1 General Information The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform refuse collection, disposal and recycling at Naval Air Station, Meridian
MS. and Joe Williams Field, Dekalb, MS..
1.1 Concept of Operations The Contractor shall furnish all labor, supervision, materials, supplies, incidental engineering, transportation, and equipment necessary to perform refuse and recyclable waste collections and disposal services at Naval Air Station, Meridian, Mississippi as specified in the specification.
Excluded from this function is collection and disposal of:
(1) hazardous waste, (2) solids or dissolved materials in domestic sewage, (3) other pollutants in water resources such as silt and dissolved or suspended solids, and (4) infectious/medical wastes.

2.1 Definitions and

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the
Integrated Solid Waste Management function.
2.2.1 Certification, Training, and Licensing
Passes and Badges. All Contractor employees shall meet the requirements to obtain the required employee and vehicle passes. Requirements are as specified by Contracting Officer The Contractor shall, prior to the start of the contract, submit to the Contracting Officer an estimate of the number of personnel expected to be utilized at any one time on the contract.
2.3 Special Requirements Prior to commencing work, the Contractor shall meet in conference with the
Contracting Officer to discuss and develop mutual understandings relative to administration of the Safety Program. The Contractor’s workspace may be inspected periodically for OSHA and Navy violations. Abatement of violations will be the responsibility of the Contractor and/or the Government as determined by the Contracting Officer. The Contractor shall provide assistance to the Safety Office escort and the federal or state OSHA inspector if a complaint is filed. Any fines levied on the Contractor by federal or state
OSHA offices due to safety/health violations shall be paid promptly. The
Contractor shall submit to the Contracting Officer a full report of damage to
Government property and/or equipment by contractor employees. All damage reports shall be submitted to the Contracting Officer within 24 hours of the occurrence.
2.3.1 Insurance Within 15 calendar days after contract award, the Contractor shall submit copies of disposal permits or other written documentation of approval and suitability of landfill or other final disposal methods.
2.3.2 Weight Tickets (Non-
Recyclable)
Individual weight tickets denoting the date, type of truck or container, and tonnage disposed of will be kept on file by the Contractor and provided to or made available to the Contracting Officer up request and per Section F.
2.3.3 Permits and Licenses Within 15 calendar days after contract award, the Contractor shall submit copies of disposal permits or other written documentation of approval and suitability of landfill or other final disposal methods.

Pickups are scheduled at the minimum number that will prevent waste container overflow.
3.1 Solid Waste
Collection
The Contractor shall provide collection of residential, commercial, and industrial solid wastes to ensure refuse and recyclables are properly collected.
The Contractor shall develop and submit a schedule that has been optimized for solid waste collection per Section F.
The Contractor shall submit changes to the solid waste collection schedule in writing to the KO for approval.
If the scheduled collection day falls on an observed holiday, pickup shall be on the following work day.
Commercial solid wastes are all types that are generated by stores, offices, clubs, cafeterias, dining facilities, warehouses, and other such non-industrial activities.
Industrial solid wastes are those directly attributable to industrial operations.
Commercial, and industrial solid wastes are collected per the Contractor’s schedule.
Waste collection areas are free of waste following collection operations.
3.1.1 Non

The Contractor shall remove non-residential waste from containers to ensure refuse is properly collected.
The Contractor shall return each waste container to its original location.

remove bulky waste to ensure they are properly collected.
Bulky waste includes all refuse too large or heavy to be placed in designated containers but is within a waste deposit area.

3.2 Solid Waste
Disposal
The Contractor shall dispose of residential, commercial, and industrial solid waste to ensure compliance with all applicable local, state, and federal laws and regulations.
The Contractor shall submit copies of disposal permits or other written documentation of approval and suitability of landfill or other final disposal methods per Section F.
All fees associated with disposal shall be paid by the
Contractor.

3.2.1 Position of
Containers
After each collection of solid wastes, the
Contractor shall reposition all non-disposable containers in an upright position within their respective collection stations so as to minimize interference with adjacent parking areas, sidewalks, roadways, etc.
Containers with lids shall be placed with their lids secured in the closed position and containers with doors shall be closed.
The Government reserves the right to have Contractor change the location or reposition of the containers as conditions warrant or requirements change.
3.2.2 Collection

Collection stations shall be left in a neat and orderly manner
All solid waste within a 25-foot radius of the collection station, including spillage and waste left or spilled in the area by the container user, shall be removed by the Contractor.
3.3 Vehicles and
Equipment
The Contractor shall maintain vehicles and equipment in a manner to ensure a clean appearance, minimal foul odors, and normal working condition.
The Contractor shall not clean vehicles and equipment on Government property.
The Contractor shall have sufficient equipment for backup of regularly assigned vehicles to insure completion of contract requirements in the event of breakdowns or other equipment problems. The

Related Information Performance Standard vehicles specifically designed for refuse collection that have watertight bodies and which do not permit loss of refuse.
Open-box trucks, with or without canvas cover, shall not be used except for the collection of debris or bulky items. Collection vehicles shall be operated in accordance with activity rules and regulations while in the activity area, and shall be kept closed when moving or when not actually engaged in collecting wastes. All vehicular equipment shall be maintained in good repair and in a safe, clean, and well painted condition.
The Contractor's name shall be painted or otherwise displayed prominently on each Contractor owned vehicle.
3.4 Solid Waste
Containers
The Contractor shall provide containers suitable for the collection and disposal of solid waste.
The Contractor shall submit recommended changes to the size and location of solid waste containers in writing to the KO for approval.
The Contractor's name and phone number shall be prominently displayed on each container.
All doors, lids, hinges, rollers, breaking devices, and other moving parts shall be maintained to keep containers in normal working condition.
Bent, damaged, leaking, rusting, and unsightly containers shall be repaired or replaced in a timely manner.
Except where otherwise noted, all containers shall be standard commercial-industrial type, of heavy gauge metal construction, All containers are of standard commercial-industrial grade and are clean, have minimal foul odors, and maintained in normal working condition.

Requirements
The Contractor shall provide collection of solid wastes from commercial, industrial, and community areas. All problems relative to waste collection shall be reported to the
ACO. The
Contractor's employees shall not contact activity personnel or housing occupants regarding waste collection problems.
The Contractor shall establish a plan for vehicle routes and collection schedules and submit to the ACO per
Section F. Approved schedules shall be strictly adhered to, and any proposed change must be submitted for the ACO's approval at least 5 working days in advance.
The Contractor shall confine operations to daylight hours commencing not earlier than 6:00am and continuing not later than
3:30pm for all collections;
unless otherwise approved by the ACO.
3.4.3 Sanitation

4 IDIQ Work IDIQ work may be ordered utilizing DoD EMALL in accordance with Section H or on a task order in accordance with the PROCEDURES FOR
ISSUING ORDERS clause in
Section G. The order will specify the exact locations and types of work to be accomplished. The period of performance will be specified in each order.
Refer to IDIQ ELINs for task listings, descriptions, and related requirements.
All periods of performance are measured from issue date of order to acceptance of the work. Performance standards for IDIQ work will be the same as those in
Spec Item 3 where applicable.
