Where internationally defined requirements and established Government requirements conflict, Government requirements shall have priority. The Code 700 L&H Project Manager will monitor contractor crane lifts for compliance to requirements.

3.3.5 The Code 700 L&H Project Manager shall hold a pre-job morning brief, in-person, with all personnel who will be involved with crane work at the start of each work shift. The briefing will address the work and lift plan(s) for that shift and include topics such as safe crane lifting and compliance to safety requirements.

CAUTION 1: Lift stopping points may be established to ensure the crane or rigging gear are not overloaded. The contractor crane operator will be briefed on the lift stopping points prior to commencing crane lifts.

CAUTION 2: Crane operator must be trained not to bypass crane safety devices during lift operations.

NOTE: During the performance of weight handling operations (crane lifts and rigging operations), contractor and Government personnel have the right to stop work if any part of the work/lift being performed was not briefed, the lifting or rigging technique being used is inconsistent with their training, or work experience notes a sequence of events that may result in personal injury or damage to equipment. When work is stopped, the involved personnel must notify management, mitigate the noted risk, and re-brief prior to returning to work.

3.4 Equipment and Personnel

3.4.1 Contractor provided equipment and personnel shall be executed by Task Order only. The

Task Order may include the below listed equipment and personnel, all or in part. Additional quantities of equipment and personnel may be required on individual task orders. 3.4.1.4 The contractor shall provide one (1) 30’ X 110’ work barge. The work barge shall be equipped with a minimum of two (2) spuds. The spuds shall be of sufficient length to set at a depth up to 50 feet. If a 30’ X 110’ work barge is not available, the contractor may submit to the government another size work barge for consideration and approval. While at NPTU, the Code 700 L&H Project Manager may use the tugboats or pusher boat for tasks such as spud barge crane movements, removal or installation of the NPTU barrier, shuttling personnel from the pier to the spud barge crane and back, or other tasks as required to support needed work.

3.4.1.5 The contractor shall provide South Carolina State certified RO personnel and appropriate equipment to survey positions with 1’ accuracy to locate mooring chain positioning through GPS (South Carolina State Plane) coordinates. The surveyor personnel must be certified to perform survey work in the state of South Carolina. The Government will provide documentation for GPS locations of the mooring chains and attachment points located in the Cooper River. The primary function of the surveyor will be to assist the Code 700 L&H Project Manager and spud barge mounted crane operator with lowering the barge spuds to the river bottom ensuring the spuds do not contact a mooring chain or mooring chain attachment point.

3.4.1.6 The contractor shall provide one (1) telescopic type mobile crane with one (1) primary crane operator and two (2) alternate crane operators. One alternate crane operator shall be available for mobile crane night shift work as required. Due to varying pier size and ground loading capabilities of the three piers, telescopic type mobile crane requirements will be determined at the time Task Orders are developed and executed.

For most Task Orders, telescopic type mobile crane sizing will be based on physical size and outrigger reaction with the maximum outrigger reaction not to exceed 151,000 pounds (approximately a 165-ton mobile crane depending on manufacturer). The smallest capacity telescopic type mobile crane expected would be 50-tons. Minimum lift capacities will also be determined at the time Task Order are developed and executed. The contractor will be required to submit a drawing of the mobile crane’s physical dimensions (length, width, height) for travel and with outriggers deployed. Maximum outrigger reaction for the Task Order specified mobile crane will also be required to be submitted to the Contracting Officer for approval by the COR during the negotiation process of a Task Order request.

3.4.1.7 When submitting the Crane Entry Package, the contractor shall submit the names of six (6) crane operators; three (3) crane operator names for the spud barge crane and three (3) for the telescopic type mobile crane. Other operator names may be submitted by the contractor to take the place of either the primary or alternate operators should either not be able to report to a scheduled shift. All operators must be qualified in accordance with section 3.4.3.4.

3.4.1.8 Operator Hours: Normal project shift hours will be determined at the time of executed Task Orders. Normal work hours will generally be 12 hours in length with various start and stop times.

Day and night shifts may be scheduled. A contractor crane operator shall not generally exceed a shift of 12 hours in length. The Code 700 L&H Project Manager will contact the contractor a minimum of 24 hours in advance when multiple shifts or shifts other than the normal scheduled shifts are required.

3.4.2 Equipment Requirements

3.4.2.1 Both cranes shall be equipped with a functional Load-Moment Indicator (LMI) system for each hoist. All of the crane’s safety devices shall be enabled and operational.
