE and Schneider Electric (Square D) to approved manufacturers.

They will be added.

106 Electrical Provide manufacturers, nameplate and/or submittal information for any equipment to be modified. (this was already submitted as an RFI)

We provided nameplate images

107 Electrical EP102E Keyed Note 1 states to Coordinate with Vendor ABB/GE.

E701-E708 require services of factory certified vendor. ABB/GE has stated they will not be bidding this project. Can the proposal include allowances or ROMs for modifications of existing equipment? Or could you establish a budget amount to be carried by all bidders for this scope pending a detailed site visit upon award?

The existing equipment and bus ducting are ABB/GE. These will need to be sole sourced from ABB/GE since they will need to integrate with the existing ABB/GE equipment. No other manufacturer is acceptable for these.
