About this file

This document is a justification and approval for using other than full and open competition for a federal construction contract. The contract will be awarded by the Naval Facilities Engineering Command Southeast to construct a new Weapons Generation Facility at Barksdale Air Force Base in Louisiana. The facility will include five buildings totaling over 100,000 square feet to support the Air Force Global Strike Command mission. Three Cummins diesel generators and controls systems valued at approximately $1 million will be procured from the sole-source manufacturer Onan, a division of Cummins, as part of the overall $60 million construction contract. The justification for limiting competition is based on Onan generators being the only brand that can meet the nuclear certification requirements for the emergency backup power systems and meet the training standards of Air Force personnel according to the Sheppard AFB generator maintenance school curriculum.

The solicitation for the construction contract will be synopsized as a sole-source procurement for the proprietary Onan equipment. Price will be determined to be fair and reasonable by the Navy contracting officer during negotiations. No future competition is anticipated given this is a one-time project to construct a new secure weapons facility.

DEPARTMENT OF THE NAVY

Naval Facilities Engineering Systems Command Southeast

Jacksonville, FL 32212-0030

J&A No. N69450-22-0366

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity

The agency is the Department of the Navy. The contracting activity is Naval Facilities Engineering Systems Command Southeast. The contracting office is CORE Construction, Naval Facilities Engineering Systems Command Southeast in Jacksonville, FL. The requiring activity is the Air Force Global Strike Command, Barksdale Air Force Base (AFB), LA.

2. Description of the Action Being Approved

NAVFAC SE proposes the use of a brand name item, Onan (Cummins) Generator and Controls, in the construction contract for the Weapons Generation Facility project at Barksdale Air Force Base, LA. The government will not purchase the Onan (Cummins) equipment directly, but will develop brand name specifications that will be used for the construction contract. The acquisition action is planned for FY23 with Air Force MILCON funds.

3. Description of Supplies/Services

This project will award a construction contract to execute the completed design of a 28 Acre complex containing five new buildings that function as inter-related components. The hardened complex will be contained within three fence lines, secured and armed, and will house an 84,000 SF Weapons Generation Facility (WGF) as the primary facility; the other four support buildings to be constructed total an additional 16,000 SF.

The Generators (3) and Controls systems selected for use on the Weapons Generation Facility project for the Global Strike Command at Barksdale Air Force Base, LA is the Onan (Cummins) System. The estimated cost for the equipment is approximately ; the estimated cost of the construction contract for the Weapons Generation Facility total is making the Onan (Cummins) System of the total value of the construction contract overall.

4. Statutory Authority Permitting Other Than Full and Open Competition

The statutory authority authorizing other than full and open competition for only one responsible source and no other supplies or services will satisfy agency requirements is 10 U.S.C. 2304(c)(1), as specified in FAR 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).

5. Rationale Justifying Use of Cited Statutory Authority

Background: The Weapons Generation Facility (WGF) project at Barksdale Air Force Base (BAFB), LA is new Military Construction-Air Force (MCAF) project in support of a new mission for

J&A No. N69450-22-0366

Air Force Global Strike Command (AFGSC). The 84,065 square-foot facility is primarily single story with a 9,658 square foot second story mechanical and electrical utilities support space.

The project includes construction of a primary facility, the Weapons Generation Facility, and supporting force protection facilities - an Entry Control Facility and an Alert Fire Team Facility.

There are also two critical utility systems support buildings - a Diesel Generator Building, and a Fire Pump Building. The WGF for BAFB is a hardened, secure, multifunction bomber-specific facility, designed with a series of security and control features. The WGF will feature reinforced concrete to meet the security required for protecting nuclear-capable launch gear. The facility includes a large secure area meeting ICD/ICS 705 requirements and an unsecured portion that includes administrative offices, flight operations desk, conference rooms, and support spaces. The WGF facility supports the AFGSC mission through consolidated, secure weapons generation, nuclear-capable storage, and maintenance. It will also securely and efficiently support generation/operations functions.

The Diesel Generator Building, one of the two critical utility systems support buildings, the generators will be housed under ballistically protected conditions. These generators provide emergency back-up power for the facility’s essential building systems, as well as supporting the security features of the entire compound.

The fuel capacity for the larger of the two emergency generators has been designed to ensure at least 72 hours of power to the Areas of Refuge within the building. In addition to the priority loads within each of the five buildings, the larger of the two generators will provide back-up power to all access control, intrusion detection, cameras, Remote Target Engagement System towers, and site lighting around the perimeter fence line. The smaller generator provides designated back-up power to the electric fire pumps, and is provided with 72 hours of fuel capacity to serve all fire suppression system loads. This meets the requirements of IBC, NFPA, UFC and AF regulations for facilities of this type.

Specifically, these generators are an essential part of the four DoD Nuclear Weapon System Surety Standards as stated in DODD 3150.02 that provide positive measures to:

(1) Prevent nuclear weapons involved in accidents or incidents, or jettisoned weapons, from producing a nuclear yield;

(2) Prevent deliberate pre-arming, arming, launching, or releasing of nuclear weapons, except upon execution of emergency war orders or when directed by competent authority;

(3) Prevent inadvertent pre-arming, arming, launching, or releasing of nuclear weapons in all normal and credible abnormal environments; and,

(4) Ensure adequate security of nuclear weapons, as governed by DoDD 5210.41 (Reference (c))

a) Justification: The advanced generator school at Sheppard AFB, TX teaches Air Force personnel to service, install and maintain gas fired generators using Onan (Cummins) equipment as their training standard. This enables AF field personnel to perform immediate support for operationally essential equipment; the subject generators are emergency back-up power sources for multiple essential building systems for the WGF. Loss of service for these generators for any extended duration would compromise the functionality of the entire WGF complex.

Due to proprietary information and manufacturer variations, Onan (Cummins) is the only source that can provide emergency back-up generators to be installed at Barksdale Air Force Base, Louisiana, for which AF personnel are fully trained and familiar sufficiently to ensure the new WGF can meet critical mission requirements.

Having one manufacture Cummins/Onan enables us to have on stock a minimum amount of control boards and other critical parts. Eliminating downtime on critical units. Saving money. Great Tech support if needed. Cummins/Onan is a GSA company.

a large and portion that includes the subject generators are emergency back-up power sources for multiple essential building systems for the WGF. Loss of service for these generators for any extended duration would compromise the functionality of the entire WGF complex.

b) Impact: The nuclear capable nature of the facility requires all essential building systems to receive Nuclear Certification (NC) during design, at pre-operational occupancy and then ongoing throughout the life of the building use. No system other than Onan (Cummins) will satisfy the functionality, service and maintenance requirements (trained and readily available service providers) necessary for Nuclear Certification of the emergency systems’ back-up generators in the new facility. Not achieving NC for the facility will prevent full utilization of the WGF by AFGSC which would fail the goals of the WGF project and limit the Air Force’s ability to the defend the nation.

c) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraphs 5 b) and c).

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The proposed action will be synopsized via a Government Point of Entry (GPE) as sole source procurement for proprietary equipment. A sources sought synopsis was not issued as only one manufacturer, Onan (Cummins), can provide the proprietary software and licensed technicians necessary to fulfill these requirements. In accordance with FAR Part 5.102 (a) (6) and FAR Part 6.305, Availability of the Justification (c), the approved justification will be posted with the solicitation.

7. Determination of Fair and Reasonable Cost.

The Department of the Navy, Naval Facilities Engineering Systems Command, (NAVFAC) Southeast Contracting Officer, will determine the price negotiated for the Onan Generator and Controls is fair and reasonable pursuant to FAR Part 15. If necessary, the Government evaluation team will request cost and pricing data; use historical costs currently available for similar work on other contracts; compare the proposed price with the Independent Government Estimate (IGE); compare the contractor’s cost with competitive published price lists; and compare proposed prices received for prices of market research for similar items.

8. Actions to Remove Barriers to Future Competition.

Apart from the complete replacement of the current Barksdale AFB Onan Generator and Controls in its entirety, competition will be limited. This is a finite requirement with no anticipated future needs and therefore therefor no actions to increase future competition are warranted.
