b. The date of the site visit has been revised to Tuesday, 11 June 2019 and Wednesday, 12 June 2019.
c. The form required for site visit registration has been revised from the AMAG form (Attachment JL-1) to the SECNAV 5512/1 form (Attachment JL-2).
d. An additional requirement for site visit registration has been added. All attendees are required to submit either the SWFLANT Access Form/Visit Request, SWFLANT 5530/50 (Attachment JL-6) or a visit request through JPAS to register for the site visit.
e. The site visit registration due date has been extended to 12:00 PM EDT, Monday, 20 May 2019.
f. The GPI cutoff date has been extended to 17 June 2019.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
L.12 SITE VISIT INSTRUCTIONS
(a) The site will be conducted over two days on Tuesday, 11 June 2019 and Wednesday, 12 June 2019. The government will provide transportation from the designated location at Stimson Gate. Government transport vehicles will depart according to the times and locations specified on the itinerary on the morning of the site visit.
The revised itinerary will be provided via subsequent amendment.
(b) Arrangements and Special Instructions for the site visit are indicated below. Any other site related information will be provided via amendment.
DATE OF VISIT: Tuesday, 11 June 2019 and Wednesday, 12 June 2019
TIME OF SITE VISIT: 7:45 AM EDT
MEETING LOCATION FOR SITE VISIT: Stimson Gate Pass & ID, Naval Submarine Base (NSB) Kings Bay, Georgia
NOTICES AND SPECIAL INSTRUCTIONS TO ALL CONTRACTOR SITE VISIT PARTICIPANTS
1. All participants may be subject to scan or search. Searches/scans may constitute use of guard dogs and/or other detection devices, instruments or security methods/procedures. Security personnel and guard dogs could be present at various locations during the site visit.
2. The site visit will include mechanical rooms and industrial locations. ALL SITE VISIT ATTENDEES MUST
WEAR OR BRING APPROPRIATE SAFETY SHOES AND A HARD HAT.
3. No participant will be allowed to carry any of these items on the base: cameras or camera phones, knives or weapons, packages or briefcases.
4. No foreign nationals will be permitted to participate in the site visit.
5. All contractors must comply with the completion and submission of the Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 form (Attachment JL-2) to gain access to the various locations for the site visit. The forms must be completed and returned to Cari Fiebach at cari.fiebach@navy.mil (with a copy to Courtney Peterson at courtney.peterson@navy.mil) by 12:00 PM EDT, Monday, 20 May 2019.
In addition, all contractors are required to submit either the SWFLANT Access Form/Visit Request, SWFLANT 5530/50 (Attachment JL-6) or a visit request through JPAS by 12:00 PM EDT, Monday, 20 May 2019.
Contractors who do not have clearances shall complete the Personnel Data section of the SWFLANT Access Form and submit one form per company (with all attendees listed) to Cari Fiebach at cari.fiebach@navy.mil (with a copy to Courtney Peterson at courtney.j.peterson@navy.mil). Contractors who have clearances and a cleared facility shall submit a visit request through JPAS to SMO Code (68733) by the date and time specified above.
On the day of the site visit, all contractors must also bring the completed Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 form to gain access.
Only cleared contractors will be allowed to participate in the site visit.
6. Should special accommodations such as handicapped bus/van access be required to attend the site visit, provide a "Request for Special Accommodations" letter identifying what specific accommodations are needed and how many individuals require these accommodations. This letter must be submitted via email no later than the due date of the site visit registration form. Early submission of requests is highly encouraged. Every effort will be made to accommodate reasonable requests.
7. Each contractor is limited to three (3) participants.
8. Government transportation will be provided at the point designated on the itinerary. No privately owned vehicles will be allowed access to the base to participate in this site visit.
9. Participants will not be authorized to exit the bus during site visit unless authorized by government escort.
Escorts will be identified on the day of the site visit.
10. There will only be one scheduled site visit for this solicitation. Contractors will not be allowed access on any other dates to view the site.
11. All contractors shall meet at the designated location and time indicated on the itinerary.
12. A valid government-issued photo identification will be required (driver’s license, passport, etc) for the site visit.
13. Controlled access points may not be available on the date of the site visit. All service requirements to include controlled access areas are identified in the solicitation.
14. Security personnel will be present for identification verification and issuance of the contractor visitor pass.
No questions will be answered at the sites. All inquiries shall be submitted in writing via a "Bidder Inquiry" in ProjNet prior to the Government Pre-Award Inquiry (GPI) cut off date of: 2:00 PM EDT, Monday, 17 June 2019.

IT SHOULD BE NOTED BY EACH PARTICIPANT THAT SUBMISSION OF THE REQUIRED
SECURITY FORMS DOES NOT INDICATE ACCESS WILL BE GRANTED. THE NSB KINGS BAY
SECURITY OFFICE WILL BE THE DECIDING AUTHORITY IN DETERMINING BASE ACCESS.
ALSO, YOU ARE HEREBY ADVISED BY THIS NOTICE THAT THE LEVEL OF SECURITY AT NSB
KINGS BAY AND OTHER SITE LOCATIONS MAY CHANGE AT ANY TIME. AS THE LEVEL OF
SECURITY HEIGHTENS, THE AMOUNT OF TIME REQUIRED FOR ENTRANCE TO THE BASE AND
OTHER LOCATIONS ALSO INCREASES. IN ADDITION, THE SITE VISIT MAY BE CANCELED BY
THE GOVERNMENT AT ANY TIME DUE TO CHANGES IN THE LEVEL OF SECURITY.
CONTRACTORS ARE RESPONSIBLE FOR ANY COSTS INCURRED TO PARTICIPATE IN THIS SITE
VISIT.
L.4 PRE-AWARD INQUIRIES
Interested parties with pre-award inquiries/requests for information shall submit their inquiries in writing via a "Bidder Inquiry" in ProjNet at https://www.projnet.org/projnet. ProjNet Bidder Inquiry Instructions are provided as Attachment JL-3; assistance is also available via the ProjNet Call Center or On-line Help.
All inquires shall be submitted in ProjNet prior to the Government Pre-Award Inquiry (GPI) cutoff date of 2:00 PM EDT, Monday, 17 June 2019. No new inquiries will be accepted by the system after this date.

All offerors are encouraged to register on ProjNet for alerts to stay abreast of bidder inquiries and government responses that are posted in reference to this solicitation.
