AMENDMENT 0001
1. On page 4 of the solicitation, Section 00 21 00 – Instructions, INSTRUCTIONS TO OFFERORS, the regulation cited in lines 3-4 of paragraph one is hereby corrected to: 13 C.F.R. §124.507(c)(1).
2. On page 4 of the solicitation, Section 00 21 00 – Instructions, INSTRUCTIONS TO OFFERORS, the sentence at lines 4-5 of paragraph six is hereby revised as follows:
Task orders will be firm-fixed-priced, normally in the range of $250,000 to $6,000,000 per order.
3. On page 7 of the solicitation, PROPOSAL SUBMISSION, the email address for Cynthia Ortiz is hereby corrected to: cynthia.ortiz3@navy.mil.
4. Under Section 00 22 00 - Supplementary Instructions, EVALUATION FACTORS FOR AWARD. E.(3) (a)(i)(2), on page 14 of the solicitation, is amended as follows:
(2) Bonding. Offeror shall confirm that it has a single award bonding capacity of at least $6,000,000 and the ability to bond multiple projects.
5, Due to technical difficulties the Government’s responses to the initial pre-proposal inquiries received were not visible to contractors on ProjNet. The issue has been addressed and the responses are now visible. However, to ensure the Government’s answers are properly documented, they are included, below, as follows:
Inquiry ID: 1508616 The offerors are being asked to submit the original Bonding Capacity letter to the address in Block 7. In block 7 of the 1442 there is a PO Box number listed under the address. Is this an error? What is the correct address to send the original bonding letter?
Government Response: The address listed in Block 7 is the correct address.
Inquiry ID: 1508619 Page 12 of RFP_Evaluation Factors for Award. The solicitation requires the evaluation of price and the following non-price factors: Factor 1, Factor 3 and Factor 4 are listed. Factor 2: Experience is missing from the evaluation factors for award. Will the government take into account for award the evaluation of Factor 2: experience in addition to the other three factors?
Government Response: Factor 2 is not missing. It is listed on the same line as Factor 1. There should be a paragraph break in the document. The Government will evaluate all Factors for award.
Inquiry ID: 1508624 Page 22 of the RFP- Factor 4- Past Performance. Can the offeror include in the proposal previously completed PPQs from prior proposal submissions?
Government Response: Per RFP Factor 4, Paragraph (i), If a completed (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for construction experience.
If a completed CPARS is not available, Yes a previous completed PPQ from prior submission may be included;
however, the PPQ must meet the requirements of RFP Factor 4, Paragraph (i).
Inquiry ID: 1508765 Item (4).(i),1 states to include CPARS for construction experience within our proposal.
Item (4).(i).2 states to include AE CPARS for design experience within our proposal.
Item (4).(i).4 states to provide a completed PPQ "from the project client."
The relevancy factors for Contractor Experience and Designer Experience puts an emphasis on previous Design/Build work, so we as the proposed Design Prime plan to submit five D/B projects for Factor 2. However, as the Prime Designer on D/B projects, we are not able to receive a CPARS on a Design/Build projects from the actual client. The CPARS are written primarily evaluating the Prime Contractor. Our contractor teaming partners do share their D/B CPARS with us as the Prime Designer, but they typically request we do not share the CPARS with other contractors. Furthermore, on Design/Build projects, the client is not able to complete a PPQ for the Prime Designer as the project is contracted from the client to the Prime Contractor.
Can the designers be able to state that a CPARS is in the database and available for NAVFAC to review, therefore not requiring inclusion in the proposal? Can the designers submit PPQs on all Design/Build experience shown in Factor 2? And lastly, can the PPQs for Design/Build experience from the designer be completed by the Prime Contractor?
Government Response: No, the designers MAY NOT state that a CPARS is in the database and available for NAVFAC to review.
Per RFP Factor 4, Paragraph (i), Subparagraph 2, If a completed AE Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for design experience.
Per RFP Factor 4, Paragraph (i), Subparagraph 3, If there is not a completed CPARS evaluation then submit Past Performance Questionnaires (Attachment C) for each project included in Factor 2 for both Construction Experience and Design Experience.
Per RFP Factor 4, Paragraph (i), Subparagraph 5, If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).
Per RFP Factor 4, Paragraph (ii), Subparagraph 1, Missing data, including but not limited to completed PPQs and CPARS, are considered a deficiency. PPQs that do not contain contract and client information are considered a deficiency. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award.
No. PPQs for DB experience from the designer MAY NOT be completed by the Prime Contractor.
Per RFP Factor 4, Paragraph (ii), Subparagraph 2, A CPARS or PPQ for the General Contractor is not acceptable for Design Past Performance. Additionally, a PPQ for the designer of record filled out by the General Contractor is not acceptable.
Per RFP Factor 4, Paragraph (ii), Subparagraph 3, CPARS and PPQs for each project included in Factor 2 for both Construction Experience and Design Experience shall be filled out by the Project Client. CPARS and PPQs for each project included in Factor 2 for Design Experience shall address Design Performance.
Inquiry ID: 1509777 The Submission Requirements, on page 5 of 68, requests that an original of the bonding capacity letter should be mailed to the address in block 7; however, the RFP instruction states that no hard copies are allowed. Can we include a letter showing our bonding capacity in our PDF submittal?
Government Response: Yes. However, original should be mailed to the address on block 7.
Hard copy reference in in regards to entire proposal/offer.
Inquiry ID: 1509778 In reference to the font requirement, 11-point font is extremely space limiting for tables and graphics, such as the organizational chart. Would the Government kindly allow Offerors to use a smaller font for tables and graphics, as long as they are clear and legible?
Government Response: Yes. The 11 point font may be reduced for tables, graphics, and the organization chart, as long as the information proposed is clear and legible.
The font size may not be reduced for the Factor 1 Narrative, Factor 2, Factor 3, or Factor 4.
Inquiry ID: 1509899 Can the GSA extend relevant past performance requirements to projects completed in the past seven (7) years?
Government Response: No. Per RFP Factor 2, Paragraph (i), Subparagraph (1), Subparagraph b. Projects submitted for the Offeror shall be completed within the past five (5) years of the Date of Issuance of this RFP. Construction and financial closeout constitute completion. Beneficial Occupancy is not considered completion.
Inquiry ID: 1510132 Under Factor 2 -- Can projects that are 75% completed be accepted?
Government Response: No. Per RFP, Factor 2, Paragraph(i), Subparagraph 1, Subparagraph b, Projects submitted for the Offeror shall be completed within the past five (5) years of the Date of Issuance of this RFP. Construction and financial closeout constitute completion. Beneficial Occupancy is not considered completion.
Similarly, RFP, Factor 2, Paragraph(i), Subparagraph 2, Subparagraph (i), Subparagraph b, Projects submitted for the Offeror shall be completed within the past five (5)years of the date of issuance of this RFP.
Similarly, RFP, Factor 2, Paragraph(i), Subparagraph 2, Subparagraph (i), Subparagraph c, For design/build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP. The Final Design completion date must be clearly indicated on the Project Data Sheet.
Inquiry ID: 1510592 We understand via the response to Question ID 1509777 that we are allowed to include our bonding capacity letter in the PDF of our submittal. Does the Government also want a hard copy mailed to the address in block 7?
Government Response: Bonding Capacity letter is still required to be mailed to the address on block 7.
