About this file

This document is an Amendment (0004) to Solicitation NAVMWR-25-R-0008 for the NAS Corpus Christi Splash Pad project. The amendment provides clarifications and changes to the original solicitation, including key details about the project requirements and submission process. Significant clarifications include: the two wooden pavilions in the main pool area are to be removed, the dividing fence will only separate the main pool and splash pad, and the proposal due date is extended to 30 April 2025.

The amendment addresses multiple contractor questions, providing specifics on project requirements such as key personnel experience levels (10 years for Chief of Contractor Quality Control, 5 years for On-site Superintendent), confirmation that the Site Safety Health Officer cannot be the same person as the CQC Chief, and removal of previous Dun & Bradstreet reporting requirements. Additionally, the government confirmed this is a Full and Open Competition, allowed RFIs to be submitted up to 7 days prior to the proposal due date, and agreed to accept electronic test files before the final proposal submission.

Block 14 Continued:

A. Changes:

1. Delete Section L-19-4.D. in its entirety.

B. Clarifications:

Q-23. There are two wooden pavilions in the main pool area but near the kiddie pool.

Are these to remain in the main pool area or be removed?

A-23. The two (2) wooden pavilions are to be removed.

Q-24. Is it intended that the dividing fence separates the main pool and splash pad only or is it supposed to surround the splash pad?

A-24. The dividing fence will only separate the main pool and the splash pad.

Q-25. Is there a height requirement for the fence?

A-25. Per IBC, UFC-FC

Q-26. When demoing the kiddie pool are we to include removal of associated pump and filtration equipment?

A-26. No, depending on the design but the filtration system is the same as the pool.

Q-27. Are dry or wet chemicals currently being used for the pool? We would assume it is preferable for chemicals needed for the splash pad are the same.

A-27. The filtration system is the same as the pool.

Q-28. Assuming access for equipment will be through the back gate which will damage the grass from the entry point at the parking lot to the gate. Will we be responsible for returning the grass area outside the gate to existing condition?

A-28. Yes, the contractor is responsible for the repair and restoration of any area to its pre-use condition.

Q-29. Will the main power needed for new pump house be brought to the building or is that our responsibility?

A-29. That is the responsibility of the design/build contractor.

Q-30. Can the Government confirm the only permitting necessary would be with the base and NOT the City of Corpus Christi?

A-30. No known permitting is necessary by City of Corpus Christi for this project.

Q-31. During the Pre-Proposal Conference it was mentioned that we could submit our electronic proposals on the due date with hard copy to follow. Is this still acceptable for the hard copy to be received by NAFI May 1 via Commercial Courier (UPS/FedEx?)

Q-32. Reference Question & Answer #14 from amendment 0002 Regarding Page Count

Exclusions and Answer No Page Count for this solicitation. There is a discrepancy with Section

L -19, Paragraph A wherein the sentence states “Volume I shall not exceed 100 pages”…. Please confirm there is no longer a page count.

A-32. There is no discrepancy, the KO has changed the page count by way of

Amendment 0002.

Q-33. The Pre-Proposal Conference Minutes 2. Request for quote (RFP) Acquisition

Process Overview, A. Request for Proposal See SF 18. There is no SF18 but an SF33. Please confirm. SF 18 is also referenced in Section J. Instructions, Conditions, and Notices to Offerors and Respondents. We only have SF33 and SF30 (Amendment).

A-33. Reference Amendment 0002, Pre-Proposal Conference Minutes, Section

2.J.2. Remove SF 18 and replace with SF 33

Q-34. From the Pre-Proposal Conference Minutes, section 2, H, 6) Key Personnel (H-

5 or 10.

A-35. Minimum required years of experience for this project is 5 years.

A-37. That is correct.

Q-38. I have never used this method of uploading a proposal and would like to send a trial email. Would the government be amenable to receiving an electronic test file?
