About this file

This document is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) for the NAVMWR-25-R-0008 solicitation for the Corpus Christi Splash Pad project at NAS Corpus Christi, TX. Amendment 0006 includes a series of clarifications addressing technical and procedural questions from potential contractors, covering topics such as work hours, design specifications, utility voltage sources, excavation requirements, shade structures, and project permitting.

Key clarifications include confirmation that the proposed splash pad design can include more than 20 plumbed water features, the need for a dividing fence between the main pool and splash pad areas, utility voltage details (3-phase, 120/128), and requirements for shade structures (metal with optional fabric cover). The amendment also specifies that the Designer of Record must adhere to Texas professional licensing requirements, a backflow preventer and pre-opening inspection will be needed, and the on-site Quality Control Manager cannot simultaneously serve as the Site Safety & Health Officer.

Block 14 Continued:

A. Clarifications:

Q-42. Can the work hours be extended to 10 hours per day?

A-42. This will be decided after the award is granted, but it is necessary to submit an extension request for work hours to be increased to 10 or 12 hours per day to the COR and base security for their approval.

Q-43. The scope of work includes a dividing fence between existing main pool and splash pad. Should this fence also block access to bldg., 93 on site map from splash pad area and not block access from main pool area?

A-43. We need to separate the swimming pool from the splash pad and the surrounding area.

Q-44. Reference question 27 in Amendment 4. We are wanting to understand the current chemicals used for the main pool to offer the best maintainable solution for the new filtration system to support the splash pad. We can offer a system utilizing liquid chemicals or dry chemicals. It would be best to utilize a similar method for ease of maintenance. Can you please identify the type of chemicals currently being used?

A-44. They are currently using granules and tables to chlorinate the swimming pool.

Q-45. The scope of work (12) specifies plumbing for 20 water features with a minimum of 12 installed. This number seems to conflict with the provided Vortex design concept. Does your reference to features include surface sprays or is it just above-ground features?

A-45. Please refer to the scope of work. A full design still required.

Q-46. Can the proposed design include more than 20 plumbed features (above ground and surface mount) to provide good coverage of the splash pad area?

A-46. Yes.

Q-47. Where is the utility voltage source?

A-47. Behind the building 93.

Q-48. Is this utility source 1 phase or 3 phase?

A-48. 3 phase.

Q-49. Is the source 120/240, 120/208 or 277/480?

A-49. 120/128.

Q-50. What is the make and model of utility overcurrent equipment that we will provide power from?

A-50. We do not have this information; this will be determined upon your site visit.

Q-51. When trenching from the power source to the splash pad, will mechanical excavation or hydro excavation be required?

A-51. This will be determined by the AE firm and the design.

Q-52. At what depth should the trenching be excavated?

A-52. This will be determined by the AE firm and the design.

Q-53. The existing main pool deck has been coated. C-2 (6) of the Scope of work states

“Provide spray coated non-slip safety surface at play area. Is the surrounding deck of the splash pad to be treated?

A-53. Yes.

Q-54. Typically, projects in Texas must be reviewed and approved through the Texas

Department of Licensing and Regulations for ABA compliance. Would this project be exempt from TDLR review?

A-54. The Designer of Record must adhere to all professional licensing and permitting requirements in the state of Texas.

Q-55. The scope mentions the addition of two 10'x10' shade structures. Is the intent for these to be fabric shade structures or rigid metal roof pavilions (i.e. aluminum)?

A-55. The structure must be made of metal and may feature a fabric shade or cover.

Q-56. Addendum #4 states that no known permitting is necessary by the City of Corpus

Christi for the project. Are projects at the NAS subject to review through the Texas Department of State Health Services for public pools or is this regulated by the NAS?

A-56. It does require a backflow preventer and PREVMED. pre-opening inspection and an inspection on the first day of operation.

Q-57. Can the on-site Quality Control Manager (appointed by the CQC Chief) also serve as the Site Safety & Health Officer (SSHO)?

A-57. Not at this time.
