The following have been added by full text:

AMENDMENT 0002

1. The following sentence is hereby added to Factor 2, Experience, (i) Solicitation Submittal Requirements, (1) Construction Experience:

Offerors who fail to submit experience for proposed primary construction firm(s) in Factor 1 may be rated lower.

Offerors are still limited to a total of five (5) projects combined.

2. Paragraph 4 under Factor 4, Past Performance, subsection (i), Solicitation Submittal Requirements is hereby replaced as follows:

4. The Offeror should provide completed Past Performance Questionnaires (PPQ) from the project client in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

3. The following two paragraphs, numbered 7 and 8, are hereby added to Factor 4, Past Performance, (i) Solicitation Submittal Requirements:

7. Completed CPARS refers to a Final Evaluation marked 100%, complete, signed by the Contractor Representative, and finalized by the Reviewing Official (if required).

8. Completed CPARs or PPQs shall represent Final Construction (Construction and financial closeout constitute completion. Beneficial Occupancy is not considered completion.) or Final Design (accepted Final Design), respectively.

4. The following paragraph, number 5, is hereby added to Factor 4, Past Performance, (ii) Basis of Evaluation:

5. Interim CPARs for the proposed primary construction firm(s) and primary design firm(s) are not acceptable.

5. The solicitation incorrectly referred to the Representations and Certifications Section as 00600. The correct reference for the Representations and Certifications in this solicitation is Section 00 45 00. The change in numbering is the result of using contract format CSI 2012 for this solicitation and is hereby corrected in the solicitation.

6. To clarify the Small Business Administration (SBA) requirements applicable to competitive 8(a) procurements, offerors are referred to SBA regulation 13 C.F.R. §124.507(c)(1):

“Construction competitions. Based on its knowledge of the 8(a) BD portfolio, SBA will determine whether a competitive 8(a) construction requirement should be competed among only those Participants having a bona fide place of business within the geographical boundaries of one or more SBA district offices, within a state, or within the state and nearby areas. Only those Participants with bona fide places of business within the appropriate geographical boundaries are eligible to submit offers.”

As noted in the solicitation, Section 00 21 00 – Instructions, “SBA has determined this procurement may be competed among only those 8(a) Program Participants having a bona fide place of business within the geographical boundaries of the State of Texas. Only those Participants with bona fide places of business within the appropriate geographical boundaries are eligible to submit offers.”

Accordingly, only offerors with a bona fide place of business within the State of Texas at the time the offer is submitted may submit an offer.
