About this file

This document contains questions and answers for solicitation N0018925Q0040 related to the NAVIFOR SESSMP (Shore Electronic Security Systems Maintenance Program) contract. The Q&A addresses technical requirements, personnel qualifications, and material specifications for maintaining electronic security systems at NAVIFOR CONUS and OCONUS sites.

Key details include: the requirement for all contractor personnel to possess TOP SECRET/SCI clearance by time of award; a need for four Engineering Technician II positions; total labor hours of 3,312 (all-inclusive); contractor responsibility for LENEL SSA annual renewals; software/licensing updates for both OnGuard and peripheral systems like CCTV/Milestone; clarification that obsolete equipment can be replaced with current models; and confirmation that J2 Associates LLC is the incumbent (contract N0018920P0852). The document also clarifies that while contractors will have access to unclassified computer systems at sites, dedicated office space will not be provided, and that any "system refresh" requirements would require a separate contract. The prime contractor must hold an active facility clearance level (FCL) to perform classified requirements.

Answer: Items that are no longer available or obsolete may be substituted for the current replacement model(s) once equipment becomes faulty or inoperable. If the vendor believes an item on the Material Price List is obsolete or no longer available, they shall identify the current replacement model and input the price of the current replacement model into the Material Price List. The vendor must adhere to Sections 4.3 and 10 of the PWS prior to procuring the material.

2) Page 94 of 124 – RFQ, Engineering Tech II is listed 4 times, was that the intention of the government? If yes, was it the government’s intention for the contractor to show how many qualified individuals of this position the contractor has on staff? And is 4 the minimum?

Answer: The Governments intent was for the contractor to show how many qualified individuals of this position the contractor has on staff. The Government’s minimum estimate is that four (4) Engineering Tech II are required.

3) Page 93 of 124 – RFQ The government states: “All Contractor personnel requiring access to classified information systems or electronic security systems shall possess at a minimum a current TOP SECRET/SCI eligibility by time of award.” Is it acceptable for the Program Manager, System Engineer, PHYSEC have TOP SECRET/SCI and the Engineering Tech II and Drafter/CAD Operator, Drafter have Secret?

Answer: All individuals must possess at a minimum a current TOP SECRET/SCI eligibility by time of award: Program Manager, System Engineer, PHYSEC, Engineering Tech II, Drafter/CAD Operator and Drafter.

4) Page 82 of 124 – RFQ The government states: “The Contractor shall provide preventive maintenance at NAVIFOR CONUS and OCONUS sites. The purpose is to obtain Preventive Maintenance contract support services to include software/licensing updates and software patches.” Will the Government confirm if the contractor will have access to the government servers for software/licensing updates? Or will the contractor be responsible to provide the software/licensing updates to government appointed IT (N6 Department) and function as oversight as Lenel VAR when the updates are being installed?

Answer: The contractor will have access to government servers at commands that have stand-alone Electronic Security Systems (ESS) for software/licensing updates. If a command does not operate a stand-alone ESS, the contractor will be responsible to provide the software/licensing updates to government appointed IT (N6 Department) and function as oversight as LENEL VAR when the updates are being installed.

5) Page 85 of 124 – RFQ The government states: “Current As‐built drawings will be provided by the Government. The contractor shall provide revised As‐built Drawings each time CM is performed that changes the configuration of the ESS.” As the contractor understands a one‐for‐one swap, with the same equipment, would not be a configuration change, please clarify. Can the government please give an example of what constitutes a configuration change?

Answer: Configuration change clarification: Replacement of a board that is obsolete and no longer available and must be changed with an updated version (e.g. LENEL LNL- 2200 replaced with LNL-X2220).

6) Can the government confirm if the contractor will be responsible to renew the Lenel SSA annually? If so, please provide all system ID’s or Dongles associated with all sites.

Answer: The contractor will be responsible to renew the LENEL SSA annually. The Dongles associated with all sites will be provided upon award of contract.

7) Can the government confirm what type of Lenel system is currently being used, an

Enterprise System, or several standalone PRO systems?
