About this file

This document is a justification and approval for using other than full and open competition for a federal contract opportunity. The U.S. Navy is seeking to procure 12 proprietary steel doors from DeanSteel Manufacturing Co. rated to withstand .50 caliber armor-piercing bullets for use in remote targeting engagement system towers at a new weapons generation facility under construction at Barksdale Air Force Base in Louisiana. The 84,000 square foot facility supports Air Force Global Strike Command's mission and requires ballistic protection as part of its nuclear certification. Only DeanSteel doors have been successfully tested to meet the stringent performance standards required to protect personnel and secure weapons. Using an alternative manufacturer would cause delays and risks compromising the facility's security capabilities. The solicitation for the weapons generation facility construction project will include the proprietary door requirement.

J&A No. N69450-22-0379

JUSTIFICATION AND APPROVAL

FOR USING OTHER THAN FULL AND OPEN COMPETITION

1.

The agency is the U.S. Department of the Navy. The contracting activity is Naval Facilities Engineering Systems Command Southeast (NAVFAC SE). The contracting office is NAVFAC SE, Construction Acquisition Division, Jacksonville, FL. The requiring activity is the Air Force Global Strike Command, Barksdale Air Force Base (AFB), Barksdale, LA.

2.

The action being approved is the use of a brand name specification for 12 units of steel doors for the Remote Targeting Engagement System (RTES) tower of the Weapons Generation Facility (WGF) at Barksdale AFB, The WGF construction contract is planned for fiscal year (FY) 2023, and is being funded with Air Force Military Construction (MILCON) funds.

3. Description of Supplies/Services.

DeanSteel Manufacturing is the brand name or proprietary manufacturer selected for the RTES tower doors (12 units) for the WGF Barksdale project. The WGF is an 84,000 square feet munition storage facility along with four additional facilities within a 28 acre secured and armored fenced complex at Barksdale, AFB. The brand name RTES tower doors will provide the same level of ballistic protection as the precast concrete RTES tower walls to protect all internal components and personnel from small arms fired, up to and including .50 caliber Armor Piercing (AP) bullets. The estimated cost for each door is ; total cost of twelve (12) .50 caliber AP Bullet resisting steel doors for the RTES towers is . The construction contract for the Weapons Generation Facility total is making the twelve proprietary steel doors the total value of the construction contract overall.

4. Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority for this acquisition permitting other than full and open competition is 10 U.S.C.

3204(a)(1), “Only one source or limited sources, as implemented by FAR 6.302-1, FAR 11.104, and DFAR 211.104, Use of Brand Name Specifications.

5. Rationale Justifying Use of Cited Authority.

Background: The WGF project at Barksdale AFB, is new MILCON Air Force (MCAF) project in support of a new mission for Air Force Global Strike Command (AFGSC). The 84,065 square-foot facility is primarily single story with a 9,658 square foot second story mechanical and electrical utilities support space p p up to and including .50 caliber Armor Piercing (AP) bullets.

The project includes construction of a primary facility, the Weapons Generation Facility, and supporting force protection facilities - an Entry Control Facility and an Alert Fire Team Facility. There are also two critical utility systems support buildings - a Diesel Generator Building, and a Fire Pump Building. The WGF for BAFB is a hardened, secure, multifunction bomber-specific facility, designed with a series of security and control features. The WGF will feature reinforced concrete to meet the security required for protecting nuclear-capable launch gear. The facility includes a large secure area meeting ICD/ICS 705 requirements and an unsecured portion that includes administrative offices, flight operations desk, conference rooms, and support spaces. The fenced compound housing the WGF facility and related buildings is protected by six strategically located RTES towers. The external RTES towers are an integral part of the delay and denial system design for the new WGFs.

The WGF facility supports the AFGSC mission through consolidated, secure weapons generation, nuclear-capable storage, and maintenance. It will also securely and efficiently support generation/operations functions.

Justification:

a) The final facility complex will include building elements (funded by MILCON) integrated with the Electronic Security Systems (ESS) and Remote Targeting Engagement Systems (RTES) (funded by Operations Equipment budget funds). While funded separately, both elements are required to interface seamlessly in order to provide the required protection for the complex and buildings. The WGF compound has six external RTES towers which are an integral part of the delay and denial system design for the new WGFs. The RTES system is a force multiplier for the security forces and greatly increases their effectiveness. The doors and concrete tower having the same ballistic protection level which increases survivability of the RTES towers, therefore increasing the effectiveness of the security forces protecting the facility.

DeanSteel Manufacturing Co has been producing doors rated to .50 caliber AP for over ten years.

DeanSteel had an independent testing agency test their doors to the U.L. 752, Level 10 standard, which uses .50 caliber ball (lead bullets complete jacketed with copper); additionally, DeanSteel had the same testing performed with .50 caliber AP ammunition. Sandia National labs procured door samples for testing and verified that the DeanSteel designed doors will stop .50 caliber AP bullets.

b) The six RTES towers (each with two steel doors) are strategically located within the WGF compound, and enable Security Forces to control unauthorized movement into the complex. The RTES towers and ballistically balanced doors are required in order to provide the required protection for the complex and buildings, and to obtain Nuclear Certification (NC) during design, at pre-operational occupancy and then ongoing throughout the life of the building use.

Specifically, these RTES Towers, with .50 caliper AP resisting steel doors, are an essential part of the four DoD Nuclear Weapon System Surety Standards as stated in DODD 3150.02 that provide positive measures to:

(1) Prevent nuclear weapons involved in accidents or incidents, or jettisoned weapons, from producing a nuclear yield;

(2) Prevent deliberate pre-arming, arming, launching, or releasing of nuclear weapons, except upon execution of emergency war orders or when directed by competent authority;

(3) Prevent inadvertent pre-arming, arming, launching, or releasing of nuclear weapons in all normal and credible abnormal environments; and,

(4) Ensure adequate security of nuclear weapons, as governed by DoDD 5210.41 (Reference (c)) y y

c) The DeanSteel door component is the only Sandia successfully tested and approved RTES door testing and verified to stop .50 caliber AP bullets. These doors are also approved by the AFSFC and AFGSC.

Impact: To develop a new door and supplier would require additional funding and months of time to build and test against the AP bullets. After initial testing, a test fitting of the doors to the towers would be required of any new product prior to installation on a RTES tower at a nuclear facility. The testing is extensive and an alternate product could generate a need for repeat of tests and the risk of findings requiring corrections.

a) Without the use of the DeanSteel RTES steel doors tested to stop .50 caliber AP bullets, the ability of Security Forces to protect the facilities within the WGF complex via RTES controlled features is compromised, if not eliminated.

b) The nuclear capable nature of the facility requires all essential building systems to receive Nuclear Certification (NC) during design, at pre-operational occupancy and then ongoing throughout the life of the building use. All elements of the RTES system (both MILCON provided and equipment funded) are essential building systems for nuclear certification. No steel RTES doors other than the proprietary DeanSteel RTES steel door component will satisfy the functionality requirements necessary for Nuclear Certification of the security in the new facility. Not achieving NC for the facility will prevent full utilization of the WGF by AFGSC which would fail the goals of the WGF project and limit the Air Force’s ability to the defend the nation.

Upon authorization of this action, the specifications will state “Notwithstanding any other provisions of this contract, no other product will be acceptable”.

6.

The proposed action will be synopsized via a Government Point of Entry (GPE) as sole source procurement for proprietary equipment. A sources sought synopsis was not issued as only one manufacturer (DeanSteel) can provide the proprietary equipment (RTES steel doors to resist .50 caliber AP bullets) necessary to fulfill these requirements. In accordance with FAR Part 5.102 (a) (6) and FAR Part 6.305, Availability of the Justification (c), the approved justification will be posted with the solicitation.

7. Determination of Fair and Reasonable Cost.

The WGF project will be competed under full and open competition. The NAVFAC SE contracting officer will ensure that all proposed and accepted prices are fair and reasonable.. If necessary, the Government evaluation team will request cost and pricing data; use historical costs currently available for similar work on other contracts; compare the proposed price with the Independent Government Estimate (IGE); compare the contractor’s cost with competitive published price lists; and compare proposed prices received for prices of market research for similar items.

8. Actions to Remove Barriers to Future Competition.

Testing of other steel door manufacturer’s products continues, however, time limitations on both the NC for this WGF project and the failure of alternative doors previously tested, limits the Government’s ability to competition on a fully functional RTES tower system, to include ballistic doors. This is a finite requirement for NAVFAC SE with no anticipated future needs and therefore no actions to increase future competition are warranted.
