About this file

This is Addendum No. 3 to the contract documents for the Massachusetts Department of Transportation (MassDOT) regarding the Boden Lane Bridge Replacement project in Natick (Federal Aid Project No. HIP(NGB)-003S(965)X, N-03-012). The addendum addresses questions and responses from Commonwealth Scaffold regarding temporary shielding requirements for the bridge replacement work over CSX/MBTA railroad infrastructure. The proposal opening date is Tuesday, October 27, 2026, at 2:00 p.m. Bidders must acknowledge Addendum No. 3 in their Expedite Proposal file prior to bid submission. The addendum clarifies that shield extent and design loads shall comply with MBTA requirements and project Special Provisions to protect the railroad from debris during construction, with support locations to be determined by the Contractor on the Shielding System plan. The shielding design must maintain existing vertical clearance under the bridge and required horizontal clearance as determined by the MBTA for abutment demolition and construction activities.

The addendum specifies that shielding installation work windows, flagging requirements, foundation restrictions, and reset phases are subject to MBTA approval through a Railroad Access Agreement to be obtained by the Contractor. Shielding design shall be prepared by the Contractor and submitted to MassDOT for review and approval by the MBTA, Keolis, the Engineer, and MassDOT. The overall project is valued at $12.898 million and is a federally-assisted project subject to prevailing wage rates, Title VI Civil Rights Act compliance, and Executive Order 11246 minority and female participation goals. A Proposal Guaranty equal to 5% of the bid value is required. The contract includes price adjustment provisions for hot mix asphalt, Portland cement, diesel fuel, gasoline, and structural steel.
