Offerors shall ensure that proposals are received by mail or hand delivery to the NAVFAC Southeast facility no later than the date and time stated in Block 13 of the SF 1442. Ultimately, it is the offeror’s responsibility to ensure timely proposal submission to the specified location. This includes allowing a reasonable amount of time for delivery of the proposal.
Offerors intending to hand-deliver the proposal are cautioned that this NAVFAC Southeast facility is located aboard Naval Air Station (NAS) Jacksonville, a secure military base with heightened security and access requirements.
Hand-carried proposals will require access to NAS Jacksonville.
An offeror risks the late receipt and rejection of a proposal where it delays delivering its proposal until the last few minutes before the time set for receipt of proposals. It is recommended that the offeror allow ample time for delays, including but not limited to: base-related traffic, heightened security, long lines and paperwork requirements at the Pass & ID office, and the possibility of rejection by Security. Offerors may wish to consider utilizing a delivery service such as the U.S. Postal Service, FedEx, UPS, etc. The use of delivery confirmation receipt and signature-required services is highly recommended.
BASE ACCESS REQUIREMENTS (for hand-delivered proposals)
If the offeror intends to deliver the proposal in person and does not already have a vehicle pass to access the base, the offeror MUST submit the NAS JAX Base Access AMAG Form (Exhibit E) for the individual who will be "driving a vehicle" onto the base. Passengers do not have to submit an AMAG Form. AMAG Forms must be submitted via email no later than five (5) business days prior to the closing date of the solicitation to Brian Sweeney at brian.l.sweeney2@navy.mil. Vehicle pass requests after the deadline will not be accepted. The submitted AMAG form is only good for the proposal due date. If the proposal due date is extended, the offeror must submit a new AMAG form. If any other information listed on a submitted AMAG form changes (i.e., name, driver’s license, address, etc.), the offeror must submit an updated AMAG form.
Submission of an AMAG form is no guarantee that an individual will be able to get onto the base. If for any reason the individual arrives at the gate and is not allowed onto the base (even if the offeror has submitted an AMAG form), the offeror will need to find another way to get the proposal delivered. Government personnel may not be able to sponsor the individual on base to deliver the proposal.
The Pass and ID Office is located in Building 9, which is the first building on the right just outside of the Yorktown Gate at the Main Entrance to NAS Jacksonville. Vehicles without a pass will not be permitted on the base. In order to obtain a vehicle pass, the driver must enter the Pass and ID Office, and must provide a valid driver’s license, vehicle registration, and proof of automobile insurance. All passengers in the vehicle must have picture ID.
Offerors are advised to arrive early as it may take a significant amount of time to obtain the vehicle pass.
In addition to the AMAG form, a SECNAV 5512/1 Department of the Navy Local Population ID Card/Base Access Pass Registration (Exhibit F) is required for access to NAS Jacksonville. All visitors to NAS Jacksonville must complete the SECNAV 5512 and bring it to the Pass and ID Office. DO NOT SIGN the form. The form will be signed in front of a government witness. The visitor must show one (1) document from List A OR one (1) Document from List B establishing identity AND one (1) from List C establishing employability. Please see page 3 of Exhibit F for complete instructions. If the proper documents are not provided with the SECNAV 5512, Security will not issue a pass.
All visitors MUST know the name of the command they are visiting, which is NAVFAC SE (Naval Facilities Engineering Command Southeast), and MUST provide the last six numbers of their SSN to the security clerk at the Pass & ID window.
Be advised that ALL visitors entering NAS Jacksonville are subject to a background investigation. All vehicles are subject to random searches. Visitors may be asked to fill out additional paperwork and Security may make a copy of their driver’s license and other identification documentation. If the visitor refuses the investigation, they will be denied access to the base.
Again, be advised that the base access process may take a significant amount of time and is not guaranteed. Please plan accordingly.
TIMELY RECEIPT OF PROPOSALS
PROPOSALS SUBMITTED IN RESPONSE TO THIS REQUEST FOR PROPOSAL MUST BE RECEIVED NO
LATER THAN THE DATE AND TIME SPECIFIED IN BLOCK 13A OF THE SF1442. Proposals not received by the time and date specified shall be treated in accordance with FAR 52.215-1 “Instruction to Offerors - Competitive Acquisitions” and may be rejected.

I. INTRODUCTION
A. Intentionally left blank
B. DESCRIPTION OF ACQUISITION
1. This acquisition will result in the award of a Design-Bid-Build (DBB), Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP), Multiple Award Construction Contract (MACC) for the Naval Air Station Fort Worth Joint Reserve Base, Texas Area of Operation.
2. Construction projects to be performed will primarily consist of general building type projects (new construction, renovation, alteration, demolition, and repair work) including industrial, aircraft hangar, aircraft traffic control, administrative, training, dormitory, and community support facilities. Projects will include 100% full plans and specifications; and/or category III and IV work as defined by NAVFAC Engineering and Construction Bulletin 2018-04 Capital Improvements Categories of Work Classification.
Work will be for the Department of Defense activities located in the Fort Worth, Texas area of operation managed by NAVFAC SE. The work will primarily be performed at Naval Air Station Fort Worth Joint Reserve Base, Texas.
However, work may be required in other areas of responsibility managed by NAVFAC SE if deemed necessary and approved by the NAVFAC SE and NAVFAC Atlantic Chief of Contracting Office.
The planned seed project for this solicitation will be Building 1428 Renovation at Naval Air Station Joint Reserve Base Ft. Worth, Texas. This work is for the construction of a new free standing, one story Explosive Ordinance Disposal Administration Facility with related site improvements and incidental related work. The work will be completed in accordance with the specifications and drawings in this contract.
The magnitude of construction is between $1,000,000 and $5,000,000.
Period of performance is 270 days from task order award.
3. The description of the basic contract CLIN is as follows:
CLIN 0001 – General Construction Projects for a period not-to-exceed (NTE) five (5) years.
4. Each MACC contract duration will be for a period of five (5) years or an aggregate maximum value of $49,000,000.
5. The Government’s cost estimate for this work and total aggregate for all years is NTE $49,000,000 for all MACCs awarded. Each MACC will include a minimum guarantee of $1,000 with a five (5) year ordering period. There is no yearly per contract limit except for the total five-year maximum of $49,000,000. Task orders will be firm-fixed-priced, normally in the range of $150,000 to $6,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government’s best interest and approved by the NAVFAC SE Chief of Contracting Office.
6. The Government intends to award up to five (5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation.
7. This acquisition will be solicited as a competitive 8(a) small business set-aside as authorized in the approved acquisition plan.
8. Intentionally left blank
II. Intentionally left blank
III. EVALUATION
A. BASIS FOR AWARD
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value— the proposals most advantageous to the Government, price and other factors considered.
2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
4. As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.
5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.
B. Intentionally left blank C. Intentionally left blank D. Intentionally left blank
E. EVALUATION FACTORS FOR AWARD
1. The solicitation requires the evaluation of price and the following non-price factors:
Non-Price Factors
Factor 1 – Experience Factor 2 – Safety Factor 3 – Past Performance
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. The relative order of importance of the non-price evaluation factors is the technical factors (Factors 1 and
2) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 3). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
The importance of price will increase if the offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3. Basis of Evaluation and Submittal Requirements for Each Factor
(a) Price
(1) Solicitation Submittal Requirements:

(2) Basis of Evaluation:
Offerors will be evaluated on the information required to be submitted in the submittal requirements identified above. The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (if any). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(i) Comparison of proposed prices received in response to the RFP.
(ii) Comparison of proposed prices with the IGE.
(iii) Comparison of proposed prices with available historical information.
(iv) Comparison of market survey results.
(b) Non-Price Factors:
Provide one (1) original, one (1) copy, and one (1) electronic copy (CD format) of the solicitation submittal requirements identified below. Offerors are encouraged to simply staple or bind proposal and enclose in an envelope. Three ring binders or presentation folders are unnecessary.
(1) Factor 1 Experience:
(i) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
Submit a minimum of three (3) and a maximum of five (5) relevant projects completed by the offeror as the Prime Contractor demonstrating multi-discipline construction experience on projects with a contract value of $1,000,000 or greater. Projects submitted for the Prime Offeror shall be completed within the past five (5) years of issuance of this RFP. For purposes of this evaluation, a relevant project is further defined as a variety of project types including, but not limited to: new construction, renovation, alteration and repair work. This includes, but is not limited to:
industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, dormitory and community support facilities.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather offerors shall submit the work performed under a task order as a project.
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e. unique features, area, construction methods). Project description shall fully describe all trades on the project with a clear description of work performed by those trades.
Descriptions should also include whether the work was performed in multiple phases in an existing operational facility, considered anti-terrorism force protection standards, and/or included any abatement of hazardous materials.
Block 11 of the Construction Experience Project Data Sheet shall be used to clearly describe in detail the management of the project, whether the project was performed concurrently with other construction contracts, and the schedule development and tracking methodologies that were used (e.g. Primavera P6, weekly schedule meetings, etc).
If a Joint Venture/partnership arrangement is being proposed, include copies of agreements and letters of commitment signed by an Officer of each firm with the authority to bind the company. Agreements shall include company name, DUNS number, address, point of contact, email address, phone number, and fax numbers. The agreements shall demonstrate the relationship between firms, the percentage of work that each firm will complete, and the type of work each firm will perform.
If the offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.
Offerors are still limited to a total of five (5) projects combined.
If an offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
The Offeror MAY NOT utilize experience of a subcontractor to demonstrate construction experience under this evaluation factor.
(ii) Basis of Evaluation:
The Government will evaluate the Offeror’s demonstrated experience and depth of experience (such as projects with greater size, scope, and complexity) in performing relevant new construction and renovation projects. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review up to five (5) projects. Any projects submitted in excess of the five (5) for combined construction and renovation experience will not be considered.
The attached Construction Experience Project Data Sheet (Exhibit A) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
(2) Factor 2 Safety:
(i) Submittal Requirements:
The Offeror shall submit a narrative that fully describes the safety management system that they will use to oversee the safety compliance and performance of self-performed and sub-contractor performed work and the Offeror’s method for qualifying, evaluating, selecting all tiers of sub-contractors.
The Offeror shall submit the following information:
(1) Experience Modification Rate (EMR); include three previous calendar years’ (2016, 2017, 2018) worth of data. This rate compares company’s annual losses in insurance claims against its policy premiums. The Offeror may submit an insurance company-provided equivalent rate if no EMR exists. If there is no EMR premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of the element.
(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total Recordable Case (TRC) Rates; submit three previous calendar years’ worth of data. If the OSHA DART and TRC rates cannot be submitted, affirmatively state so and explain why. Any extenuating circumstances that affected the OSHA DART and TRC rate data negatively should be addressed as part of this element.
(3) Technical Approach for Safety Narrative should describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors. Fully describe the safety management system that will be used to oversee safety compliance and performance of self-performed and sub-contractor performed work. Also describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at self-performed and all subcontractor levels. Additionally, describe the methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The technical approach to safety narrative shall be limited to two pages.
Note: The narrative shall be limited to two single sided pages (or one double sided page). For a partnership or joint venture, the submittal requirements are required for each contractor who is part of the partnership or joint venture;
however, only one safety narrative is required. Safety narratives for joint ventures may be up to four single sided pages in length (two double sided pages).
A copy of the blank Safety Data Sheet to be used for submission is included as Exhibit B.
(ii) Basis of Evaluation:
The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for its self-performed work and the work of its sub-contractors. The Government will evaluate the Offeror’s overall safety management system, safety performance record, and the Offeror’s methodology of qualifying, evaluating, selecting and overseeing its subcontractors. The Government’s sources of information for evaluating safety will include, but are not limited to:
OSHA, NAVFAC’s Enterprise Safety Applications Management System (ESAMS) database, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), and other related databases. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project and the specific management practices that will be in place for providing deliberate safety program management and mishap prevention support.
Offeror’s Experience Modification Rates (EMR) will be evaluated against the following Navy standards:
Risk EMR Very Low Risk Less than 0.6 Low Risk From 0.6 to less than 0.8 Moderate Risk From 0.8 to 1.0 High Risk Greater than 1.0 to 1.1 Extremely High Risk Greater than 1.1
Offeror’s DART and TRC rates will be evaluated against the following Navy standards:
Risk DART Rate Very Low Risk Less Than 1.0 Low Risk From 1.0 to 1.99 Moderate Risk From 2.0 to 2.99 High Risk From 3.0 to 4.0 Extremely High Risk Greater than 4.0
Risk TRC Rate Very Low Risk Less Than 2.49 Low Risk From 2.5 to 3.49 Moderate Risk From 3.5 to 4.49 High Risk From 4.5 to 5.99 Extremely High Risk Greater Than 6.0
(3) Factor 3 Past Performance:
(i) Solicitation Submittal Requirements:
If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 1 – Experience. If there is not a completed CPARS evaluation, then a Past Performance Questionnaires (Exhibit C) shall be submitted for each project included in Factor 1 – Experience. The Offeror shall provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s points of contact, Brian Sweeney at brian.l.sweeney2@navy.mil. PPQs and CPARS/AECPARS evaluation forms do not count towards the overall page limitation.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Experience. Offerors may also address any adverse past performance issues.
Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Performance award or additional information submitted will not be considered.
A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Exhibit C.
(ii) Basis of Evaluation:
This evaluation will consider how well the offeror performed on relevant projects submitted under Factor 1 – Experience and may also consider past performance on other projects currently documented in known sources.
The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror past performance will be used as a means of evaluating the offeror probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history will receive a NEUTRAL Confidence Rating.
Past performance ratings of “Substantial Confidence” or “Satisfactory Confidence” hold more value than a “Neutral Confidence” rating and will be considered more favorably in the evaluation of past performance.
