This is a Request for Proposal (RFP) issued by Norwich Free Academy (NFA), a privately governed independent school located in Norwich, Connecticut, seeking a custodial services contractor to provide comprehensive facility maintenance across its Main Campus and Sachem Campus, which together comprise 11 buildings of varying ages and architectural styles. The scope of services includes daily cleaning and maintenance of classrooms, offices, corridors, restrooms, and common areas; periodic and deep cleaning such as floor buffing, waxing, carpet extraction, and window cleaning; project and event support including furniture moving and space setup; and full staffing, supervision, and quality control. The RFP was issued on February 25, 2026, with a mandatory pre-bid walkthrough scheduled for March 18, 2026, at 3:00 p.m. Questions must be submitted by April 1, 2026, with final answers posted by April 15, 2026. Proposals are due on April 22, 2026, at 2:00 p.m., with three hard copies submitted to Alicia Madsen at NFA's facilities office and one electronic copy sent via email. Proposal review is scheduled for April 29, 2026, with award anticipated by May 8, 2026. The initial contract term is three years with up to two one-year renewal options, contingent upon satisfactory performance.
Pricing must be submitted as a fixed annual contract price with fully itemized labor and material cost breakdowns, including position classifications, hourly rates, estimated hours, and burden or overtime rates, along with a three-year financial proposal with pre-established annual escalators. NFA will evaluate proposals based on demonstrated experience with educational or similarly sized facilities, operational capacity, verified references, responsiveness, sustainability of staffing plans, quality control systems, and long-term cost stability, rather than lowest price alone. The selected contractor shall provide a certificate of insurance within ten days of contract execution, including General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Workers Compensation ($500,000 minimum), Professional Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Umbrella Liability ($1,000,000 per occurrence, $2,000,000 aggregate), with NFA named as an additional insured. Proposal costs remain valid for 90 days following the submission deadline and may be extended by mutual agreement.
