This solicitation is for a Design-Build Indefinite Delivery Indefinite Quantity Multiple Award Construction Contract for Naval Facilities Engineering Systems Command Southeast. The solicitation will result in the award of approximately five separate firm-fixed price IDIQ multiple award construction contracts in the Corpus Christi and Kingsville, Texas area, each with a five-year ordering period and maximum value of $99 million total across all contracts. Projects will consist primarily of general building type construction such as new, renovated, altered, demolished, and repaired industrial, airfield, aircraft hangar, infrastructure, administrative, training, dormitory, and community support facilities. Individual task orders will range from $250,000 to $10 million and be fixed-price with independent completion dates and liquidated damages. The source selection process will use a two-phase best value tradeoff approach, with the seed project determined in phase two only among firms selected in phase one. The offeror with the best value proposal for the seed project will receive the IDIQ and seed task order, while the remaining four selected offerors will receive only the IDIQ with a $1,000 minimum over five years. The solicitation is set aside for 8(a) small businesses within the state of Texas per SBA geographical limitations.
