About this file
This document contains a Questions and Answers record for the Florida Department of Management Services' Natural Gas Supply Invitation to Bid (ITB No. 25-83101601-ITB-V2), which seeks to establish a statewide State Term Contract replacing the current natural gas supply agreement. The procurement requires bidders to supply baseload gas, swing gas, and in-day gas with a minimum daily capacity of 2,100 MMBtu, including all scheduling, transportation arrangements, and delivery on an F.O.B. destination basis. A non-mandatory pre-bid conference was held on January 8, 2026, at 2:00 PM ET, with written questions due by January 15, 2026, at 2:00 PM ET. Bids were required to be electronically submitted through MyFloridaMarketPlace Sourcing Event by February 10, 2026, at 2:00 PM ET, with a public bid opening scheduled for 2:30 PM ET the same day. The Department intends to award up to three responsive and responsible bidders and reserves the right to award statewide, by region, or to make no award. The contract term is anticipated to be three years with potential renewal options, governed by mutual agreement provisions outlined in the Enterprise Standard Terms and Conditions.
The pricing evaluation is based on a Firm Markup Sheet detailing per-dekatherm charges, calculated using a weighted formula that considers Initial Term and Renewal Term markups. The Department explicitly stated that contractors will not have the opportunity to reprice their offers following an initial award, regardless of meter allocation, capacity allocation, or accounts added after the initial award. Tariff-based charges including pipeline fuel and LDC fuel, transportation and reservation charges, usage charges, monthly charges per meter, and start-up fees are excluded from the Firm Markup and will be billed as pass-through line items. The anticipated annual spend is $736,234.85. Existing Firm Transportation Service agreements with Florida Gas Transmission Company (Contracts No. 5085 and No. 5626) expire in September 2033 and February 2035, respectively. Bidders must be registered with the Florida Department of State and comply with certification requirements including Drug-Free Workplace Certification, Foreign Country of Concern Attestation, and verification of no forced labor involvement.
