DEFINITIONS AND ACRONYMS

DEFINITION/ACRONYM DESCRIPTION

Ashes The residue from burned wood, coal, coke, and other combustible material.

Container A receptacle designed for holding and transporting various types of solid waste.

CY Cubic Yard

Debris Grass cuttings, tree trimmings, leaves, pine straw, limbs, stumps, street sweepings, roofing and construction wastes, and similar waste material.

Foreign Port Origin

Garbage

Garbage subject to special treatment and disposal requirements.

Garbage Animal and vegetable waste (and containers thereof) resulting from the handling, preparation, cooking, and consumption of foods. Edible or hog food garbage is that portion of waste food which has been segregated for salvage.

Hazardous Waste A solid waste or combination of solid wastes, which because of its quantity, concentration, or physical, chemical, or infectious characteristics may: (1) cause, or significantly contribute to, an increase in mortality or an increase in serious irreversible, or incapacitating reversible, illness; or (2) pose a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported, disposed of, or otherwise managed.

Open Burning The combustion of solid waste without (a) control of combustion air to maintain adequate temperature for efficient combustion, (b) containment of the combustion reaction in an enclosed device to provide sufficient residence time and mixing for complete combustion, or (c) control of the emission of the combustion products.

Recyclable Waste Waste material which can be transformed into new products in such a manner that the original product may lose its identity.

Refuse All garbage, ashes, debris, rubbish, and other similar waste materials. Not included are explosive and incendiary waste and contaminated waste from medical and radiological processes.

Rubbish A variety of unsalvageable waste materials such as metal, glass, crockery, floor sweepings, paper, wrapping, containers, cartons, and similar articles not used in preparing or dispensing food.

Sanitary Free of microorganisms.

Solid Waste Refuse and other discarded solid materials resulting from commercial, industrial, residential, and community activities. It does not include hazardous wastes, infectious/medical wastes, solids or dissolved materials in domestic sewage, or other significant pollutants in water resources such as silt, dissolved or suspended solids in industrial waste, water effluents, dissolved materials in irrigation return flow, or other common water pollutants.

Spillage Any refuse dislodged from containers and/or solid waste collecting equipment in the course of collection and disposal.

Waste Deposit Area Designated points where solid wastes will be placed for collection by the Contractor.

May also be referred to as collection station, collection point, pick-up stations, or collection site.

Frequency designations:

(1) Semiannual (SA). Services performed twice during each 12 month period of the contract at intervals of 160 to 200 calendar days.

(2) Quarterly (Q). Services performed four times during each 12 month period of the contract at intervals of 80 to 100 calendar days.

(3) Monthly (M). Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.

(4) Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of 6 to 8 calendar days.

(5) One Time-a-Week (1W) Services performed one time a week usually on Monday.

(6) Two Times-a Week (2w) Services performed on Tuesday and Thursday or Monday and Wednesday.

(7) Three Times-a-Week (3W) Services performed on Monday, Wednesday, and Friday.

Insurance

Within fifteen (15) days after the award of this contract. the Contractor shall furnish the Contracting Officer a

CERTIFICATE OF INSURANCE as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below in accordance with the “INSURANCE – WORK ON A GOVERNMENT

INSTALLATION” clause. (1) The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage.

(a)Comprehensive General Liability: $500,000 per occurrence

(b)Automobile Liability $200,000 per person

$500,000 per occurrence

$ 20.000 per occurrence for property damage

(c)Workmen’s Compensation: As required by Federal and State worker’s compensation and occupational disease statutes

(d)Employer’s Liability coverage: $100,000, except in states where worker’s compensation may not be written by private carriers

(e)Other as required by State Law

(2)The Certificate of Insurance shall provide for at least 30 days written notice to the Contracting Officer by the

Insurance Company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned insurance clause.

Government Furnished Property and Services

a. Government Furnished Facilities. The Government will not provide office space and operational facilities to the

Contractor. The Contractor shall secure and maintain the necessary office space and other facilities required for the performance of this contract at his/her own expense.

b. Government Furnished Equipment. The Government will not provide equipment for the Contractor's use.

c. Government Furnished Material. The Government will not provide any materials to the Contractor

General Administrative Requirements

a. Directives. Applicable Department of Defense (DOD), Secretary of the Navy (SECNAV), Chief of Naval

Operations (OPNAV), and other directives, instructions, and regulations.

b. Station Regulations

(1)The Contractor and his/her employees shall become acquainted with and obey all Government regulations as posted, or as requested by the Contracting Officer.

(2)The Contractor shall participate actively in the activity energy conservation program. The Contractor shall comply with the Base energy conservation program and shall become familiar with base “ACTIVITY ENERGY

CONSERVATION INSTRUCTIONS”. The Contractor superintendent shall represent the Contractor’s interests at all meetings of the activity’s Energy Conservation and Resource Management Committee. Use of high energy consuming tools or the Contracting Officer shall approve equipment.

c. Fire Protection. The Contractor and his/her employees shall know where fire alarms are located and how to turn them on. The Contractor shall handle and store all combustible supplies, materials, waste and trash in a manner that prevents fire hazards to persons, facilities, and materials. Contractor employees operating critical equipment shall be trained to properly respond during a fire alarm or fire per local activity instructions.

d. Environmental Protection. The Contractor shall comply with all applicable federal, state, and local laws, and with the regulations and standards as requested by the Contracting Officer. All environmental protection matters shall be coordinated with the Contracting Officer. Inspection of any of the facilities operated by the Contractor may be accomplished by the Activity Environmental Protection Coordinator, or authorized officials on a no-notice basis during normal working hours. In the event that a regulatory agency assesses a monetary fine against the Government for violations caused by Contractor negligence, the Contractor shall reimburse the Government for the amount of that fine and all other costs. The contractor shall also clean up any oil spills, which result from the Contractor’s operations. The Contractor shall comply with the instructions of the cognizant Navy Medical Department with respect to avoidance of conditions which create a nuisance or which may be hazardous to the health of military or civilian personnel.

e. Disposal Requirements. The Contractor shall dispose of the residential, commercial, industrial, administrative, operational, support, and community activity wastes collected in accordance with all applicable local, state, and federal laws and regulations. The Contractor shall pay all fees associated with disposal. Within 15 calendar days after contract award, the Contractor shall submit copies of disposal permits or other written documentation of approval and suitability of landfill or other final disposal methods.

f. Sanitation requirements. Within 15 days after award of the contract, the Contractor shall submit proposed container and collection vehicle cleaning procedures and schedules for the Contracting Officer’s approval. The methods of cleaning, special disinfectant(s), and cleaning facilities shall be specified, and must comply with the requirements specified below.

g. Collection Vehicles. Vehicles used for hauling waste shall be washed and sprayed with an approved disinfectant not less that weekly, or more often if necessary to prevent obnoxious odors, prevent the attraction or propagation of vectors, and to maintain a neat/clean appearance.

H. Containers. All containers, except for Government/occupant furnished residential containers, shall be cleaned by the Contractor at the frequencies specified in Attachment J-C1 to remove all wastes and waste residue from all surfaces. Special attention shall be given to remove all material from seams and rolled edges. After each cleaning the interior of the container shall be sprayed with an approve disinfectant.

i. Cleaning Facilities. The Contractor is required to furnish his own facilities for cleaning containers and equipment.

All containers shall be removed from government property for cleaning. The containers removed from the premises for cleaning shall be replaced during the interim with other containers, which meet all the requirements of this contract.

j. Records and Reports

(1)The Contractor shall keep a daily record of pick-ups showing building number or location and the number and size of containers at each collection station. The Contractor shall maintain a record of container cleaning. Copies of these records will be provided to the Contracting Officer upon request.

(2)The Contractor will tabulate each month’s tonnages from individual weight tickets and compile a monthly report denoting the number of tons of solid waste disposal of for Bid Item 0001 in that month. This report will be submitted to the Contracting Officer attached to the monthly invoice.

Identification of Contractor Employees

(1)The Contractor shall provide to the Contracting Officer the name or names of the responsible supervisory person or persons authorized to act for the Contractor.

(2)The Contractor shall furnish sufficient personnel to perform all work specified with the contract.

(3)Contractor employees shall conduct themselves in a proper, efficient, courteous and businesslike manner.

(4)The Contractor shall remove from the site any individual whose continued employment is deemed by the

Contracting Officer to be contrary to the public interest or inconsistent with the best interests of National Security.

(5)No employee or representative of the Contractor will be admitted to the site or work unless he/she furnishes satisfactory proof that he/she is a citizen of the United States, or, if an alien, his residence within the United States is legal.

(6)All contractor/subcontractor employees working under this contract shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment. Employee identification shall not be substituted for station required passes or badges.

(7)Identification of Contractor Vehicles. The company name shall be displayed on each of the Contractor’s vehicles in a manner and size that is clearly visible. All vehicles shall display a valid state license plate and safety inspection sticker, if applicable, and shall be maintained in good repair.

(8)The Contractor shall report to the Contracting Officer, in the manner and on the forms prescribed by the

Government, exposure data and all accidents resulting the death, trauma, or occupational disease. All accidents must be reported to the Contracting Officer within 24 hours of their occurrence.

(9)The Contractor shall submit to the Contracting Officer a full report of damage to Government property and/or equipment by contractor employees. All damage reports shall be submitted to the Contracting Officer within 24 hours of the occurrence.

(10)Only emergency medical care is available in Government facilities to Contractor employees who suffer on-the-job injury or disease. Care will be rendered at the rates in effect at the time of treatment. The Contractor will make reimbursement to the Naval Regional Medical Center Collection Agent upon receipt of statement.

(11)Relocation of Containers. Firm Fixed Price. The contractor shall relocate all 6,8,20,30, and 40 Cubic Yard containers(both compactor and non-compactor type) when required by Contracting Officer. This intended for use during time of National Emergency such as change in Terror Alert to Red status. All containers shall be relocated to new locations as instructed by government within 18 hours of receipt of instruction. In general it is expected that relocation will be within 200ft of the pre-location position. One relocation under this paragraph is included in the

Firm Fixed Price. If the service is not utilized its value will be deducted from the last invoice in the contract period.

If the service is utilized the government has the option of modifying the contract to add additional quantities of this requirement. These added quantities shall be priced at the price stated in the Schedule of Indefinite Quantity.

(12)Relocation of Containers- Indefinite Quantity. When ordered, the Contractor shall move and permanently change the location of existing 6-CY, 8-CY, 20-CY, 30-CY, and 40-CY non-compactor containers. Containers shall be in place at the new location within 5 working days of receipt of a delivery order.

(13)Special Events. The Contractor shall temporarily provide up to 4ea eight-CY and 2ea forty-CY containers to handle removal and disposal of additional solid waste generated by special events such as concerts, ship homecomings, air shows, etc. not to exceed two special events per year This work will be provided under the firm fixed-priced portion of the contract. Generally, requests for service will be provided at least 3 working days prior to the placement deadline. The order for this will include number, size, location and time of removal and disposal of solid waste of required containers Unless specified otherwise, daily collections (including weekends and holidays)shall be made from each of the containers provided not later than the time specified in the order.
