3. Overview of the Contract – Contracting Officer

The outcome to be achieved is an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Crane Rental and Crane Operator Services at the Nuclear Propulsion Training Unit (NPTU) in Goose Creek, South Carolina. This requirement include all for all labor, material, equipment, transportation and supervision necessary to support Crane Rental with Tugs and Crane Operator Services to support construction work located at NPTU as identified in each Task Order. These services will encompass the use of at least one (1) spud barge crane with three (3) crane operators, two (2) tugboats, one (1) small pusher boat, one (1) 30’x 110’ spud barge (open deck work barge), (1) telescopic boom type mobile crane with three (3) crane operators, and one (1)South Carolina state certified surveyor and appropriate surveying equipment.

From this solicitation, the Government plans to award one (1) IDIQ contract for Crane Rental and Crane Operator Services Nuclear Propulsion Training Unit (NPTU) Goose Creek, South Carolina. This contract shall provide the government a means for expedited procurement through the issuance of firm-fixed price task orders under this single award IDIQ contract. The IDIQ will contain a five-year ordering period (not to include the six-month period in accordance with FAR 52.217-8) and will have an aggregate maximum value of $12,000,000 for all years, whichever comes first.

Task orders will range from $150,000 to $6M. However, task orders under or over these amounts may be considered if deemed to be in the Government’s best interest.

The minimum guarantee of work for the contract is $1,000, which will be fulfilled by the issuance of the first Task Order.

This acquisition is being solicited as a competitive 100% small business set-aside. The primary NAICS Code for this procurement is 238990 and the annual small business size standard is $16.5 million. Refer to 52.219-14 Limitations on Subcontracting Deviation Clause provided in the RFP regarding subcontracting contract performance to subcontractors that are not similarly situated entities (any small businesses).

4. Solicitation Documents

The RFP has been issued on an SF1449 for commercial solicitations. There is only one CLIN for the IDIQ that covers the five-year ordering period. In the past you may have seen IDIQs with a base and four option years. Since this is a five year ordering period there will be no options issued on basic contract. The only exception is the option to extend for six-month under FAR 52.217-8 – Option to Extend Services that has been incorporated into this contract.

Clauses have been incorporated by reference and full text starting on page 5.

The Addendum, which provides the detailed information for this IDIQ, starts on page 47 of the RFP. The Addendum includes eight sections:

Section 1 – General Information – covers information that we have just discussed.

Section 2 - Statement of Work for the Basic Contract – which we will discuss shortly Section 3 - Quality Assurance Surveillance Plan Section 4 – Contract Administration – which we will discuss shortly Section 5 – Special Contract Requirements - which includes items such as security and insurance requirements Section 6 – Instructions to Offerors – information on how to submit your proposal Section 7 – Basis for Award – Section 7 and 8 discuss how proposals will be evaluated Section 8 – Evaluation Factors

There are also six attachments listed:

Attachment 1: Enclosures to Statement of Work (SOW) – enclosures to the basic SOW

Attachment 2: Government Pre-Award Inquiry (GPI) Form – which we just discussed The remaining four will be submitted as part of your proposal:

Attachment 3: Exhibit Line Item Number (ELIN) Pricing Attachment Attachment 4: Corporate Experience Project Data Sheet Attachment 5: Safety Data Sheet Attachment 6: Past Performance Questionnaire

Those attachments have been posted to beta.SAM.

Also posted with the RFP is the DD1155. For those not familiar with this form, this is the form used to issue task orders. The DD1155 includes information on the seed project, which will become first task order and used for pricing evaluation for award of the IDIQ. CLIN 0001 covers the total amount of the Seed Project. This information should total the amount for ELINs A700 – A713. These ELINs are found in Attachment 3 of the RFP and have been posted to beta.SAM. If the ELIN Pricing Attachment has been revised via an amendment please ensure you submit the latest revision with your proposal. Also included in the DD1155 is the seed project statement of work. It is this statement of work that you are to base your price proposal

on. The DD1155 also includes the wage determination and clauses that require tailoring to the specific task order. The task order will be awarded simultaneously with the IDIQ contract.

5. Statement of Work for the Base Contract – Contracting Officer

The Statement of Work provided in the base contract (found on page 48 of the RFP) includes the requirements for environmental health and safety, joint base security, contractor crane lift, and equipment and personnel. These requirements apply to all individual task orders issued under this contract. Enclosures listed in the SOW are provided as attachment 1 of the RFP.

Section 3.4 of the SOW provides the equipment and personnel requirements for this IDIQ. They may be include all or in part on individual task orders. Additional quantities of equipment and personnel may be required on individual task orders.

Each task order will provide the specific equipment and period of performance required.

6. Statement of Work for the Seed Project – Contracting Officer The statement of work for the seed project (first task order) is provided in the DD1155 that has been uploaded in beta.SAM. It includes the specific equipment and period of performance required for the seed project. The ELIN quantities are aligned with the schedule provided in the task order. It is anticipated that project work will require one crane operator on site per crane (floating and mobile) for 12-hour shifts 7 days per week from 18 January 2021 through 3 June 2021. In addition, 26 days of nightshift are included in the quantities. The schedule in the task order includes a kick-off meeting in September after initial award. The contractor will be on site to beginning January 2021 through June 2021. Please be mindful of the submittal dates for the Crane Entry Package in advance of mobilization.

7. Contract Administration/Task Order Process

The contract will be administered by NAVFAC SE ROICC Charleston. A Contracting Officer’s Representative (COR) will be appointed to assist the Contracting Officer in administration of this contract. Task order for the seed project will be issued at time of award of the IDIQ. All future requirements will be issued as individual task orders under this single award IDIQ.

When future requirements are identified for potential placement on this contract, the ACO will provide the Contractor with a Request for Proposal (RFP) to perform the work. The RFP will include a Statement of Work (SOW). Each task order will be priced and negotiated prior to award. Upon receipt of the Contractor’s proposal, the Government will review the proposal for completeness and reasonableness. If necessary, the ACO will arrange with the Contractor to discuss the scope and to negotiate price and performance times.

Upon ACO acceptance of a negotiated price, the ACO will award the task order for the RFP requirement by issuing a DD form 1155. Task Orders will be fixed priced with specific completion dates and shall clearly define the specific requirements to be performed. The Government is not responsible for costs incurred for or associated with submission of proposals

The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

The relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

Submit your best offer first. The Government intends to evaluate proposals and award a contract without discussions with offerors. 10. Overview of Site – Harold Beaver

Three Piers onsite: South Pier; North Pier; and the Extension Pier that is farther north and the last one that was built.

Fence Barrier – security barrier, which is the same type, used at other Government installations.

Security perimeter will be moved out of the way to gain access to the piers.

Laydown Area – on far side of the site.

Staging area where crane is put together and loaded on a barge is going to have to be off site.

Contractor is responsible for offsite location.

Work will be performed on/near the piers. North Pier is likely where work will be done first.

The floating crane will do the vast majority of the work on that. The submarine there will have to be prepared for tow. The submarine at the south pier will be moved to the north pier. Chains used to hook it up will be moved. Then repairs will be done at the south pier to accept a new submarine coming in. Mobile and floating crane may be working simultaneously.

Depth of river – about 46’ deep (43’ deep right off pier on the riverside). Coming inboard, it gets shallow quick. Approximately seven foot of tide fluctuation. Movement will be in and around this area.

Barge crane will be very close to these submarines. Contractors are not allowed to contact these submarines. Need to ensure adequate standoff. Historically been required to use GPS to verify barge is positioned accurately so bid must include adequate tugboats to ensure barge is moved around adequately.

Site security requirements (Kendra McMahon/Chrystal Brady) – site is a highly secured area.

There are specific requirements that must be met in order to gain access so this would apply to your crane and tug boat operators. They will need to be able to pass the security checks in order to access these locations. Requires citizenship and Federal Identification. ID requirements and alternatives are provided. Real ID is preferred method. Some states have not moved into a required real ID but they are available in all states. Other acceptable alternatives are provided in the document. Contractor employees will need to have a clean background check. This is a minimum 2-week process. Allow extra time to ensure operators pass the background check in case someone does not and new candidate is required. The Joint Base Charleston will perform background checks.

Please submit questions in writing using the RFI process. Proposals are due Tuesday, July 7th.

Hand-delivery of proposals is not allowed. Proposals can be sent via mail or UPS/Fed EX.

Please see solicitation for more information.
