About this file
This document is a justification and approval for using other than full and open competition for a federal construction contract. The Naval Facilities Engineering Command Southeast plans to award a sole source contract for the construction of a Weapons Generation Facility at Barksdale Air Force Base in Louisiana. The project involves building a new 28-acre complex housing five buildings including an 84,000 square foot Weapons Generation Facility as the primary building. Integral to the project are the use of Monaco Enterprises' proprietary fire alarm and mass notification systems, as well as SigCOM transceivers, to integrate the new facilities with the existing base-wide systems. Using any other equipment would isolate the new facilities from critical base emergency notification and support services. The total contract value is estimated at $100 million, with the Monaco and SigCOM equipment comprising approximately 1% of costs. A sole source justification is being used as only Monaco and SigCOM can provide fully compatible systems. The solicitation for the construction contract will be posted along with the approved justification and approval document.

J&A No. N69450-22-0368
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
The agency is the Department of the Navy. The contracting activity is Naval Facilities Engineering Systems Command Southeast. The contracting office is CORE Construction, Naval Facilities Engineering Systems Command Southeast in Jacksonville, FL. The requiring activity is the Air Force Global Strike Command, Barksdale Air Force Base (AFB), LA.
2. Description of the Action Being Approved
NAVFAC SE proposes the use of two inter-related brand name items, Monaco Enterprises Fire Alarm and Mass Notification Systems (FA/MNS) and SigCOM MNS-100 transceiver in the construction contract for the Weapons Generation Facility project at Barksdale Air Force Base, LA. The government will not purchase the Monaco or SigCOM equipment directly, 'but will develop brand name specifications that will be used for the construction contract. The acquisition action is planned for FY23 with Air Force MILCON funds.
3. Description of Supplies/Services
This project is for the award of the build construction contract for a 28 Acre complex containing five newly constructed buildings that function as inter-related components. The hardened complex will be contained within three fence lines, secured and armed, and will house an 84,000 SF Weapons Generation Facility (WGF) as the primary facility; the other four support buildings to be constructed total an additional 16,000 SF.
The Fire Alarm and Mass Notification system selected for use on the Weapons Generation Facility project for the Global Strike Command at Barksdale Air Force Base, LA is the Monaco System. The estimated cost for the Monaco equipment is approximately ; the cost of the SigCOM equipment is . The estimated cost of the construction contract for the Weapons Generation Facility total is making the cost of the two systems - Monaco and SigCOM roughly of the total value of the construction contract overall.
4. Statutory Authority Permitting Other Than Full and Open Competition
The statutory authority authorizing other than full and open competition for only one responsible source and no other supplies or services will satisfy agency requirements is 10 U.S.C. 2304(c)(1), as specified in FAR 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
5. Rationale Justifying Use of Cited Statutory Authority
J&A No. N69450-22-0368
Background: The Weapons Generation Facility (WGF) project at Barksdale Air Force Base (BAFB), LA is new Military Construction-Air Force (MCAF) project in support of a new mission for Air Force Global Strike Command (AFGSC). The 84,065 square-foot facility is primarily single story with a 9,658 square foot second story mechanical and electrical utilities support space.
The project includes construction of a primary facility, the Weapons Generation Facility, and supporting force protection facilities - an Entry Control Facility and an Alert Fire Team Facility.
There are also two critical utility systems support buildings - a Diesel Generator Building, and a Fire Pump Building. The WGF for BAFB is a hardened, secure, multifunction bomber-specific facility, designed with a series of security and control features. The WGF will feature reinforced concrete to meet the security required for protecting nuclear-capable launch gear. The facility includes a large secure area meeting ICD/ICS 705 requirements and an unsecured portion that includes administrative offices, flight operations desk, conference rooms, and support spaces. The WGF facility supports the AFGSC mission through consolidated, secure weapons generation, nuclear-capable storage, and maintenance. It will also securely and efficiently support generation/operations functions.
The facility fire alarm (FA) shall be a voice notification evacuation type system and shall also serve as a mass notification system (MNS) for use in emergencies not related to fire. These integrated Monaco systems shall be capable of notifying building occupants by means of tones, strobes, text messaging, pre-recorded and live voice announcements. The fire reporting portion (Radio Fire Alarm Transceiver) of the FA/MN system shall be fully compatible and integrated with the existing base-wide Monaco fire reporting system, enabling report details such as location within the building back to the 24 hour monitored BAFB Fire Department. The SigCOM MNS-100 transceiver is necessary to allow the MNS base-wide announcements to broadcast via the base-wide annunciator (Big Voice) system inside the WGF.
a) Justification: Due to proprietary information, Monaco & SigCOM, are the only sources that can provide the radio fire alarm transmitter and Mass Notification transmitter and its components to fully integrate and function compatibly, with the existing base-wide fire alarm/mass notification system. The SigCOM transceiver is the only source that can provide the capability to broadcast through the existing base-wide fire alarm/mass notification transmitting system (Big Voice) installed at Barksdale Air Force Base, Louisiana.
b) Impact: If Monaco and SigCOM are not utilized, then the new Weapons Generation Facility and the related support facilities would be operating outside of existing base-wide fire alarm/mass notification system and fire alarm/mass notification transmitting system. The Barksdale Air Force Base Fire Department would not receive emergency notifications for the facilities, the mass notifications related to the WGF complex would not be broadcast base-wide, and the WGF complex would be isolated from the main installation support services.
c) The nuclear capable nature of the facility requires all essential building systems to receive Nuclear Certification (NC) during design, at pre-operational occupancy and then ongoing throughout the life of the building use. The FA/MNS is an essential building system and essential base-wide communication system. The NC requires the FA/MNS to be tied to the existing base-wide FA/MNS and FA/MN transmitting system. No systems other than Monaco and SigCOM will satisfy the functionality requirements necessary for Nuclear Certification of the FA/MNS in the new facility. Not achieving NC for the facility will prevent full utilization of the WGF by AFGSC which would fail the goals of the WGF project and limit the Air Force’s ability to the defend the nation.
d) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraphs 5 b) and c).

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The proposed action will be synopsized via a Government Point of Entry (GPE) as sole source procurement for proprietary equipment. A sources sought synopsis was not issued as only one manufacturer (?) can provide the proprietary software and licensed technicians necessary to fulfill these requirements. In accordance with FAR Part 5.102 (a) (6) and FAR Part 6.305, Availability of the Justification (c), the approved justification will be posted with the solicitation.
7. Determination of Fair and Reasonable Cost.
The Department of the Navy, Naval Facilities Engineering Systems Command, (NAVFAC) Southeast Contracting Officer, will determine the price negotiated for the Monaco Enterprises Fire Alarm and Mass Notification Systems (FA/MNS) and SigCOM MNS-100 transceiver is fair and reasonable pursuant to FAR Part 15. If necessary, the Government evaluation team will request cost and pricing data; use historical costs currently available for similar work on other contracts; compare the proposed price with the Independent Government Estimate (IGE); compare the contractor’s cost with competitive published price lists; and compare proposed prices received for prices of market research for similar items.
8. Actions to Remove Barriers to Future Competition.
Apart from the complete replacement of the current Barksdale AFB Monaco Enterprises Fire Alarm and Mass Notification Systems (FA/MNS) and SigCOM MNS-100 transceiver in its entirety, competition will be limited. This is a finite requirement with no anticipated future needs and therefore therefor no actions to increase future competition are warranted.
