About this file

This is a pre-demolition investigative survey report prepared by TRC for the State of Connecticut Department of Transportation regarding hazardous building materials at the Wolcott Maintenance Facility located at 950 Wolcott Road in Wolcott, Connecticut (Project No. 166-104). The survey was conducted to identify and document asbestos-containing materials (ACM), lead-based paint (LCP), polychlorinated biphenyls (PCBs), and other hazardous materials present in the building prior to demolition. Inspections were performed on August 7-8, 2025, August 11, 2025, and September 17, 2025 by licensed asbestos inspectors Andrew Smith (LIC #1137), Tyler Noll (LIC #1053), and Hugh Crundwell (LIC #1078), with lead paint inspection conducted by Hugh Crundwell (LIC #2262). The survey identified the presence of asbestos-containing materials and lead paint throughout the facility, with comprehensive bulk sampling and testing completed to characterize all hazardous materials requiring proper handling and removal procedures.

The report includes detailed analytical results from laboratory testing, including polarized light microscopy (PLM) and transmission electron microscopy (TEM) analysis for asbestos identification, XRF measurements for lead paint quantification, and PCB substrate sampling. Documentation includes site photographs, building sketches, inspector certifications, laboratory accreditations, and comparative analysis with a prior 2001 inspection report by Enviromed. The project was managed by Alexandra T. MacLaren for the Department of Transportation, with TRC assigned Project No. 501871.8568.0710. The survey report was issued in October 2025 and serves as the technical foundation for subsequent hazardous material abatement and demolition activities at the facility.

Additional Notes:

The property at 950 Wolcott Road consists of a maintenance facility garage building scheduled for demolition. Light poles, catch basins and the septic system/piping/manholes on site are to be removed. The salt shed will remain with limited renovations being performed. There is one (1) fuel aboveground storage tank (AST), a wastewater holding tank, and one (1) Magnesium Chloride tank located at the exterior of the building all also to remain. A previous inspection for ACM/LCP was performed by EnviroMed in 2001; copies of the inspection reports can be found in Appendix K.

Composite (Excluding metal substrates)

No TCLP sample for Lead warranted as XRF readings on non-metallic components were all below 1.0 mg/cm2 and therefore the debris is presumed as non-hazardous per

CTDEEP/USEPA clarification memo of January 26, 2004.

Note: Any metal components should be recycled to promote waste minimization efforts, rather than disposed of, and the recycling operation is exempt from the USEPA RCRA and CTDEEP Hazardous Waste regulations.

See Appendix K for CTDEEP/USEPA clarification memo of January 26, 2004.

CRW- Connecticut Regulated Waste – PCBs (CR01), Oils (CR02/CR03), waste chemical liquids - antifreeze, latex & solvent paints, sludges, etc. (CR04), waste chemical solids (CR05)

UW- Universal Waste (batteries, thermostat ampoules, fluorescent lamps, used electronics) IH- Inhalation hazard (silicas, etc.)

I- Ignitable - may contain ingredients which are ignitable (materials which have a flashpoint <140oF) (D001) C- Corrosive - may contain ingredients which are alkaline or acidic (materials with a PH<2 or >12.5) (D002) T- Toxic - may contain ingredients which are harmful if swallowed or which release vapors that can cause irritation R- Reactive – may contain ingredients which are unstable, react violently with water or are explosive (D003)
