SPLASH PAD OPERATIONS

Naval Air Station – Corry Station – Pensacola, Florida

1. DESCRIPTION

The splash pad at Naval Air Station Pensacola – Corry Station is a multi-featured flat spray pad with no significant ponded water and is therefore not operated quite the same way as a swimming pool would be operated. There are, however, certain similarities:

A water circulation and filtration system

A disinfectant feed system

An ultra-violet light disinfection system

There are separate valves within the pump room that control features. These are manual valves and electrically operated solenoid valves. Some adjustment of valves may be necessary to obtain optimum flow out at the splash pad nozzles. Adjust the manual valve and not the solenoid valve.

A controller box sequences the valves such that not all features run at the same time.

An underground collection tank holds water from the splash pad when it is turned off. Pump suction is taken from the tank when the pump is activated. One pump is for the operation of the features and will be turned off nightly by the control box. The timing is user-controlled but Water

Ventures will need to assist you in the controller operation. The smaller pump is for the filtration system and operates 24 hours per day during the operating season. The feature circulation pump operates all day between user-defined hours of operation. When the splash pad is idle (no participants present) the splash pad feature pump recirculates directly to the underground tank. When the actuator is touched, the controller begins cycling the valves in a pre-determined pattern. If the actuator is left untouched after a period of play the features ‘time out’ and the system goes to idle.

The system will not operate at night when a permissive time feature in the control box shuts the features down until the next day.

Not all features are designed to run at the same time. One feature, the tallest, is left on in case of pressure build up but should not run when splash pad is in idle mode.

Attempting to run all the features at the same time will result in low, and therefore unattractive, flows, and possibly overflow of the splash pad.

Relocating features from spot to spot may result in underflow or overflow conditions. Valves may have to be adjusted. Consult WV.

2. CHEMICAL TREATMENT

Disinfection is by calcium hypochlorite tablets from an AccuTab system whereby a solution is created of HYPOCHLOROUS ACID and circulated into the filtration loop. The UV disinfection unit treats all water going to the splash pad features. More information on chemical disinfection and pH control is given later in this report.

Most states have rules that require both the disinfection of waters using a product which has a residual potency in the water after treatment and an Ultra Violet treatment unit which has virtually instantaneous deactivation of waterborne pathogens such as viruses

The UV System has a dosage meter which will alert the operator when the light radiation has dropped below acceptable levels. Bulbs will have to be occasionally replaced. They should last a season or more. The operator should check the UV console daily. NEVER LOOK INTO BURNING U.V. LAMPS AS TERMPORARY OR

PERMANENT BLINDNESS CAN RESULT FROM EVEN SHORT EXPOSURE.

This splash pad has an automatic chemical monitor/controller that tracks the pH and ORP

(oxidation reduction potential) of the water. The feed of chlorine is controlled but the pH is simply monitored and not automatically fed. For one, the amount of acid for PH control is so small (possibly less than a gallon per month) as to make it unreasonable to automatically control PH electronically.

Nonetheless, PH must be maintained. The NASP should monitor water chemistry DAILY with a swimming pool test kit such as Taylor. If the PH is high, add small amounts of swimming pool muriatic acid to the main drain (not directly into the collector tank.) It is better to use small amounts than to overfeed.

Allow about one hour for mixing and re-test the water. Should the PH be two low, add soda ash or bicarbonate of soda, baking soda, or other ‘made for swimming pool’ caustic materials.

Chlorine was selected as the primary disinfectant. It is inexpensive, readily available, and comes in several forms. Calcium Hypochlorite tablets was chosen for this project and an AccuTab tablet tank has been provided for bulk storage. Some notable issues with tablet chlorine:

Tablets not put into the AccuTab tank must be kept dry in airtight containers.

Tablets will give off small amounts of chlorine gas. Be careful opening a bucket of tabs for loading into the AccuTab tank. It is better to open outdoors where there is plenty of ventilation. DO NOT BREATHE FUMES.

Do not store open or closed containers of tablets in the pump room. Corrosion will result.

PH should be kept between 7.2 and 7.6!

THE UV SYSTEM MUST BE

OPERATED WHEN THE SPLASH

PAD IS OPERATED. IF IT IS

INOPERABLE, THE SPLASH PAD

SHOULD BE CLOSED AND FEATURE

PUMP SHUT DOWN!

In an emergency (for example, running out of tablets) you can use chlorine bleach ff the grocery store shelf. Though weaker, it is an excellent disinfectant.

After reacting with organics and pathogens, some residual strength is left in the chlorinated water. This residual is required.

Sodium hypochlorite (bleach) will drive PH down. If overfed, it will be necessary to add a caustic product to raise PH back up.

Calcium hypochlorite tablets will drive PH up. If overfed, it will be necessary to add muriatic pool acid in small doses to balance the pH.

Cyanurate is available which is a U.V.

stabilizer. However, cyanurates in high concentrations have been proven to be carcinogens. Never maintain a cyanuric acid concentration higher than 50 parts per million.

Standard test kits usually have cyanuric test reagents. NEVER USE ANY TABLET PRODUCTS OTHER THAN ACCUTAB IN THE DISPENSER TANK!

Chlorine is also available in other forms, liquid, dichlor and trichlor tablets, pucks and granular to name a few. Elemental chlorine gas is also available but should not be used near splash pads due to its toxicity. Consult with Water Ventures should you desire to change products. There are advantages and disadvantages to each product. Various types also affect PH differently and may cause you to change your PH control.

Alkalinity is a measure of the water’s buffering capacity and should be maintained between 80 and 120 parts per million. Standard test kits have alkalinity test reagents. If too high, alkalinity is usually removed by putting acid in the collector tank and turning off the pump for ten to thirty minutes.

This will lower alkalinity. As usual with chemicals make adjustments in small dosages to avoid overshooting the target range resulting in feeding more chemicals. If alkalinity is too low, small doses of acid to control PH will cause large swings and make balancing the splash pad water source extremely difficult. If too low, adding common baking soda (Arm & Hammer for example) or sodium bicarbonate to raise alkalinity. Adjust alkalinity first and then fix the disinfectant levels and PH.

Clarity is a subjective issue. We recommend you daily take samples from one or more of the splash pad features in a clear cylinder or jar and look for turbidity. If the water is not clear, you are likely not backwashing the filters as frequently as you should or you are not backwashing long enough.

Unfortunately, in a splash pad your backwash supply water is limited to the water contained in the collection tank. This may require more filling and more backwashing before placing the filter back into service. A backwash of at least five minutes (whether or not continuous) is recommended.

Acid feed is manual for this project due to small amounts usually necessary. Dilute acid in a bucket of water at least 1:1 and never add acid directly from a bottle into the storm water diversion tank or the collector tank. Always dilute, and always add acid to water and not water to acid. Do not store acid within the pump equipment room but store outside under locked fenced area provided.

We do not recommend the use of flocculants or filter aids. If alkalinity, PH and disinfection levels are kept within range, these other chemicals are not helpful and can upset the balance or cause short filter runs. Pool service companies are more than happy to sell you chemicals you really don’t need.

Chlorine Residuals should be between 1 part per million (mg/L) and 3 parts per million.

3. WATER SUPPLY

Water supply must be potable water. If potable supply is interrupted for any length of time, shut down splash pad to avoid introducing polluted water.

The autofill unit is a simple float valve within the collector tank located under the access hatch door. When the water level drops, the float drops, admitting water through the valve into the tank. The operating level (pumps on level) should be about 50% of tank depth. With pumps off, the water level should be near the top of the tank. Check water levels daily. Do not operate pumps dry.

The water supply is protected from the splash pad by a reduced pressure zone back flow preventer. Never disable this unit or attempt to bypass it except for short periods of manual filling.

4. RAINFALL

Rainfall is always problematic with splash pads. Rainwater, if allowed into the collector tank, will dilute tank water chemistry which may take days to re-balance. For that reason, Water Ventures has installed an automatic diversion valve located between the collector tank and the splash pad, just off the concrete. At night or when any rainfall events are forecast, the valve operator mechanism in the control panel will close the butterfly valve to the tank. This will cause rainwater to be diverted to storm sewer.

When the valve operator mechanism in the control panel allows, it will set the valve back to open for splash pad operation. Verify operation of the valve daily. If left closed, the tank will be emptied by the feature pump and drain off into the storm sewer.

5. LEVEL CONTROL

Maintain the water level in the collector tank when all pumps are off to 50% of depth both to keep the tank from floating and to maintain adequate supply of water for the splash pad. Do not overfill when the splash pad is in operation or there will be no place for drain down water when the splash pad is in idle or shut down for the night.

6. WINTERIZING

The splash pad is designed to operate all winter in Pensacola. However, if desired, the pad can be closed for the winter. The following winterizing operations should take place.

1. Turn off the automatic sequencing controller and unplug.

2. Pump down the collector tank to about 20-25% of depth. Pump either to backwash or to the splash pad and thence to storm using the diverter valve.

3. Drain the pump strainer pots and leave the plugs out for the winter. Store them safely.

3. Each feature line has a cleanout plug. Close the manual feature valve one at a time and apply compressed air from a tank or a vacuum line from a wet vacuum unit. The lines are sloped back to the pump room and should be able to be emptied.

4. For splash pad flush ground jets, replace the screw in fitting with a screw in plug available from WV or the manufacturer of the feature.

5. Drain the UV chamber.

6. Remove any remaining chlorine tablets and discard or place in airtight container (NOT with new tablets) and drain the AccuTab tank. DO NOT STORE IN PUMP ROOM.

7. Drain water out of the filter by opening the air release valve on top and opening the drain port.

8. Close the diverter valve to the tank sending all rainwater to storm.

9. Shut off the potable water supply and heat trace the lines for winter.

10. Do not store chemicals in the pump house over the winter.

11. Shut down all breakers or main circuit breaker.

7. START-UP

Seasonal start-up:

1. Empty the remaining water from the collector tank and from the storm water diverter tank using a ditch pump if necessary.

2. Hose down and rinse the splash pad to remove winter debris, leaves, twigs, silt or sand.

3. Re-install all drain plugs on pumps and UV equipment.

4. Refill collector tank with water.

5. Open the storm water diverter valve to admit water to the collector tank.

6. Fill strainer pot on circulating pump with potable water.

7. If the filter elements were not cleaned at the closing last season, open the filters and clean or replace all filter elements. Fill the lower shell of the filter with clean water and reseal the filter.

8. Turn on power and restart recirculating filter pump. OPEN AIR VALVES ON TOP OF

FILTERS while starting up pumps. It may take several times to prime the pump successfully and begin recirculating the collector tank through the filter.

9. Once water starts blowing off the filters, close the air release valve.

10. Check for proper chlorinator function. Reload the chlorine table vessel. Inspect all hoses and pipe connections for leakage and replace any split lines or broken connectors.

11. Turn on the UV unit at the console once water is flowing. Do not run UV unit dry. Verify the bulb(s) is burning and the control console indicates UV function.

12. Circulate filter system for minimum 4 hours before proceeding with feature system.

13. Fill the strainer pot on the feature pump and prime the pump. Several attempts may be necessary before the pump primes successfully. Make sure manual valves are open to the features. Leave manual valves in previously set positions for flow balancing.

Otherwise take photo before manipulating valve so they can be repositioned correctly.

14. Turn on the feature controller. All previous programs should be stored on the machine and the programs should run once the pump is circulating correctly.

15. Go to the field activation bollard and attempt to start the feature cycle remotely. If this fails, check the infrared light window to see that the window is clean and not blocked.

Check low voltage leads at the control console for voltage.

16. Verify each and every feature operates on cycle as designed and installed. If a zone fails to operate:

a. Verify the feature branch is unblocked by operating the solenoid valve manually to open it to flow.

b. Verify voltage is reaching the solenoid valve using a multi-meter.

c. Verify the valve opens and closes properly on application of voltage.

d. Verify the program is not set to 0 seconds for that particular device.

17. Notify Water Ventures if features fail to operate. Do not attempt to adjust software settings for the valves without proper training on the control console.

18. Verify all screens and grates are cleaned for air flow into the building.

19. Verify the main drains are all clear of debris.

20. Verify the storm water diverter valve closes upon shut down of the control system or loss of power.

21. Inspect each play feature for loose parts, missing fasteners, physical damage, plugged nozzles, or other issues.

22. Operate the splash pad circulating system and feature system for 6 continuous hours and verify water levels in the collector tank are at about 50% of tank depth during operation. Add water as needed.

23. Inspect surfaces for delaminations, joint failures, pop-offs, slab failures, slab offsets, burrs, or other impediments and correct before admitting foot traffic.
