AMENDMENT 0003

1) Solicitation B.1. Pricing. Reference is made to Exhibit Line Items J-0200000-01 and J-0200000- 02, worksheets for pricing Firm Fixed Price and IDIQ. Will the Government Please provide these attachments?

a. See attached files J-0200000-01 and J-020000-02.

2) ATTACHMENT J-1503010-02. Will the Government please provide accurate historical volumes of waste (and recyclables, by commodity, if any), by tons per month, for at least the most recent 24 months for work included in ATTACHMENT J-1503030-04?

a. See Attached Spreadsheet “NASM FY18 SW” and “NASM FY19 SW”.

3) ATTACHMENT J-1503010-02. Will the Government please provide accurate historical volumes of waste (and recyclables, by commodity, if any), by tons per load and material type disposed, for at least the most recent 24 months for work included in ATTACHMENT J-1503030-05?

a. The Government does not possess this data for dissemination.

4) ATTACHMENT J-1503030-05 REQUIREMENTS FOR 40 CY Container. “…covered containers suitable for the use and approved by the Department of Agriculture .” Is this container to be a completely enclosed metal container and not an open top container with a tarp system, as required by the USDA for the storage and transportation of Foreign Waste?

a. An open top container with a tarp system is acceptable; the station does not generate “foreign” waste.

5) ATTACHMENT J-1503030-05 REQUIREMENTS FOR 40 CY Container. “All bulky items will be placed in the 40-CY….” Is this container to be utilized for Foreign Waste or Bulky Items? Fully enclosed metal containers are not designed for loading of bulky items and to meet USDA regulations it must be labeled as REGULATED WASTE.

a. The 40cy dumpster may be open top; the bulky waste referred to could be such items as old or broken furniture, large boxes, wooden pallets, etc.

6) Joe Williams Field. Please confirm that the only container located at Joe Williams Field is the 1-

6YD container identified as building 315 on ATTACHMENT J-1503030-04 which is serviced two times a month?

a. That is correct.

7) 15030 (FAP) 3.1 and 3.4.3 describe Residential Waste. Is there any service in the scope of work requiring the emptying of containers or bags with a volume of less than 1 cubic yard?

a. No; the dumpsters are to be emptied on the schedule provided by the Government, regardless of quantity of waste contained therin.

8) 15030 (FAP) 3.2.2 Are there any containers in the scope of work designated as “Recyclable” ? If so, will the Government please identify them and the material type contemplated?

a. No; NAS Meridian does not currently have a recycling program; All references to a recycling program may be disregarded at this time.

9) 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

“The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 365 days after contract award. The time stated for completion shall include final cleanup of the premises.” Will the Government please provide a minimum of 30 days to commence work after the notice to proceed?

a. No; it is not the intent of the Government to allow a 30 day delay in services.

Contract performance is to begin October 1st, 2019.

10) Will the Government please provide the current estimated performance start date?

a. It is the intent of the Government to begin services on 1 October 2019.

11) Attachment J-1503030-8 Spec Item H states “All containers, except for Government/occupant furnished residential containers, shall be cleaned by the Contractor at the frequencies specified in Attachment J-C1 ..” Please provide the referenced document J-C1.

a. The requirement to clean the dumpsters on a given frequency is hereby deleted from the contract. However, the contractor will be required, at the request of the Government, to clean (or replace, if that is preferred) any given dumpster that becomes soiled or dirty to the point of being asthetically displeasing. Such a request will be made by the Contracting Officer or their designated representative.

12) Attachment J-1503030-8 Spec Item 11 Relocation of containers Firm Fixed Price. States “If the service is not utilized its value will be deducted from the last invoice in the contract period.”

Please advise how the government will calculate the amount to be deducted as this is not a separately priced line item. It would be more equitable to both the government and the contractor if this relocation of all containers on the contract were priced as a separate IDIQ line Item, which could be ordered as and when needed.

a. Relocation of the containers is intended for use during time of National Emergency such as change in Terror Alert to Red status, and typically should not be greater than 200ft from the original location. The offeror is to account for the cost of one movement of all containers in it’s firm fixed price; additional movement will be priced using the prices listed for like movement on attached ELINS sheet J- 0200000-02.

13) Please confirm that the items to be covered by our Technical Proposal are those set out in

1503030-M.

a. The Government will evaluate the contractor’s proposed means and methods in accordance with the evaluation factors in section 1503030-M to determine technical acceptability.

14) Can the government supply attachment J-0200000-01, Exhibit Line Item Numbers, worksheet

ELIN – Base Period FFP?

15) Can the government supply attachment J-0200000-02, Exhibit Line Item Numbers, worksheet

ELIN – Base Period IDIQ?

16) Can the government be more specific on the way the proposal should look (e.g. Volume I

Technical, Volume II Pricing, Volume III Past Performance etc..)?

a. The contractor may provide his proposal in the following format:

i. Section I: Responses to Technical Evaluation factors found in 1503030-M

ii. Section II: Contracto pricing using the forms provided on forms J-020000 for the base and all outlying years, for both reoccuring collections and non-reoccuring work.

iii. Section Three: Past Performance points of contact

17) May we submit our proposal electronically via email?

a. Yes.

18) We were informed that during the site visit it was mentioned that a number of the containers are required to have a waterproof spray-in liner. Will the Government please confirm this is a requirement and identify the containers requiring the spray-in liner?

a. The following containers must be sprayed with the waterproof liner:

i. Building 404, the Child Development Center

ii. Building 052, Sportsman’s Lodge

iii. Building 313, The Bowling Alley

iv. Building 388, Rudders (Formally the Golf Shack)

v. Building 257, The Galley (Mess Hall)

19) Based upon the historical service frequencies provided in J-1503030-04 there are a number of days during the week when the volume of waste to be collected from NAS Meridian will be insufficient to fill a refuse collection vehicle. If the contractor is required to provide separate landfill weight tickets for the waste collected from the Base then the truck will be forced to take partial loads to the landfill, which is inefficient and costly. It would be more cost effective for both the government and contractor to allow the contractor to fill the truck with third party customer refuse before emptying it at the landfill. In order to accurately estimate the volume of weight generated on the base, average container weights could be used, or the Navy refuse could be collected and disposed of separately for an agreed upon number of test loads and thereafter those weights used for reporting purposes. Test loads could be run at agreed upon intervals in order to update the weights used. Would either of these options be acceptable to the government?

a. The following methods are acceptable for reporting the weight of refuse taken from the station:

i. Contractor may dedicate a single truck to the collection of NAS Meridian refuse only, dispose of that waste prior to collecting any other waste, and remit the dump tickets as proof of disposal and weight of refuse.

ii. Contractor may collect NAS Meridian refuse and have the truck weighed off station PRIOR to adding any further refuse, and remit the scale weigh ticket AND disposal tickets as proof of disposal and weight of refuse.

iii. If the contractor possesses the equipment, trucks with onboard scales may track the amount of refuse collected on the station as the refuse is collected, and remit certified documentation citing the weight of the refuse collected and disposal tickets as proof of disposal.

b. Failure to provide an accurate weight of refuse collected and proof of disposal will be grounds for a retainage of funds/ complete refusal of payment.

20) Would the government accept weights from on board truck scales rather than the disposal site scale tickets to meet the reporting requirements set out in J.2. of J-1503030-06?

a. Yes, provided that the contractor remit both certified weight reports of that refuse picked up on NAS Meridian AND disposal tickets proving disposal in accordance with the contract terms and conditions.

21) Does the installation have a serviceable truck scale on base that could be utilized by contractors service vehicle to provide weight of refuse collected on base?

a. No.

22) The Government has amended the list of locations and number of dumpsters. Please find attached updated Form J-1503030-04.
