About this file

This is a Questions and Answers document issued by the Florida Department of Management Services in response to inquiries regarding Invitation to Bid (ITB) No. 25-83101601-ITB-V2 for a statewide natural gas supply contract. The solicitation seeks to establish a State Term Contract for the supply, transportation, and delivery of natural gas to replace the existing contract (State Term Contract 83101601-19-1). The Department intends to award the contract to up to three responsive and responsible bidders based on the lowest calculated Firm Markup. Bidders may submit responses electronically through MyFloridaMarketPlace Sourcing Event, with written questions due by January 15, 2026, at 2:00 PM ET and bids due by February 10, 2026, at 2:00 PM ET. A non-mandatory pre-bid conference is scheduled for January 8, 2026. The contract term is anticipated to be three years with renewal options available. The Department reserves the right to make statewide awards, regional awards, or no award, as determined to be in the best interest of the State.

The Q&A document addresses sixteen substantive questions regarding contract administration and pricing. Key clarifications include confirmation that contractors will not have the opportunity to reprice their offers following meter or capacity allocation by the State, and that tariff-based charges including pipeline fuel, pipeline transportation charges, LDC monthly charges, and LDC start-up fees will be passed through as line items and are not included in the Firm Markup. Meter locations will be provided in the State's request for quote, and the State may allocate discrete meter groups or utilize other allocation methods as determined appropriate. The anticipated annual spend is $736,234.85, with a minimum daily capacity requirement of 2,100 MMBtu. The contract references existing Firm Transportation Service agreements with Florida Gas Transmission Company expiring in September 2033 and February 2035.
